City Hall Pledge Roll Call Present: Emmons Blake, Myron Graham, Donald Q. Miller, Arthur F. Spring, Kenneth E. Schwartz City Staff Present: R. D. Young, Planning Director; J: H. Fitzpatrick, City Clerk; H. Johnson, City Attorney; R. D. Miller, Administrative Officer; D. F. Romero, City Engineer; L. Schlobohm, Fire Chief. 1. Ralph Delprete, representative of the State Compensation Insurance Fund, presented the City Council refund checks for the City's Workmen's Compensation Insurance based on the safety record of the City. For the fiscal year 1967 -68 a refund of $8,007.18 and for the fiscal year 1969 -70,'a refund.of $27,618.78 were presented. He told the Council that the City of San Luis Obispo had an enviable safety record having won first in its class three out of four years for the lowest number of accidents per man hours worked. He.hoped that the employees would keep up their good record. Mayor.Schwartz thanked Mr. Delprete.for his presentation on behalf of the City employees, stating that every saving was important to the City. On motion of Councilman Blake, seconded by Councilman Spring, the City Clerk was instructed to send each employee a letter of appreciation for being safety conscious. 2. The Gold.Coast Chorus of San -Luis Obispo appeared before the City Council and sang several barbar shop ballads as a prelude to the declaration of .annual barber shop quartet week in California. Mayor Schwartz thanked the singers for their presentation. 3. At this time the City Council held a public hearing on the recommendation of the Planning Commission to change street names in various parts of the City and also to change some house numbers. R. D. Young, Planning Director, presented the recommendation of the Planning Commission, stating that after.two public hearings, the proposed street num- ber plan prepared by Hahn, Wise $ Associates as modified during their public hearings was being presented for adoption by the City Council. D. F. Romero, City Engineer, explained that the City had been operating for many years with an adopted house numbering plan, but as the years had passed, the streets had turned and twisted which made the numbering system inconsis- tent. In other cases a different grid had been superimposed alongside an ' existing grid creating discontinuities. He stated that the City'had asked Hahn, Wise, planning consultants, to prepare a plan for a logical numbering system. This plan was presented to the City in 1961 and subsequently studied by the various departments before adoption. He concluded that.the areas pro- posed by the Planning Commission for changes were the most serious areas and he urged the Council to approve both the name and numbering changes. He then outlined the proposed system with large charts showing the north -south grid and the east -west grid. City Council Minutes April 12, 1971 Page 2 L-_Sch.I.obohrni F ire Ch i:ef stated :his 'department supported the changes pro- posed by the Planning Commission in order to bring all areas of the City more closely in alignment with the master street numbering plan which he felt would eliminate potentially dangerous situations with emergency res- ponses and possible confusion in numbers. He continued that as the City grew and new personnel were hired., it was difficult for a new fireman to know which way the blocks ran and where the names of the streets changed. J. H. Fitzpatrick, City Clerk, reported on his discussion with the Post- master and his understanding that the postal employees would try to cooper- ate with any name changes made by the City. Their normal policy was to carry both the old number and name for as long as possible. With the new regulations and with new personnel, they could not guarantee this continuity. The Postmaster stated that each property owner or resident in order to continue delivery must file a notice of change of address with the postmaster which should alleviate any problems forwarding the mail. Mayor Schwartz stated that the City Council must decide if there was really a problem in the street names and house numbering presently existing in the City and if so, then the Council must go ahead and make the necessary changes for uniformity and no confusion in emergency services. He continued that the City Council was aware of.the problems and inconvenience the name and numbering changes would make for each property owner and resident in trying to get their bills, letters, magaz.ines, etc. Mayor Schwartz declared the public hearing open. A. Parker, Beebee, Cypress, Price, Harris, Kinq,.Hutton, Ward & Story Street. PROPOSED CHANGE: Change the 100 and 200 blocks to the 2000 and 2100 blocks. D. F. Romero, City Engineer, explained the proposed change. Mitchell Cooper, 136 Hutton, objected to the proposed street number changes as he had lived in this area for many years and did not feel that there had been any confusion. He felt that the