City Hall Pledge Roll Call Present: Emmons Blake, Myron Graham, T. Keith Gurnee, Kenneth E. Schwartz Absent: John C. Brown City Staff Present: J. H. Fitzpatrick, City Clerk; R. D. The City Council met in joint study session with the Planning Com- mission to hear a proposal by Dan B. Stack, member of the Scenic Coast Board of Realtors, for the development of a recreational complex on 1800 acres of surplus land at the west end of Camp San Luis Obispo. The complex would be publicly owned and developed. Proposed development for the area would include the following: (1) golf course, (2) rifle and pistol ranges, (3) motorcycles and minibike tract, (4) bicycle riding paths, (5) youth camps, (6) picnic areas, (7) horseback riding trails; (8) small noise free camp, (9) baseball fields and (10) a convention center sometime in the future. Dan B. Stack stated that he envisioned this complex being operated through a joint powers agreement with either the City of Morro Bay, San Luis Obispo County or the City of San Luis Obispo or with just the two cities with or without the County government. He also felt that an organization such as the joint powers agency could accept the land for development. This group could then apply for various State and /or Federal funds to install the required improvements. He felt that the local taxpayers would not have to pay for any of this recreational development as he had been promised that more than 100% of the financing would be from State and Federal sources. He also stated that many pri- vate fraternal and social organizations had offered to take on specific projects. His preliminary cost estimate for the first five years of development was $659,500 and the second five year development--phase would cost $550,000 for the improvements only. He submitted no estimates of cost for mainten- ance and operation of the project.�as he felt that each separate activity, operated by private organizations, would make sufficient funds to pay for their own accounts with a small sum left over for general maintenance and operation. Mr. Stack reported that he had received very favorable reactions to his proposal by the City Council of the City of Morro Bay and he felt that if the City Council of San Luis Obispo reacted in the same way, he hoped the two Councils would form a joint powers agency to move ahead with the recreational concept. He asked the City Council and Planning Commission for endorsement of this proposal, and also asked that they begin contacts with the City of Morro Bay to form a joint powers agreement so they could proceed with the development of the recreational complex. 1 1 City Council Minutes October 19, 1971 Page 2 Mrs. Endres questioned the need for cities to get involved in the develop- ment of a regional county park when the cities lacked neighborhood parks for their own citizens. She also wondered why the County did not lead on this regional park development. M. Dee wondered if this was a proper development for the City to consider when there was a lack of recreational facilities in the City and such a small amount of funds to do the job. He felt that the County government should take the lead in this development. J. Twyeffort felt that the Stack proposal was a good one and was needed for the visitors and residents of the City and County. He felt that the City should do all it could to acquire this open land for development for so many recreational uses. H. Franklin felt that in view of the information presented, he could not recommend to the City Council that anything be done, but he felt more in- formation was needed. He also felt that all open space should be pre- served for future generations. R. D. Miller, Administrative Officer, asked if the land were granted to a joint powers group, would there be a time limit for development. Dan Stack answered that some progress must be shown within an eighteen - month period or the land would be lost. Mike Dadasovich, County Planning Aide, reported on a plan being developed .for 740 acres of the available land for a county regional recreational complex. He stated the largest problem in developing such a recreational area was the lack of water. He also felt that the County government would like to see cities such as Morro Bay and San Luis Obispo develop recreation- ' al areas for their own people. Mayor Schwartz complimented Dan Stack for his work on the proposed program. He felt the concept of government owned open space between Morro Bay and San Luis Obispo required less urgency and studies should be made. He did not fear any take -over of the land by private developers due to lack of water for development. He did not agree with the concept of a joint powers agreement for this development and he felt that the County of San Luis Obispo should take the lead in acquiring and developing the recreational complex. He suggested that the City of Morro Bay and City of San Luis Obispo ask the County to instruct the County Planning Department to prepare minimum plans for an 1800 acre parcel and stages of development of the entire parcel. M. Dee moved that the Planning Commission endorse the City Council asking the Board of Supervisors to provide approval for all the land and ask the County Planning Commission to prepare master plan and zoning to protect the full parcel of land. Thereafter, i•f a ci,t.izens' group wished to develop something, the plan could be approved for development. Mrs. Endres felt the motion was premature based on the discussion of the evening. Wes Conner, Park and Recreation Commission, felt that the County had pro- moted City development of this land but stated the City Park and Recreation Commission had a plan for development of some of the same items for City parks. He felt that City funds should be released for development of local neighborhood parks if anything were to be done. H. Franklin felt the Planning Commission should first meet with Ned Rogoway, County Planning Director, to see just what was being proposed by the County, before any recommendation was made to the City Council for City involvement. Mayor Schwartz requested that the Park and Recreation Commission be included in such a meeting. City Council Minutes October 19, 1971 Page 3 H. Franklin directed the staff to arrange a meeting with the County Planning Director for the Planning Commission and Park and Recreation Commission to discuss the County's general plan for a regional park at Camp San Luis Obispo.
