ADJOURNED MEETING OF THE CITY COUNCIL
-June 15, 1966 - 7:30 P.M.

1. Mr. James Saffran, representing Stone and Youngberg Financial Consultants, met
with the City Council and explained to the City Council the various methods available
to governmental agencies for financing capital improvements.
The City Council discussed with Mr. Saffran methods of construction and financing
for a Police building for the City.
Mr. Saffran gave examples of financing problems experienced by other Cities at this
time.
No action was taken by the City Council.
2. At this time-the City Council discussed the agreement between the City of San
Luis Obispo and Mr. Whitley of Edna Road for acquisition by the City of a 40 foot
strip of land from Edna Road back to the Young Brothers property for use as access
to the industrial area east of Edna Road.
On motion of Councilman Miller, seconded by Councilman Spring, the City Council
accepts the agreement with the understanding that Mr. Whitley would have access along
' the southerly line of Lot 89 of the San Luis Obispo Suburban Tract.
Motion carried on the following roll call vote:
AYES: Donald Q. Miller, Arthur F. Spring, Frank Gallagher
NOES: Emmons Blake, Clell W. Whelchel
ABSENT: None
3. At this time the City Council discussed the recommendations of the Fire Chief
for placing of fire hydrants throughout the'City of San Luis Obispo.
Mr. Miller, Administrative Officer, reported that Mr. Thompson was procuring quotes
from contractors for installation of a hydrant on Madonna Road and the access road
to Madonna Inn, to be installed by private contractor.
On motion of Councilman Miller,-seconded by Councilman Gallagher, that the City
Council instruct E. P. Thompson, Water Superintendent, to install the fire hydrants
at Madonna Road and the Madonna Inn access road with City forces. Motion carried
unanimously.
4. At this time the City Council continued their budget study starting with Page
187 and ending with Page 247.
On motion of Councilman Miller, seconded by Councilman Blake, the meeting adjourned
at 10:45 P.M. Motion carried.