proposed change would.cause more problems than it would solve. He hoped that the City Council would not make any changes. B. Branch, High, Sandercock, and South Streets. PROPOSED CHANGE: Change the 400 through 900 blocks to the 300 to 600 blocks. Also,. on High Street to change the name of .High Street east of the railroad tracks to Rachel Court. D. F. Romero, City Engineer, explained the proposal. The City Council received a communication from Sadie Stevens & Violet Goforth opposing the proposed house number and street name changes as they felt it would have little or no advantage to the residents and would only add to the problems and expense. They felt the City could better use the money in some other way. A petition signed by seventy -three (73) residents of the area was presented opposing the changes in the house numbers. It stated that these older homes had been in existence for a long time and the residents felt the number changes would be a hardship on the property owners and residents. They felt they would miss required correspondence from.the Federal and State governments. John P. Hogan, 411 Branch, felt there was no-need to.change the numbers as all adjacent streets were numbered the same: He objected to this proposed action as it was unnecessary and was just further harassment to a group of senior citizens in the area. 1 1 1 City Council Minutes April 12, 1971 Page 3 Harold J. Fredriksen, 711 Branch, stated he had lived in the same house since 1924 and had had .no. problems. He saw no reason for this_change.and felt it was an unnecessary expense for the citizens in the area. Carol B. Lowman, 523 Sandercock, questioned the need for these.changes and felt the numbers had been satisfactory for over forty years.. This was too ' expensive a change for both the public and private people involved. Mitch Cooper, 700 block of Sandercock, objected to the proposed changes. He felt there was no need for this numbering change which had worked for over forty years and he did not see why the present system would not work at this time. C. Brook, South Hiquera, Hiquera, Lower Hiquera. PROPOSED CHANGE: Brook Street- change the 200 block to the 2200 block. Higuera Street — change the zero through 300 blocks to 2600 through 1800.blocks, designate Higuera south of Marsh Street as Lower Higuera, change the 100 through 900.blocks of South Higuera Street to the 2700 through 4100 blocks. D. F. Romero, City Engineer, presented the proposal and explained that this change was the most important of all presented since this north -south street was numbered on an east -west grid and.was in direct conflict with all nearby numbers. Since the area south of Marsh Street has been known as "Lower Higuera" duplicate numbers were appearing in the system. R. D. Young, Planning Director, stated that the Planning Commission had re- ceived a petition signed by fifty -seven (57) property owners and business operators on Higuera Street. _The petitioners requested that no change be made as they were already in - numerical sequence commencing from #1 Higuera Street and proceeding in a. northward direction completely throughout the Central Business District. They felt that a change in their section of Higuera Street (from Marsh Street to #1.Higuera Street) would not only impose an unwarranted burden of paperwork but would also make it more diffi- cult for people to locate their places of.business or residences.. Mrs. Rose Barger, Brook Street, objected to change of the numbers on Brook Street. She thought it was unnecessary and stupid to.cause all these prob- lems for a one -block long street. Charles Weeks, Higuera Street, objected to changing the street name and numbers as he felt it was unnecessary, too expensive for both City and private citizens and he saw no need for the. change. He was sure the Police.and Fire Departments could find their way around the City under the present conditions and that this proposal would not change their ability to.do so. Roy Parsons, 236 Higuera, objected to the proposal to change the name of Higuera Street in any way including the numbering changes. He.felt it was wrong to confuse the public by changing the name and number of old established businesses. He felt Higuera Street was an historical name and should not be changed by wim. He also objected to the changing of names or numbers on a business street as he was sure that this would hurt the businesses affected by the street name changes. He continued that the area between High, Higuera and Marsh Streets under the new plan would not even agree with the Master Numbering Plan for.adjacent streets such as the numbers on Marsh, Pacific and Pismo. He felt the existing street numbers.were in a sequence known to the public and hurt no one. However, he felt the changes would hurt many prop- erty owners and established businesses on Higuera Street. He urged no change in either numbers or street