40. Counciiman.Miller brought-to the Council's attention the matter of the-flooding
of the John Gill.property caused by the Morgan Flagg Development in the South-
wood Subdivision pushing soil over the bank completely blocking the drainage
channel behind these residential properties and caused rain water to sheet over and
across these properties causing damage to landscaping, etc.
Councilman Miller stated that he felt that there was some responsibility for the
City to have the developer keep the drainage channels open so as uot•to•damage
or endanger adjacent properties.
Mr.• Romero, City Engineer, stated that he was aware of this problem and had
notified Mr. Flagg but he felt that it was not the responsibility of the City
to spend money or time improving private property as he felt that this was a
matter between two private property owners and should not involve the City..
Councilman Miller then stated that he disagreed with Mr. Romero's findings and
statement because he felt any time someone changed a drainage channel.causing
damage to adjacent property owners that something must be done by the City to
protect its citizens.
The matter was continued for future discussion by the City Council.
18. Memorandum. from D. F. Romero, City Engineer, relative to the condition•of
Laguna Lake Streets was - ordered received and filed.
41. On motion of Councilman Miller, seconded by Councilman Spring, the following
resolution was introduced. Resolution No. 1689, a resolution approving a parade
permit for La Fiesta May.20, 1967 and requesting closing of State Highway for
said parade.
Passed and adopted on the following roll call vote:
AYES: Emmons.Blake, Frank Gallagher, Arthur F. Spring,
Donald.Q. Miller,.Clell W. Whelchel

ABSENT: None
42. On motion of Councilman Miller, seconded by Councilman Gallagher, the
meeting adjourned to 7:30 P:M. Tuesday, April 25; 1967 for a Joint Meeting with
the City Planning Commission. Motion carried.

Planning Commission
Present: Commissioners Brown, Franklin, Schneider, Schwartz and
Twyeffort.
' 1. The City Council met in joint session.with the City.Planning_Commission to
discuss the preliminary Student Housing Parking Study.
Mrs. Viki Thompson, Planning Technician, City Planning Department, presented the
details and the scope of the Student Housing Parking Study for the City Council
and the Planning Commission.
Mrs. Thompson explained the purpose of the Parking Study and the student housing
complexes in the City and student use of automobiles. She presented a detailed
study of 22 selected student housing complexes in the City listing the number of
units, actual parking spaces supplied and the i►umber.of spaces required to serve
the facility.
She also presented studies of the same 22 housing units using a proposed parking
ratio of one parking space to each two students and also a possible -ratio of one
and one half space for each bedroom and one half additional space for each
additional bedroom.
Mrs. Thompson stated that after study of these statistics, she felt that the ratio
based on the number of bedrooms would be more appropriate than on the number of
students or the sex of students residing in the housing development.
Chairman Schwartz of the City Planning Commission, presented to the City Council
the existing ratios of off street parking requirements for student - housing and
' apartment developments in the City under existing ordinances.
The City Council and Planning Commission discussed the implications of the parking
problems and suggestions as presented by the Planning Department Student Housing
Parking Study.
It was the consensus of the group thinking that parking spaces in relation to
bedrooms rather than student number should be pursued in future studies by the
Planning Commission.
Mr. Schwartz stated the Planning Commission would continue the study on this
problem in accordance with group thinking at this meeting.
2. On motion of Councilman Gallagher, seconded by Councilman Blake, the
certificate of the City Clerk reporting the results of the General Municipal
Election held on April 18, 1967 and the Official Canvass held on April 25, 1967
was approved and ordered filed.
