Council Chambers, City Hall Present: Emmons Blake., Myron Graham, Donald Q. Miller, Kenneth E. Schwartz ' Absent: Arthur F. Spring City Staff. Present: J. H. Fitzpatrick, City Clerk; H. Johnson, City Attorney; R. D. Miller, Administrative Officer. 1. Mayor Schwartz announced that the purpose of the meeting was to seat the new City Council in accordance with the provisions of the City Charter. Councilman Donald Q. Miller thanked the people of San Luis Obispo for allow- ing him the privilege of serving on the City Council. He stated it had been a pleasure and was an experience he would cherish the rest of his life. He continued that he hoped that he had contributed something for the good of the City and for the citizens of San Luis Obispo. Mayor Schwartz thanked Councilman.Miller.on behalf of the citizens of San Luis Obispo for a job well done and for his dedicated service to the City of San Luis Obispo. Heathen presented.Councilman Miller with a plaque commemorating his service and a book on the history of San Luis Obispo. ' Mayor Schwartz also expressed gratitude to Councilman Spring on behalf of the citizens of San.Luis Obispo for his hard work and dedication on their behalf. He will also.present a plaque to Councilman Spring commemorating his service to the City and a book on the history of San Luis Obispo. Mayor Schwartz adjourned the meeting to allow the new City Council to take their seats. The meeting reconvened with Mayor Schwartz presiding. Roll Call Present: Emmons Blake, John C. Brown, Myron Graham, T. Keith Gurnee, Kenneth E. Schwartz Absent: None Mayor Schwartz stated there was one item of business to take care of, the election of a vice president of the Council. On motion of Councilman Graham, seconded by Councilman Brown, that Council- man Blake be nominated for the office of Vice President of the Council. Emmons Blake was elected Vice President of the City Council on the following ' roll call vote: AYES: Myron Graham, John C. Brown, Emmons Blake, T. Keith Gurnee, Kenneth E. Schwartz NOES: None ABSENT: None City Council Minutes May 1, 1971 Page 2 Newly elected Councilman John C..Brown thanked the people of San Luis Obispo for electing him. He felt it was a great challenge.in view of the growing problems facing the City and he was certain that.the new Council would work well together for the good of the citizens of the City. Newly elected Councilman T. Keith Gurnee thanked the people of San Luis Obispo for electing him to the.City Council. He felt that with the make up of the new Council, things that should be done for the City would now be accomplished for the good of its citizens. Councilman Blake was pleased with the composition of the new Council. He felt it was a good Council and would do right for San Luis Obispo. Councilman Graham agreed that this was a good Council and that they would do a good job for the citizens of the City. Mayor Schwartz felt the citizens of-San Luis Obispo had great expectations for the new Council to move ahead for the good of the City and its citizens. He wished to inform the Council that there would not be a short break -in period, but that.the next two months would be extremely busy with many extra meetings on the budget, commission and committee appointments. He. welcomed the new Councilmen to the City Government and urged them to keep up their homework on City business.