name involving Higuera Street. He suggested that if any changes were made in the numbering they should be made at Elks Lane and Higuera with zero and that the area from Elks Lane south be designated as Lower or South Higuera Street. He continued that no one except the City staff and a couple of members of the Planning Commission had ever spoken in favor of the street name and number changes. Schlobohm, Fire Chief, recommended that the City Council change the name of Higuera Street from.Marsh Street south to some other name as he felt this portion of Higuera added confusion.to the operation of his department. Ed Sheehan, Administrative Officer-of the Division of Highways, 50 Higuera Street, objected to the proposed change on behalf of the State of California as it would cost an estimated $2,200 to change the State's records. Cecil Evans, property owner for.29 years on Higuera Street, objected to the change of both names and numbers at his property. He .stated this would cause substantial financial hardship to his tenants and he did not feel it would accomplish whatever the City staff hoped. He also felt that Elks Lane and Higuera Street should be the dividing line between Higuera and South Higuera Street. Mrs. Emmons, Blue Bell Motel, 253 Higuera, stated that she was happy with the number and name of her street and also agreed that South Higuera should start at Elks Lane at zero. She objected to any name change such as Lower Higuera and asked the.Council to please leave South Higuera alone. Robert Miller, tenant of the Evans Building on Higuera Street, objected to the proposal to change the street name and number of his business on Higuera. Dink Hall, 304 Higuera, objected to the proposed change of both street name and numbers. He felt this would be a detriment to his business and he honestly felt that his business would be harmed by the change. Mr. Proud, 15 Higuera, objected to the proposed name and number change on Higuera as he felt it would be detrimental to his.business and he urged the City Council to make no changes. He felt that a change would make it very expensive for the businesses on Higuera. Tom Eaton, 252 Higuera, Kimball Motors, objected to the proposed number and name change and urged that the City Council leave things alone. Ron Edwards, Berkemeyer Metas, objected to the proposed changes as they had just moved their business to Higuera Street.and they would have to change all their printing and advertising a second time and this would be pro= hibitivel.y expensive. Mat Masterson, Martins Towing Service, objected to the change. He stated he had been located on this property for twenty years, supplied an emer- gency service and felt the name change would be detrimental to his business. Fred Ratliff, Higuera Street, opposed the change and hoped that the City Council would not force this on the property owners. Les Todd, Bear Alignment Service, 306 Higuera, stated he had been at the same location for twenty years and aksed the Council to make no change. Carlos Richards, Higuera Street, asked that no change be made as he felt things were fine as they are. He .felt the change would be harmful to.his business. Dr. O'Connor, 300 Higuera, objected to the proposed change and asked that the City Council drop the whole matter. 0. H. Poler, The American Institute of Drafting, 303 Higuera, objected to the proposed change and felt it would be harmful to businesses if the changes were made. Mr. Burkett, 172 Higuera, felt that Marsh and Higuera might be a good place if a change were needed and had no definite feelings one way or the. other. Mary Davidson, Rancho San Luis Trailer Park, asked that.the numbers.and names be kept as South Higuera and not Lower Higuera. City Council Minutes April 12, 1971 Page 5 9:25 P. M. Mayor Schwartz called a recess. 9:40 P. M. The meeting reconvened with aII.Counc11 members present. D. California Boulevard ' PROPOSED CHANGE: Change the 300 block to the 200 block and change the numbering sequence (reverse) north of Foothill Blvd. D. F. Romero, City Engineer, explained the proposal. No one appeared for or against the proposed change. E. Elks Lane PROPOSED CHANGE: Change the 300 block to the 2800 and 2900 blocks.. D. F: Romero, City Engineer, explained the proposal. No one appeared for or against the proposed changes. F. Gerda Street PROPOSED CHANGE: Change the 2400 block to the 1300 block and change the name of the street. D. F. Romero, City Engineer, explained the proposal. A petition signed by sixteen (16) property owners representing.100% of the properties on Gerda Street was presented objecting to the proposed name and number change on the basis that this particular street was only on block long, could never be extended and only affected the "property owners now living on that street. They could see no benefit to the City or the citi- zens in making this change. J. Nav6oi, 2445 Gerda Street appeared