ADJOURNED MEETING OF THE CITY COUNCIL

1. The City Council discussed the San Luis Obispo County "OPEN SPACE
PLAN."
Al Sands, representing the County Planning Department, reviewed for the
City Council, the open space plan for the County of San Luis Obispo,
using a large map of the county showing the various recommended classi-
fications of open space throughout the county. He presented the summary
of recommendations for implementation as follows:
1. Adopt this document entitled Open Space Plan dated December 1971
which shall constitute the Open Space Element of the General Plan of
the County of San Luis Obispo.
2. Undertake additional planning studies where recommended by this
report, to ensure that Open Space values are protected.
3. Establi.sh a priority.,;r..pogram for acquisition and operation of Open
Space lands - scheduled for public.use as a part of an overall Capital
Improvements Program for the County.
4. Adopt and establish procedures for the :impllementation of all other
features of this program including land 'use-and-development regulations,
easement and contract procedures and Federal „ State and private funding
for Open Space Programs.
5. Clear and concise policies should be formulated in reports subse-
quent to the adoption of the Plan directing government action with regard
to Open Space Programs.
6. Study revenue sources and expenditures to obtain expeditious and
proper handling of funds directed toward implementation, including
acquisition and operation of Open Space and recreational areas.
7. Adopt a comprehensive Open Space Ordinance to reflect conservation
and preservation needs; a vigorous program of application of these
ordinances should be undertaken.
8. All Open Space Lands lying within the County of San Luis Obispo
should be placed into precise zoning districts with appropriate lot
sizes and land use allowances for proper application of Open Space
principles.
9. Continuously monitor Open Space Lands implemented by this Program
to ensure compliance with the objectives set forth herein.
10. Continue support of the Agricultural Liaison Committee and Conser-
vation Advisory Committee as the primary policy making advisory agencies
to the Board of Supervisors.
The City Council discussed with Al Sands the various proposals shown on
the Open Space Plan, particularly with the proposals in the area of the
City of San Luis Obispo and its environs. The Council was particularly
interested in the reasoning by the County in extending the so- called

"Urban Fence" or City:spere of influence over adjacent areas, south-
easterly to include the Country Club.area, which is quite a distance
from the City.
Mayor Schwartz then presented a City position paper on the County Open
Space plan for the Council's consideration. It read as follows:
.PROPOSED POSITION PAPER
The San Luis Obispo City Council has reviewed and expresses general accord
with the Open Space Plan prepared.by the San Luis Obispo County Planning
Department dated December 1971. We recommend adoption by the County
Planning Commission and Board of Supervisors.
In making this recommendation, the San Luis Obispo City Council recognizes
that this plan is an element of the General Plan required by State law and
as a General Plan element will serve as a guide for.further specific and
precise studies such as those recommended on pages 33,40,46,61,65 and 73.
We are appreciative of the continued studies that will be necessary for
implementing the many recommendations of this General Plan. We also
recognize the opportunity for continued public input through the medium
of public hearings necessary in the review and adoption of specific im-
plementation proposals.
The San Luis Obispo City Council wishes to take this opportunity to express
its deep concern for the need to preserve those precious features of our
natural'surroundings that give identity to our City and to our County,
• features which contribute to both the physical and spiritual well -being
of all who live in our City and County and which make our City as well
as San Luis Obispo County unique and distinctive. We are most certainly
concerned with the preservation of all the Morros beginning with Islay
Peak and continuing to Morro Rock with intervening connecting links; we
are vitally interested in our water courses that they be preserved as
both natural functional and scenic assets; -we appreciate the need for
the identification of flood plains; and.ve:have'a'deep interest in the
status of the Irish Hills and the Santa-Lucia range. As you know,.our
General Plan recognizes an urban reserve line and we desire that those
areas beyond that line be maintained in rural agriculture and open space
uses. Our pos.ition.on-shorel.ine protection has been previously stated- -
our shoreline must be protected and maintained in essentially its
present natural state.
Gentlemen, we believe that the adoption of this plan is a reasonable
action at this time, and that built -in safeguards will provide adequate
public review during future implementation stages. We commend the County
Planning Department in their work in preparing this thoughtful plan
for consideration.
Councilman Blake questioned the statement on page 20 of the County Report,
dealing with water and water rights, as adopting or going along with this
statement might endanger the City's water supply at Salinas Dam and at
Whale Rock Reservoir.
Al Sands stated that the County Open Space Report was prepared by the
County Planning Department .:without any consultation with Robert Born
of CDM, who is preparing the County wide sewer and water report. He
continued that the recommendations in the Open Space Report were the
best thinking and opinion of the Planning Department of the County.
Councilman Brown stated that he agreed in general with the County's pro-
posal to protect the Open Space of the County.
Councilman Gurnee reminded the City Council that the County Open Space
Plan was a general plan and not a specific and detailed zoning plan and
as a general plan on open space, he felt the City Council should support it.

On motion of Councilman Gurnee, seconded by Councilman Graham, that the
City Council adopt the Mayor's Position Paper in general and set a public
hearing for Monday, January 17, 1972 for discussion on the Council's
position paper. Motion carried.
2. L. Schlobohm, Fire Chief, presented for the Council's consideration
a Change Order #3 to the contract for the remodeling of Fire Station No. 1.
He requested an increase of $135 for change in specified resilient flooring
material. The reason for the change was that the material specified in
the contract was no longer being manufactured.
R. D. Miller, Administrative Officer,.stated that under the conditions
explained by the Fire Chief, he would recommend that the Council approve
Change Order No. 3 for $135.
On motion of Councilman Graham, seconded by Councilman Gurnee, Change
Order No. 3 to the Fire Station No.] Remodeling, was approved in the
amount of $135. Motion carried.
L. Schlobohm then brought to the Council's attention two (2) additional
change orders to the Fire Station Remodeling Project.
(1) Change Order No. 4 - $319.00 increase for revamping of phones and
phone lines.
(2) Change Order No. 5 - $200.00 increase for change in sewer lines on
Fire Station site.
On motion of Councilman Graham, seconded by Councilman Gurnee, Change
Order Nos. 4 and 5 were approved, estimated increase to original
contract of $519. Motion carried.
Mayor Schwartz adjourned the meeting.
