ADJOURNED MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO, CALIFORNIA
August 25, 1969 - 7 :30 P.M.

Mayor Schwartz stated that the purpose of the meeting was for the City Council
and the various Council appointed.commissions, committees and boards to get,
together to discuss mutual problems for the betterment of the City of San Luis
Obispo.
Mayor Schwartz then introduced the members of the City Council present and the
officers of the City appointed by the Council.

R. D. Miller, Administrative Officer, then introduced the department heads
present appointed by him under the provisions of the.City Charter.

Miss Patricia J. Clark, City Librarian
Each chariman of a City appointed board or commission then introduced the members
of his group and.briefly reviewed.the job.or function of his group.
Library Board, Mrs. Easter Davis
The Board of Library Trustees is a body of lay citizens empowered by the Charter
and appointed by the City Council to provide general control over the operation
of the Public Library. To provide leadership in developing a comprehensive
library program for the citizens-of the community and to-,interpret for the City
Council the needs and desires of the citizens for library service in the City.
Park and Recreation Commission, Mr. Robert Janssen
The Park and Recreation Commission is a body of lay citizens empowered by the
City Council to supervise general control over the Park and Recreation Depart-
ment of the City of San Luis Obispo. These responsibilities are delegated under

the-provisions of the City Charter. They provide leadership in developing a
comprehensive Park and Recreation Program for the citizens of all ages of the
City of San Luis Obispo, and interpret for the City Council the needs and
desires of the citizens for park development and recreational programs for the
City. To develop and maintain plans for future park needs within the City as
the community grows and expands.
Planning Commission, Mr. John Evans
The Planning Commission is a body of lay citizens empowered by the City Council
to undertake the physical planning function for the City of San Luis Obispo.
These responsibilities are delegated under provisions of the City Charter as
well as State Law. They prepare and maintain the General Plan. Develop and
maintain specific plans that will implement community goals and orderly develop-
ment as envisioned in the General Plan. Periodically review the Capital Im-
provement Program. Review proposed amendments to the Official Zone Map, Zoning
Ordinance -and Subdivision Ordinance in relation to the goals and objectives of
the community under its General Plan and make recommendations to the City Council.
Approve or deny applications for use permits, variances and subdivisions in
accordance with adopted ordinances.
Human Relations Commission, Mrs. Ruth Wirshup
The Human'Relations Commission is a body of lay citizens appointed by the City
Council to work for equal rights and fair opportunity for all citizens regard-
less of race, religion or national origin. They provide leadership within the
City to. guarantee equal rights to all citizens cf the community in the areas of
housing, education, recreation, employment and public accommodations. They
initiate studies into any delinquencies in human and or racial fields that may
exist in the City of San Luis Obispo and to report findings and recommendations
to the City Council. They strive to prevent and resolve tensions arising from
prejudice or discrimination and try to promote better understanding among people
of different ethnic or religious backgrounds within the community.
Citizens Advisory Committee, Mr. Mike Yankton
The Citizens Advisory Committee is a body of lay citizens appointed by the City
Council and provides a means for private citizens support and advice to the
local governmental agencies, and provides leadership in gathering information
and keeping civic groups generally informed about the Workable Program for com-
munity acitvities. They assist in the coordination of the various community
improvement activities. The committee lends support to.-and seeks support for
desirable programs and projects. They review the community's programs in the
broad prospective of overall Workable Program objectives and make advisory
recommendations for future improvements to the Mayor and City Council. The
Committee may more specifically gather and'review data for the purpose of
making recommendations to the City Council on such matters as minority group
housing, neighborhood improvement participation, adoption and enforcement of
codes, capital improvements, industrial development, community beautification,
etc.
Housing Authority, Mr. Leland Balatti
The City Housing Authority-is a body of lay citizens appointed by the City Council
to initiate and supervise the development of low rent housing for the under-
privileged persons in the City. The Housing Authority operates under the pro-
visions of Federal Housing Laws.
R. Neal, President of the Chamber of Commerce, explained the purpose of the
Chamber of Commerce which is the commercial development of the City; encourage-
ment of civic promotion, making the City an attractive recreational center and
coordination the many activities of the community.
R. Corcoran, president of the Downtown Association, explained the purpose and
functions of the Association which are to improve and support the downtown
business district and to,improve the business climate of the downtwon area and
also to improve the central business district financially.

Mayor Schwartz introduced R. K. Billings, Deputy Director of Civil Defense for
the City of San Luis Obispo, who explained the purpose and function.of the civil
defense organization within the City government.
Mayor.Schwartz summarized the discussion of the meeting and stated he hoped this
meeting would result in all the commissions working together more closely for
the betterment of the City of San Luis Obispo. He continued that as the City
grows the Council should spend more and more time establishing policy, and he..,
hoped the members of the commissions and boards would work together in order td
assist the Council through their recommendations. He urged that each commission '
and board carefully study.their responsibility and function to see what.their
group could do to make San Luis Obispo a better place to live. He stated the
Council would take into consideration each recommendation made by one of these .
groups.
He also mentioned that in addition to the commissions and boards represented
this evening, the City was also represented on the Whale Rock Commission by,...
the Mayor, the Administrative Officer and the City Clerk.
He thanked everyone for taking part in this meeting and hoped this could.be the
beginning of a series.of - :joint discussions on mutual problems.
Councilman Blake stated he felt the meeting was a good one and hoped that the
boards and commissions appointed by 'the Council would begin making recommenda-
tions for the Councils consideration.
Councilman Miller stated that he _hoped the Council appointed commissions
and boards would take their jobs seriously and come up with some new thinking
for new progiams for all the people of the community. He continued he felt:
that the City should start looking to new concepts for housing such as row
housing and also new areas for such housing. He continued that perhaps re -.
location of mobile home parks might be the answer to the housing problem.
Also, he felt that the City should face their responsobility toward the
minority groups"of the City, such as the black people, he pointed out that there
are no black people working for the City or County governments. He also felt
that the City of San Luis Obispo should consider providing adequate medical
facilities for the community. He also urged that the various boards and. com-
missions look into recreation for the young and old of the community. Finally
he suggested that the groups look in to the possibility of someday establishing
a state and federal building to serve the interests of the community..
Councilman Graham thanked the people present for attending this meeting and
stated he was pleased there were so many dedicated people willing to help the
City Council make this a better place to live. He continued that as a newly
elected councilman he did not realize there were so many fine people giving
of their time to serve their community.
9 :30 P.M. Mayor Schwartz declared a recess.
9 :45 P.M. the meeting recovened with all councilmen present.
2. H. Johnson, City Attorney, presented for the Council's consideration the -
grazing lease with Mainini for the Whale Rock Reservoir, recommended by the
Whale Rock Commission for approval by the City Council. He briefed the con-
ditions of the lease.
On motion of Councilman Blake, seconded by Councilman Graham, the lease was
accepted and the Mayor was authorized to sign on behalf of the City. Motion
carried.
3. Communication from N. Colby, 3111 Richard Street, requesting that-the
public hearing on the Polin- Stickler rezoning on Johnson Avenue be continued to
October 6, 1969 as he will be on vacation and he has been representing the
neighbors in opposing this development.