before the Council stating that he and his neighbors objected to the proposed change as this street and number- ing system had existed for twenty years with no problems either with mail, police or fire department and the fact that the street could not be extended indicated no reason for the change. He further felt_the Fire Department was capable of finding the street. R. D. Blell, 2437 Gerda Street, objected to the change and supported the petition of his neighbors. Bill McGinnis, 2425 Gerda, objected to the name change and stated he could not understand how anyone could be confused with one block and hoped that the City Council would make no change in the name or numbers of the street. G. Kentwood Drive PROPOSED CHANGE: Change the 1000, 1100 and a portion.of. the 1200 block to the 1100, 1200 and 1300 blocks. D. F. Romero, City Engineer, explained the proposal. ' No one appeared for or against the change. H. Lincoln Street PROPOSED CHANGE: Change the 800 block to the 500 block. D. F. Romero, City Engineer, explained the problem, and stated that the Planning Commission recommendation did not follow the staff and committee recommendation. City Council Minutes April 12, 1971 Page 6 Mike Mills, 878 Lincoln Street, felt the proposal was inconsistent with what was actually taking place. He felt the 800 block followed the numbers on Mountain View, Venable, Mission, etc. Ed Marcom, Fire Inspector, stated he felt the Planning Commission had made an error in the recommendation for Lincoln Street and he felt the name of the street should be changed at Broad Street in order to properly correct the problem I. Meinecke Street, Murray Street and Rougeot Place PROPOSED CHANGE: Change the 800 and.900 blocks to the 700 and 800 blocks. D. F. Romero, City Engineer, explained the problem. Ken Jones, 907 Murray, objected to the proposed change. He felt the numbers should stay the same on the basis that people were used to these after many years and a change would be a disservice to the citizens. He continued that coming out Santa Rosa from the Southern Pacific Depot, all blocks to the west were 1000 and as Santa Rosa turned, the west side became 900 and he felt that travelers were familiar with the numbering system. He-also felt that regardless of the good intentions of the Post Office they would fine it impossible to carry two addresses for any period of time. J. Newport Street PROPOSED CHANGE: Change the 1400 block to the 1200 block, change the name in the 1400 block to West Newport. D. F. Romero,.City Engineer, explained the reasons for the change. No one appeared for or against the change. K. Oceanaire Drive PROPOSED CHANGE: Change the 1100 and 1200 blocks to the 1300 and 1200 blocks and change the name of Oceanaire between Balboa and Los Osos Valley Road. D. F. Romero, City Engi.neer, explained the proposal and pointed out that.the Planning Commission recommendation did not follow the staff and committee recommendation. Communication from Robert W. Stevens, 1341 Oceanaire Drive, objecting.to the proposed name and number change on the basis of the inconvenience to the property owners and residents. He further felt it would not be of any ad- vantage to the City to make the changes.. Merle B. Mulden, 1286 Oceanaire Drive, stated he represented twenty eight of his neighbors on Oceanaire Drive who were opposed to any name or number change on their street. He felt the inconvenience would more than offset any advantage that the.City might have. He continued that this was a reJ,a- tively new subdivision and could not understand how this problem was not noticed at the time of development. He stated that if the Fire Department had trouble finding addresses on Oceanaire Drive, he felt the neighbors would not object to the addition of west or east to the address. W. Reed Langford, 1297 Oceanaire Drive, questioned the need to change on the basis of the inconvenience to the residents over the small advantage it might have for the City. He felt the City should be very careful in assigning names and numbers in the beginning rather than come back in a few years and ask the residents to change both the name and numbers of their street. He continued that he could go along.with the change if he honestly could be convinced.that the.name.and number change was necessary for the good of the City and the neighborhood. In discussing the matter with his neighbors, he had not been convinced of any logical reason for the changes. 