Mayor Whelchel brought to the Council's attention the fact that Mr. Leland Balatti had accepted the chairmanship of the support for the housing proposition to be on the June 4th ballot and suggested that the City Council officially appoint him to this position. On motion of Councilman Gallagher, seconded by Councilman Miller, that L. Balatti be appointed chairman of the Support the Housing Committee. Motion carried. 34. The City Council adjourned to Executive Session to discuss property acquisi- tions with possible litigation. 35. On motion of Councilman Miller, seconded by Councilman Blake, the City Council adjourned to 7:30 P.M. Tuesday, March 26, 1968 to meet with the City Planning Commission and discuss planning matters. CITY HALL ROLL CALL City Council Present: Emmons Blake, Frank Gallagher, Arthur F. Spring, Donald Q: Miller, Clell W. Whelchel Planning Commission City Staff Present: John Brown, John Evans, Bert Franklin, Bob Johnson, Francis McNamara Present: J. H. Fitzpatrick, City Clerk; H. Johnson, City Attorney; R. D. Miller, Administrative Officer; E. L. Rodgers, Police Chief; R. D. Young, Planning Director. 1. The City Planning Commission presented to the City Council the background and reasons for the majority of the Planning Commission voting in favor of the rezoning of the Palm Royal property at 172 Foothill Boulevard from R -3 to R -H. The Planning Commission also presented their recommendations when they allowed the use permit for a convalescent home on the above property.. The City Council and Planning Commission also discussed student housing in general in the vicinity of the Cal Poly Campus. 2. R. D. Young, Planning Director, brought to the City Council and Planning Commission's attention the fact that an application for a service station was being made for Santa Rosa Street and Oak Street so that the City Council and Planning Commission would be made aware of this proposed development on Santa Rosa Street. Councilman Blake reported to the City Council and Planning Commission as a member of the Council Committee meeting with the Civic and Fine Arts Association stating that they have reviewed the Rafferty and Company Financial Feasibility Report and would recommend to the City Council that if the proposed development were to proceed, it should be authorized only after approval of a bond issue voted on by the citizens of the community. He reported that several members of the Civic and Fine Arts Association wanted the building financed without approval of the electorate but that the Council Committee felt that the public should be given an opportunity to vote on this matter. He continued that the Committee and Civic and Fine Arts Association looked with favor upon the school property at Laguna Lake for the Convention Center Complex. 4. R. D. Young, Planning Director, brought the City-Council and Planning =_ Commission up to date on the present development of the Sinsheimer Recreational Complex. He stated that at the present time the major effort was being devoted to the completion of the baseball field but that the Committee was looking ahead to future iecreatiorial items such as tennis courts, swimming pool, etc. 5. Mayor Whelchel explained to the City Council and Planning Commission the discussion between the Grass Roots Organization and the Park and Recreation Commission for the development of a recreational complex and park in the southeast side of the City. The Mayor continued that the citizens group working with the Park and Recreation Commission has contacted various Federal Agencies and will try to acquire Federal Funds either as a grant or on a matching basis to develop some sort of a recre- ational development or park in this part of the City. 6.
