230 Communication from Gaylord Gallaries, No. 5 Mission Mall, requesting per-
mission of the City Council to have an,-.outdoor student art sale on November,150
1969 from 9:00 A.M. until dark, in the patio at the end of Mission Mall.
On motion of Councilman Blake, seconded by Councilman Graham, the request was
approved. Motion carried.
24o Traffic Committee report of November 3, 1969.
69- 11 -1T. The Chamber of Commerce has written to the City requesting that two or
three 22-- minute green parking meter spaces be established in front of the new
chamber office at 1039 Chorro Street. The purpose of these spaces which would in
part replace portions of the existing yellow and red zones would be to accomodate
out -of -town visitors making inquiries at the chamber office. The traffic commit-
tee feels that two such spaces:.thouid be approved, eliminating one space from
the yellow loading zone and one space from the red zone. We also feel that the
Chamber should be allocaed to place some type of sign in connection with the meters
reading, °Chamber visitor parking, please" or words to that effect.
69- 11-2T. The owner of the TV repair shop which is about ready to occupy the
premises at 890 Mill Street has requested that the two yellow spaces in front of
the store be converted to one 12- minute green space. We feel that this would be
appropriate and so recommend,
69- 11 -3T. The traffic committee has noted a traffic hazard at Santa Rosa Street
where Street intersects. Since there are no stop signs on Leff, motorists
on Leff tend to shoot across Santa Rosa, especially because of the rise west of
Santa Rosa. The traffic committee therefore recommends that stop signs be in-
stalled on Leff stoping traffic in both directions at Santa Rosa.
69- 11 -4T. With the development of the trailer park at Prado Road and South
Higuera, the traffic committee feels that the newly developed portion of Prado
Road east of Higuera should have a stop sign to match the present sign west
of Higuera.
69-11 -5T. The engineering department has called a potential hazard to the
attention of the traffic committee west of the Jordan- Thrifty complex on
Foothill Boulevard. Since there is plentiful off - street parking in the area
and since we feel that it would be helpful from a traffic standpoint, we recom-
mend that forty feet of red zone be established to the west of the last driveway
ramp in the shopping center.
On motion of Councilman Blake, seconded by Councilman Miller, the following
resolution was introduced. Resolution No. 9 , a resolution rescinding red
and yellow zones on Chorro Street and on Mill Street; establishing green zones
on Chorro Street and Mill Street and a red zone on Foothill Boulevard; estab-
lishing stop signs on Leff Street and on Prado Road.

25. On motion of Councilman Blake, seconded by Councilman Graham, the lease
between the City of San Luis Ubispo and the City Housing Authority for the
building at 1445 Santa Rosa Street was accepted and the Mayor was authorized
to sign on behalf of the City. Motion carried.
26. The following claims against the City were referred to the City's insur-
ance carrier.
