ADJOURNED MEETING OF THE CITY COUNCIL
November 30, 1966 - 7:00 P.M.

1. The City Council took part in the Civil Defense and Disaster Exercise for 1966
handling canned problems for the Disaster Services.
The Exercise continued to 8:30 P.M.
2. Councilman Miller left the meeting at 8:30'P.M.
3. R. D. Miller, Administrative Officer, announced the appointment of James L.
Lockgridge, as Police Officer, effective December 1, 1966, Step 1 at $494 per month
subject to one year probationary period.
4. - Traffic Committee Report of November 29, 1966.
The Traffic Committee feels there is some urgency in replacing the bus zones and one
cab zone in the downtown area with metered spaces in order to make these available
for Christmas "shoppers. Therefore, the Committee recommends that the following.
changes be made as soon as possible:
1. That the existing cab.zone on the east side of Morro Street in front of the
Anderson Hotel be changed to a 36 Minute Green Metered Space. '
2. That the bus zone on the northerly side of Higuera Street west of Osos
Street, alongside Parking Lot #6, be converted to a Two Hour Metered Space.
3. That the bus zone on the northerly side of Higuera Street east of Nipomo
Street, alongside the muffler shop, be painted red to facilitate right hand turning
movements.
4. That the bus zone on the southerly side of Marsh Street east of Broad
Street, in front of the Rexall Drug Store, be changed to two 24 Minute Green Metered
Spaces.
5. That the bus zone on the southerly side of Marsh Street east of Chorro
Street, alongside the Riley's Parking Lot, be converted to two Two Hour Metered
Spaces.
6. That the bus zone on the southerly side of Marsh Street west of Osos
Street, between the Shell Station driveways, be converted to a Two Hour Metered
Space.
On motion of Councilman Spring, seconded by Councilman Blake, the following
resolution was introduced. Resolution No. 1625, a resolution rescinding a taxi cab
zone, bus zones, and establishing limited or restricted parking zones.
Passed and adopted on the following roll call vote: '
AYES: Emmons Blake, Frank Gallagher, Arthur F. Spring,
Ciell W. Whelchel
NOES: None
ABSENT: Donald Q. Miller
The City Council adjourned to Executive Session to discuss pending litigation.
On motion of Councilman Gallagher, seconded by Councilman Blake, the meeting
adjourned at 10:10 P.M. Motion carried.