1 1 City Council Minutes April 12, 1971 Page 7 Lee Burkett, 1304 Oceanaire Drive, questioned the proposal as he felt a new street name would duplicate numbers on the new street and on Oceanaire Drive. Robert Grant, Oceanaire Drive, wondered if the City Council or Planning Commission in demanding these changes had considered what the cost would be for the individual property owners and he could see no reason for the ' change. Wallace La Freniere, 1308 Oceanaire., stated he could see no advantage to the property owners or even to the City for that matter for the proposed changes. L. Richard Street PROPOSED CHANGE: Change the 3100 block to the 1300 block D. F. Romero, City Engineer, explained the proposed change. No one appeared for or against the proposed change. M. Santa Barbara Avenue PROPOSED CHANGE: Change the 100- 600.blocks to the 1700 through 2100 blocks. Jim Bean, San Luis Obispo County Building Contractors Association, objected to the number changes due to the difficulty in continuous mail service. He felt that this whole proposal was a make -work project initiated by the staff and felt the Council could better spend its time on some of the major pro- jects that were really needed in the City. Kenneth L. Brooks, Brooks Woodcraft, 519 Santa Barbara Avenue, stated he was ' in favor of the new numbering system but felt that the City.should be com- pletely re- numbered and place the entire City on a north -south grid. N. Southwood Drive PROPOSED CHANGE: Change the 2900 through 3300 blocks to the 1000 through 1400 blocks. D. F. Romero, City Engineer, explained.the proposal. No one appeared for or against the proposal. Mayor Schwartz declared the public hearing closed. Mayor Schwartz suggested that the City-Council's action at this time could be any of the following: 1. Reject the entire recommendation of the Planning Commission, 2. Continue the matter for further study by the City Council. 3. Pass portions of the recommendation. 4. Pass the full recommendation of the Planning Commission. Councilman Graham felt the City Council should take each of the fourteen areas discussed this evening and either approve or reject the Planning Com- mission's recommendation on each item. He felt that he personally could not ' buy the full Planning Commission recommendation. Councilman Miller felt that some of the street name changes might be made but wondered how to do it with the least harm to the most people in the community. He also questioned whether the council should be making changes on streets that were going no where and were fully developed. He felt that changes should only be made on streets which could be developed or.extended. He felt there should be.no change for example on Gerda Street and also agreed that Higuera Street and South Higuera Street should not be changed but felt the starting point for South Higuera should be at Elks Lane and progress each way. City Council Minutes April 12, 1971 Page 8 Councilman Miller continued that he did not feel that any major change should be made in the old town of San Luis Obispo as these street names and numbers had existed for over forty to fifty years. He felt California Boulevard should be changed, agreed that Lincoln Street should be changed but did not feel the Brook Street should be changed. Councilman Spring felt that the City Council should have considered these street changes in smaller packages for more convenience in discussion. He supported no change for. Higuera and felt the change to South Higuera_ should be at Elks Lane. Councilman Blake stated he supported the proposal to keep Higuera with no change except that zero should be at Elks Lane and South Higuera.continui.ng south from that point and from Elks Lane north continuity could be accom- plished with very few changes and he favored keeping the present progression. He too agreed with no change for Gerda Street as it was a fully developed street only one.block in length. He felt that the changes for Murray, Meinecke and Rougeot were good and agreed that Lincoln Street should be changed. He also felt that some name or number changes should be made on Oceanaire Drive. He agreed with the suggested change for Richard Street and Santa Barbara Avenue. He supported no change for Brook Street although he would like to have it renamed to its original name of Eto Street. He also favored number changes for Southwood and Kentwood and no change for Elks Lane at this time. Mayor Schwartz explained the purpose of.the Council reviewing all these pro- posals at one time was so that all concerned people.could hear the total . proposal. He felt some of the remarks of.the City Council indicated that some of the recommendations of the Planning Commission would.not be adopted so he suggested that the City Council should consider each group of street names as they were considered in the public hearing. A. Parker, Beebee, Cypress Price. Harris King Hutton Ward 8 Story Streets ' Change the 100 and 200 blocks to the.2000 and 2100 blocks. On motion of Mayor Schwartz, seconded by Councilman Blake, the City Council adopted the recommendation of the Planning Commission. Motion carried with Councilman Graham voting no. B. Branch, High, Sandercock and South-Streets. Change the 400 through 900 blocks to the 300 through 600 blocks. Also change the name of High Street east of the railroad .tracks.to Rachel