Miller Clell W. Whelchel Absent: Arthur F. Spring Present: J. H. Fitzpatrick, City Clerk; H. Johnson, City Attorney; R. D. Miller, Administrative Officer; D. F. Romero, City Engineer; R. D. Young, Planning Director 1. At this time the City Council held a public hearing on the recommendation of the Planning Commission to rezone 3120 thru 3150 Southwood Drive from C -N and R -1..._ to R -0 of property located on the northern side of Southwood Drive, easterly of Laurel Lane. R. D. Young, Planning Director, presented the recommendations of the Planning Commission as follows: 1. The subject property consists of five lots which were originally subdivided for single family use. The property is bounded by an R -0 District to the north and east, C -N District to the west and R -3 and R -1 District to the south. 2. The General Plan proposes that this general area be developed for retail commercial and high density residential uses. 3. It was the consensus of the Commission that the application of R -0 zoning on the subject property would be in accordance with.the General Plan.and the estab -. lished zone pattern. Mayor Whelchel declared the public hearing open. No one appeared before the City Council. . Mayor Whelchel declared the public hearing closed. On motion of Councilman Miller, seconded by Councilman Gallagher, the following ordinance was introduced. Ordinance No.. 44, an ordinance rezoning 3120 thru 3150 Southwood Drive from C -N and R -1 to R -0 of property located on the northern side of Southwood Drive, easterly of Laurel Lane. Passed to print on the following roll call vote: AYES: Emmons Blake, Frank Gallagher, Donald Q. Miller, Clell W. Whelchel NOES: None ABSENT: Arthur F. Spring Councilman Miller brought to the attention of the City Council the need for meeting once a month during the day or evening fora study session in order to review. existing programs and study proposed future programs for the City. He stated that the regular meetings were so crowded with business items there wasn't enough time to discuss the Council's views on various other items. The City Council stated they would consider the request of Councilman Miller at some other date. Adjourned City Council Minutes February 6, 1969 Page 2 3. Whelchel Absent: Frank Gallagher Present: J. H. Fitzpatrick, City Clerk; R. D. Miller, Administrative Officer; H. Johnson, City Attorney; R. D. Young, Planning Director. 1. At this time the City Council considered the final passage of Ordinance'No. 444, an ordinance rezoning 3120 thru 3150 Southwood Drive from C -N and R -1 to R -0 of property located on the northern side of Southwood Drive, easterly of Laurel Lane. Mayor Whelchel declared the hearing open. No one appeared before the City Council. Mayor Whelchel declared the hearing closed. On motion of Councilman Blake, seconded by Councilman Spring, Ordinance No. 444,_ an ordinance rezoning 3120 thru 3,150 Southwood Drive from C -N and R =1'to R -0 of property located on the northern side of Southwood Drive, easterly of Laurel Lane. Finally passed on the following roll call vote: AYES: Emmons Blake, Arthur F. Spring, Donald Q. Miller, Clell W. Whelchel NOES: None ABSENT:. Frank Gallagher R. D. Young, Planning Director, brought to the Council's attention the request of Arnold Volny, that :a provisional building permit be issued so that he may begin construction on the property just rezoned by the Council by Ordinance No. 444. 0 1 1 1
