Brown, Myron Graham, T. Keith Gurnee, Kenneth E. Schwartz City Staff Present: J. H. Fitzpatri.ck, City Clerk; W. Flory,.Parks and Recreation Director; R. D. Miller, Administrative Officer; E. L. Rodgers, Police. Chief; D. F. .Romero, City Engineer; R. D. Young, Planning Director; A. J. Shaw, City Attorney. Promotional Coordinating Committee Present: Robert Corcoran, Ronald Dunin, Lachlan MacDonald, Maynard Marquardt, Homer Odom, Charles Quinlan. 1. The City Council met with the members of the Promotional Coordin- ating Committee to review past activities and future plans of the committee for promotion of the City of San Luis Obispo. R. Dunin, Chairman of the Committee, reviewed for the Council the activities that the Committee has undertaken since reorganization in July 1970. M. Marquardt reviewed the activities of the advertising subcommittee in working with the advertising agency in 1971 and now proceeding on their own.in.preparation of radio and media advertising. H. Odom reported for the subcommittee on cultural and special events which he felt would enhance the quality of.life in San Luis Obispo for i'ts citizens and for the visitors. He listed as examples'of cultural activities in the City, the symphony orchestra, Mozart Festival, the County Band, La Fiesta, Youth Little Theatre, etc. R. Corcoran reported for the subcommittee on trade area promotion and stated that the committee was working closely with the Downtown Association in working up plans and programs for promoting the down- town area. He stated that the copy would be updated to indicate current changes such as La Fiesta, Mozart Festival., etc. He also re- ported on the map /brochure being prepared for distribution in and out of the City. He then reviewed the detail of the mock -up of the brochure and what it would contain. The majority of the Council felt the map /brochure as presented was satisfactory and that the use of art work instead of the usual photos was excellent. The City Council and PCC.then discussed the best method of getting additional bids for the printing of the map /brochure. 1 1 City Council Minutes March 13, 1972 Page 2 R. Leitcher objected to the proposed map for the brochure as it was strictly a street map and no points of interest were shown such as the Mission, Path of History, Museum, etc. He felt these were important for visitors to the community. Councilman Graham agreed that the points of interest of the City should be shown on the City map. L. MacDonald suggested that the points of interest could be shown by use of an overlay on the amp and printed in an additional color. On motion of Councilman Brown, seconded by Councilman Graham, that the City move ahead with development of a map /brochure including overlay showing various points of interest in the community. Motion carried. On motion.of Councilman Graham, seconded by Councilman Brown, that the City approve the payment to Lee Walters Advertising for the camera ready art work for the map %brochure. Motion carried, Councilman Blake voting no. L. MacDonald concluded his report stating that he was working with representatives of the Telegram - Tribun ='for a special tourist edition to promote San Luis Obispo County under the sponsorship of the Promotion- al Coordinating Committee. C. Quinlan, long range promotional subcommittee chairman, presented to the City Council his concept of the long range promotional plan for the City which included continuing to encourage development of community activity which would both promote tourism and enhance the quality of life in the City. He recommended that the community develop a major events program which again would add to the quality of life and could also attract visitors. He recommended working toward the goals out- lined in the "Schwartz White Paper" which were: trade and service; tourism; recreation; and industrial development. 9:25 P. M. The Mayor declared a recess 9:35 P. M. Council reconvened with all.members' present. The City Council and Promotional Coordinating Committee then discussed at length the method used by various media to bill for advertising and use of commissions. They also discussed the future role of promotion within the City and the type of people and enterprises that the City wished to attract through its promotional and advertising program. Councilman Gurnee was opposed to advertising and promotion as it had been used by the City: He felt that.public funds should be used to promote social improvement within the City for its own citizens in order that the quality of life might be enhanced. Councilman Brown felt.that the Promotional Coordinating Committee had based its recommendations on solid study and facts. He felt that ad- vertising and promotion was necessary for the City. Councilman Blake felt that the promotion of tourism in San Luis Obispo was a good financial investment and should be supported. He felt he would support :a continuing program of advertising and promotion. He agreed that the bed tax funds should be used to improve the physical aspects of the City by signing, street furniture, etc. i City .Council Minutes NJarct1 Ja:.J 02 Page 3 Councilman Graham felt the community should promote itself and advertise for visitors as he felt this was good business but he agreed that more funds should be allowed-to develop.facilities which would better the quality of life for the citizens of the City and would also encourage visitors. He suggested that the Promotional Coordinating Committee should support a visitors and convention bureau in an attempt to en- courage small conventions to come to San Luis Obispo. He-agreed that the Promotional Coordinating Committee should spend more funds on cultural events. Mayor Schwartz felt there was some concern in the City of why.the City should advertise itself and that many people did not realize that the committee's duties were not only to promote outside the City but also to improve the quality of life for the residents of the City which would include support of music, theatre, etc. He also felt that a healthy economy was needed for the City to continue to prosper. The Mayor also felt that the promotional funds should be used to acquire and develop facilities for use by the local citizens and for cultural events. He felt that promotional funds should be used as seed money to help new programs get started but should not be carried as a subsidy for more than five years. He fully supported the PCC, not specifically in the advertising program, but in the promotional program to enhance the quality of life in San Luis Obispo for its citizens. He on' cultural events to encourage On motion of Councilman Brown, seconded by Councilman Graham, that the $5000 previously budgeted for the County Development Association in the 1971/72 budget be transferred to the map brochure account. Motion carried. R. Dunin asked the City Council how they felt about the long range plan presented by C. Quinlan. Councilman Brown agreed with the long range plan as proposed by the sub- committee. Councilman Graham agreed. Councilman Blake felt the long range program recognized the goals and objectives as presented.. Councilman Gurnee was opposed to a long range promotional and advertising program. Mayor Schwartz stated he was generally in accord with the long range program as presented in the first two portions of the recommendation, but he questioned the final portion of the recommendation. He thanked the members of the Promotional Coordinating Committee for giving up another evening,to review their work with the City Council. 2. D. F. Romero, City Engineer, brought to the Council's attention the need to exchange deeds for street easements on portions of Ramone, Luneta and Palomar Drives. He stated this exchange of deeds was necessitated by a better alignment offered by the property owners in the area. 1 LJ 1 1 1 L City Council Minutes Page 4 March 13, 1972 On motion of Councilman Graham, seconded by Councilman Brown, the follow- ing resolution was introduced. RESOLTUION NO. 2279, a resolution accepting a deed of street and storm drain easement for portions of Ramona Drive, Luneta Drive and Palomar Avenue, and correcting an erroneous deed. Passed and adopted on the following roll call vote: AYES: Emmons Blake, John C. Brown, Myron Graham, T. Keith Gurnee, Kenneth E. Schwart2 NOES: None ABSENT: None 3. The review of the Council's work -study program was continued. 4. Mayor Schwartz reviewed for the City Council the program for the Cambria workshop- conference to be held March 18, 1972. 5. D. F. Romero, City Engineer, presented for the Council's consider- ation plans and specifications for.the Street Resurfacing Project, SS168, in the downtown area which would cost an estimated $18,000. On motion of Councilman Blake, seconded by Councilman Graham, the plans and specifications were approved and the City Engineer was authorized to call for bids. Motion carried. 6. The City Council adjourned to executive session. 7. On motion of Councilman Brown, seconded by Councilman Blake, the meeting adjourned to Saturday; March 18, 1972 at 9:00 A. M. at the Cambria Pines Lodge for the workshop- conference. Motion carried.