Court. On motion of Councilman Miller, seconded by Mayor Schwartz, City Council adopted the recommendation of the Planning Commission. Motion carried with Councilman Graham voting no. C. On motion of Councilman Blake, seconded by Councilman Spring, that the City Council reject the recommendation of the Planning Commission to.change the ' numbers on Brook Street or to change Higuera Street except that zero would start at Elks Lane with the 2700 block of South Higuera proceeding from that point. Motion carried. D. California Boulevard Change the 300 block to the 200 block and change the numbering sequence (reverse) north of Foothill Boulevard. City Council Minutes April 12, 1971 Page 9 On motion of Councilman Miller, seconded by Councilman Graham, the City Council adopted the recommendation of the Planning Commission. Motion carried. E. Elks Lane Change the 300 block to the 2800-and 2900 blocks. ' On motion of Councilman Blake, seconded by Councilman Spring, that the City Council deny the recommendation of the Planning Commission until additional property developed at which time the new numbers would go into effect. Motion carried with Mayor Schwartz and Councilman Miller voting no. F. Garda Street Change the 2400 block to the 1300 block and change the name of the street. On motion of Councilman Blake, seconded by Councilman Miller, the City Council rejected the recommendation of the Planning Commission. Motion carried. G. Kentwood Drive Change the 1000, 1100 and a portion of the 1200 block to the 1100,1200 and 1300 .b I ocks. On motion of Councilman Spring; seconded by Councilman Blake, the City Council adopted the recommendation•of the Planning Commission. Motion carried. ' H. Lincoln Street Change the 800 block to the 500 block. On motion of Councilman Miller, seconded by Councilman Spring, that the City Council reject the recommendation of the Planning Commission and requesfthat the Planning Commission restudy their proposal. Motion carried with Councilman Graham voting no. I. Meinecke Street, Murray Street and Rougeot Place Change the;- 800:and 900 blocks to the 700 and 800 blocks'. On motion of Councilman Blake, seconded by Councilman Miller, that the City Council adopt the recommendation of the Planning Commission. Motion carried. J. Newport Street Change the 1400 block to the 1200 block, change the name in the 1400 block to West Newport. On motion of Councilman Graham, seconded by Mayor Schwartz, that the City Council adopt the recommendation of the Planning Commission. Motion carried with Councilmen Miller and Spring voting no. K. Oceanaire Drive Change the 1100 and 1200 blocks to the 1300 and 1200 blocks and change the name of Oceanaire Drive between Balboa and Los Osos Valley Road. On motion of Councilman Miller, seconded by Councilman Blake, that the City Council reject the recommendation of the Planning Commission and request that the Planning Commission restudy the proposal. On motion of Councilman Miller, seconded by Councilman Graham, the City Council adopted the recommendation of the Planning Commission.. Motion carried. N. Southwood Drive Change the 2900 through 3300 blocks to the 1000 through 1400 blocks. On motion of Councilman Miller, seconded by Councilman Graham, that the City Council adopt the recommendation of the Planning Commission. Motion carried. On motion of Councilman Blake, seconded by Councilman Spring, the following resolution was introduced. RESOLUTION NO. 2184, a resolution approving selected street numbering changes, to be effective October 1, 1972.. Passed and adopted on the following roll call vote: AYES: Emmons Blake, Myron Graham, Donald Q. Miller, Arthur F. Spring, Kenneth E. Miller, Administrative Officer 1. The City Council reviewed the revised (April 12, 1971) Priority Schedule for street work prepared by the City Engineer for the fiscal year 1971/72. After reviewing this revised schedule, the City Council established the following priorities: Priority "A" Select System Streets 1. Foothill Boulevard Widening - (College Square) 2. Madonna Road (101 to Higuera Street) 3. Higuera Street (South to Madonna Road) 4. Laurel Lane (Orcutt to Johnson Avenue) 5. Foothill Boulevard Widening (Lownes) 6. Johnson Avenue Widening (Ekegren) 7. Johnson Avenue widening (Hathway) 8. Johnson Avenue Widening (Ready) 9. Higuera Street Widening (Boise- Cascade) 10. Higuera Street Widening (Tract 400, El Camino Estates) 11. Los Osos Valley Road Widening (Tract 403, Deeter) 12. Johnson Avenue Widening (School District & Taylor) 13. Either a. Madonna Road (Calle Joaquin- Laguna Lake) north side including Bridle, Or b. Johnson Avenue Widening(Bilodeau) Prioritv "B" Local Streets 1. Marsh - Higuera and Monterey, Broad to Santa Rosa and intervening streets - 1 inch A.C. 2. The City Council then continued their study and selection of priorities for the 1971/72 Capital Improvement Program. (Items A, B, C, D, AND 1 - 17) 3.
