Miller, Kenneth E. Schwartz Absent: Emmons Blake, Arthur F. Spring City Staff Present. J. H. Fitzpatrick, City Clerk; R. D. Miller, Administrative Officer 1. The City Council continued their study of the 1970 -71 preliminary City Budget beginning with page 198 through 244 inclusive. This concluded the first complete review of the entire 1970 -71 Budget. 2. On motion of Councilman Graham, seconded by Councilman Miller, the meeting ad- journed to June 5,, 1970 at 12 :00 Noon. Motion carried. H. Spring, Donald Q. Miller, Kenneth E. Schwartz Absent: Emmons Blake City Staff Present: J. H. Fitzpatrick, City Clerk; R. D. Miller, Administrative Officer 1. The City Council continued their review of the proposed 1970 -71 City Budget, particularly reviewing'items that had come up in the first go through of the pro- posed budget. The City Council again reviewed the proposed expenditure for capital outlay in the 1970 -71 budget. ' 2. Mr. Harry Woolpert, member of the City Human Relations Commission, appeared be- fore the City Council on behalf of the Human Relations Commission asking that additional funds be allocated to the Commission so that they may proceed with the work of the Commission in a more businesslike manner. Mr. Woolpert stated it was the consensus of the Commission that the following funds should be allocated in their 1970 -71 budget. $2700.00 Part time secretarial help 525.00 Commission expense 1800.00 Program 475.00 Contingencies $5500.00 TOTAL City Council Minutes June 5,:1970 Page 2 Mr. Woolpert concluded that with this financial support the Human Relations Commission could move ahead with an acceptable program. The City Council discussed with Mr. Woolpert, the program proposed to be initiated by the Human Relations Commission in the- next two years. Mr. Woolpert explained some of the areas of concern-to the Human Relations Commission and steps that have been taken and programs they wish to start in the field of Human Relations. , Mayor Schwartz suggested that the City Council meet with the -Human Relations Com- mission and discuss their programs being planned so that the Council could be aware of the problems and could lend support. R. D. Miller, Administrative Officer, suggested that the 1970 -71 Human Relations Commission budget stay as proposed in the total City Budget, but as the "year pro- gresses, additional funds could be made available to the Commission as their program develops. On motion of Councilman Miller, seconded by Councilman Spring, that all official meetings of the -Human Relations Commission be held 'in the-City Hall and'that dinner study meetings still be allowed the Commission.
