Miller, Clell W. Whelchel City Staff Present: R. D. Miller, Administrative Officer; J. H. Fitzpatrick, City Clerk. 1. The City Council continued their study of the preliminary 1967/68 budget starting with Page 220 through Page 245 inclusive. 2. On motion of Councilman Blake, seconded by Councilman Gallagher, the following resolution was introduced. Resolution No. 1710, a resolution authorizing the recordation of the contract bond for Ann Arbor Estates No. 3. Passed and adopted on the following roll call vote: AYES: Emmons Blake, Frank Gallagher, Arthur F. Spring, Donald Q. Miller, Clell W. Whelchel . NOES: None ABSENT: None 3. On motion of Councilman Miller, seconded by Councilman Gallagher, the following resolution was introduced. Resolution No. 1709, a resolution recommending support of Assembly Bill No. 2311 introduced in the 1967 Regular Session of the California Legislature. Passed and adopted on the following roll call vote: AYES: Emmons Blake, Frank Gallagher, Arthur F. Spring, Donald Q. Miller, Clell W. Whelchel NOES: None ABSENT: None 4. Communication from Bailey Bridge, Inc., notifying the City Council that they propose to vacate the area around Reservoir No. 2 by the July deadline but asked that they be granted an exception to moving some extremely heavy items at this time and hoped that the City Council would allow them to retain these items at the rear of the property and they will be removed at the end of one year. On motion of Councilman Gallagher, seconded by Councilman Miller, the request of Bailey Bridge, Inc. was approved for storage only; no painting, chipping or sandblasting to take place on City property and no rent will be.required. Motion carried. 5. R. D. Miller, Administrative Officer, at the request of the Mayor presented the City Council salary proposal to the City Employees' Association representatives. Mr. Miller went through each classification in the salary resolution explaining the proposals of the City Council. Mr. Landell, President of the City Employees' Association, discussed with the City Council the recommended pay plan prepared by the Association for Council consideration in the 1967/68 budget. This proposal was given to the City Council in the middle of May 1967. City Council Minutes June 21, 1967 Page 2 Mr. Landell explained to the City Council the - studies prepared by the Association and the basis on which the recommended salary increases were arrived at. He continued that the Association's request included a 5 -1/2 percent increase to be added to the adjusting steps for anticipated increases to be paid in 1967/68 by the cities studied. He explained that normally the salary adjustments made in July in our City are ' based on salaries paid the prior year in the bench mark cities which immediately change by the study cities, putting San Luis Obispo that much further behind. Mr. Landell stated that he felt that by adding this 5 -1/4 percent increment it would keep the salaries in line for the current year. He then discussed individual employees' positions comparing the studies made by the Association and those made by the Administrative Officer for the City Council. He gave the following examples of classifications with which he disagreed with the recommendation given by the Administrative Officer. Record and dispatcher clerks in the Police and Fire Departments he felt should be in a higher classification because of the responsibility these women have during their tours of duty. He stated that they must be able to handle the radio and telephones and Police and Fire problems during periods of stress. He also felt that the classification of janitor should be granted an increase as the studies the Association had made showed that their classification for janitors was too low. Mr. Landell continued that based on the hours put in by the Fire Department personnel that they should receive more pay for duty time than the Police Department. He stated this was the only City in their study that required the Fire Department to put in 72 hours per week. He said most cities in their study are reducing the hours for Fire personnel. He wished to remind the City Council that he was not asking for reduction in the hours for Fire personnel but was asking for an increase in pay. He stated that he felt the clerical and stenographer positions as recommended by the 'mdministrative Officer were in line with studies made by the Association except for the anticipated increases in other cities as of July 1, 1967. He stated he felt the recommendations made by the Association were fair as the increases granted by the City Council in the past -two years would not even meet the annual dbst of living increase in that period which is the reason the Association is requesting a substantial increase in most categories. In the field of fringe benefits, Mr. Landell asked the City Council to consider a -change in the vacation policy to ten working days per year until five years at which time an additional day per year would be given up to a maximum of 20 days at 15 years. Fire Department vacations would be increased proportionately. On the matter of overtime, Mr. Landell stated the Association was again asking for a uniform overtime policy. He stated since the City does not pay incentive for overtime, it would seem fair to give the employee his choice of time off or pay both on a straight time basis with no overtime incentive. ' R. D. Miller, Administrative Officer, explained existing overtime policies as follows: Police and Firemen who worked extra shifts received compensating time off. Clerical workers received compensating time off for overtime. Standby men in water, sewer and street departments received $20.00 a week which covered first eight hours of call out. Other overtime in field at time and a half pay. Overtime at sewer plant, which occurs very-infrequently, compensated by straight time off. Water plant and Whale Rock by time and a half pay. The City Council decided no change in existing policy. City Council Minutes June 21, 1967 Page 3 In the matter of Health Insurance, Mr. Landell thanked the City Council for its . consideration of the City paying the full fee for the employee with the individual employees paying the dependents share of the coverage. Finally Mr. Landell asked that the City Council grant a $50.00 per year allowance for uniforms for the Fire Department in order to be in line with the uniform allowances given the Police Department. John Silva asked the City Council not to raise Police salaries at the expense of the Fire Department as he felt the firemen work just as hard as the police officers and should not be penalized in the salary ranges. The City Council discussed with Mr. Landell individual classifications and pay scales. On motion of Councilman Blake, seconded by Councilman Miller, the meeting adjourned to 7:30 P.M., .bnday June 26, 1967, to continue the budget study. Motion carried. APPROVED: July 5, 1967 H. Miller, Clell W. idhelchel City Staff Present: R. D. Miller, Administrative Officer; J. H. Fitzpatrick, City Clerk. 1. Representatives of the Chamber of Commerce Advertising and Promotion Committee appeared before the City Council requesting that the City Council set aside funds in the 1967 -68 budget for advertising and promotion for the City of San Luis Obispo. Mr. T. Stockton, Co- Chairman of the Committee, asked that the City Council grant at least $20,000 for hiring an advertising agency to prepare a promotion campaign to advertise the community on a 12 month basis. Mr. Stockton stated that the Chamber Committee felt that the hiring of an advertising agency to handle the promotional program would make the best use of funds so that a professional campaign could be put on during the year. The City Council and Chamber of Commerce representatives discussed the proposal of the Chamber for an allotment of bed tax funds for the advertising and promotion of the City of San Luis Obispo. 2. Communication from Radio Station KATY requesting permission of the City Council to broadcast any or all of the regular or special meetings of the City Council held in the Council Chambers starting with the public hearing of July 10, 1967. KATY stated it was their intention to broadcast the meetings live and on a regular basis but only those portions of the meeting which would be of general interest to the citizens of San Luis Obispo.
