ADJOURNED MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO, CALIFORNIA
April 26, 1972 - 11:00 A.M.

T. Keith Gurnee, Kenneth E. Schwartz

Present: R. D. Miller, Administrative Officer; D. F. Romero,
City Engineer; A. J. Shaw, City Attorney.
1. Joseph Crescione, Cal Poly architectural instructor and advisor
to the students working on the'restoration of.the Murray.Adobe, was pre-
sent to discuss the current emergency 1:nvolving the collapse of one wall.
It was brought out that the wall in question was not structurally support-
ed and may not have been a part of the original adobe. Mr. Crescione
felt the students were extremely sorry about the turn of events and he
assured the Council that this happening was completely unanticipated.
After considerable discussion, it was the consensus of the Council not'
to rebuild this portion of the adobe but it was agreed that Mayor
Schwartz and Councilman Graham would continue to look into the matter
as a sub - committee of the Council and would report back on.their recom=
mendations for remodeling the remainder of the building. Adobe blocks
from the collapsed section which were still intact were to be salvaged
for possible use in the remaining structure.
2. Chris Dluzek appeared on behalf of his joint request with Tom
Bullock for permission to use a State -owned 7Z horse power outboard
motor boat on Laguna Lake for the purpose of conducting a study of fish
population. The main objective of the study was to identify the types
of fish in the Juke and the sizes of the different populations. The
study would be done by two senior Cal Poly students under the direction
of the Department of Fish and Game and Dr. Whalls of Cal.Poly. The
period of use would be from April 29 to June 10..
The City Council had no objection.
On motion of Councilman Graham, seconded by Councilman Brown, permission
was granted to allow use of motor boats providing that the students
notified the home owners adjacent to the lake. Motion carried.
Chris Dluzek agreed to confine their work to the far end of the lake
during early morning hours and to adjust schedules upon complaint.
3. The Council then discussed the City Engineer's priorities
schedule for street work after having taken a tour. of the City from
11:00 A. M. to approximatley 12:30. It was agreed that the top
priorities would be Foothill Boulevard (College Square widening);
Johnson Avenue, east side south of San Luis Drive; Johnson Avenue, west
side, in fron of Hathway property; Madonna Road, north side, from Calle
Joaquin to Laguna Lake including enlargement of the Laguna Lake outlet;
and Santa Rosa Street, east side from Monterey to Walnut with property
acquisition to be limited for the time being to the area from Monterey
to Mill.
In connection with the Madonna Road project, the City Attorney was asked
to advise the Underground Utility Committee that the Council wished to
set up a special emergency underground district so that the work could
proceed'next spring.

The Council then considered the blanket coat jobs and approved the
priorities as listed by the City Engineer with the following changes: one
inch blanket added on California Boulevard between Marsh and Higuera.
In connection with the Ramona Drive job, the City Engineer was asked to
contact the people east of Tassajara on the south side of Ramona to see
if they would agree to a volunteer assessment district for street paving.
' The High Street project was moved to No. 9.
Orcutt Road was moved to No. 4 and Broad Street to No. 5. Madonna Road
was moved to No. 8 and High..Street to No. 9. Otherwise, the priorities
remained as submitted.
The Council began discussion of the local street needs but was unable to
conclude the discussion so determined to hold another study session on
Monday, May 1 at noon.
4. The Council agreed to reimburse Councilman Gurnee for air trans-
portation to and from Washington, D. C. to appear at a Senate hearing in
regard to the Wilderness Bill. Senator Cranston had invited the City to
send a representative and the Mayor was not able to accept.
The meeting adjourned to Monday, May 1, 1972 at 12:00 Noon.
