Conference Room City Hall Roll Call Present: Emmons Blake, John C. Brown, Myron Graham, T. Keith Gurnee, Kenneth E. Schwartz Promotional Coordinating Committee Present: R. Dunin, L..MacDonald, M. Marquardt, C. Quinlan, H. Odom. 1. Mayor Schwartz stated that the purpose of the meeting was to consider the recommendations of the Promotional Coordinating Committee -for allocation of advertising and promotional funds of the City to various groups and activities. The Mayor reviewed the source of the advertising and promotional funds under the formula devised by the Council as follows: (for 1972/73) 20% of Bed Tax or $29,237 2% of Sales Tax or 17,516 15% of Business License Tax or 16,275 Available for Distribution: $63,028 R. Dunin, Chairman of the Promotional Coordinating Committee presented the recommendations of the Committee for allocation of the $63,028.as follows: Media Advertising (1) $19,1;40.00 Promotional Coordinator (2) 7,200.00 S.L.O. Little Theatre 4-3) 100.00 Committee Reserve (5) 13,802.00 Bicentennial Pageant (6) 1,000.00 Publications (7) 1,500.00 (Reserve) Environmental Center (8) 325.00 1973 Mozart Festival (9) 3,000.00 S.L.O. Symphony (10) 5,000.00 S.L.O. County Band (11) 1,000.00 Design Review Board (12) 3,000.00 Poly Royal ' (13) 2,000.00 Mustang Boosters (14) 400.00 Cuesta Gougar Club (15) 300.00 Shakespeare Festival (16) 4,000.00 (Reserve) $61,767.00 City Council Unallocated 1,261.00 $63,028.00 Items 7 and 16 included in total reserve $19,302.00 ' Mr. Dunin continued that other applicants for funds had not received any recommendation for funds for various reasons as follows: A) 1973 La Fiesta - referred to advertising sub_ committee for advertising and promotional program for 1973 La Fiesta. B) Family Services Center - referred to the Human Relations Commission for study and recommendation as to funding, as the Promotional Coordinating Committee did not feel this involved promotion or events specific. County Hotline - referred to the Human Relations Commission for study and recommendation as to funding, as the Promotional Coordinating Committee did not feel this involved promotion or events specific. D) San Luis Summer Productions - tabled by the Committee for lack of information on operation and program. Donald Q. Miller opposed the spending of public funds for advertising and promotion by the City in order to bring people to San Luis Obispo as he found that during a recent door to door - election campaign, most citizens he contacted felt this was their number one objection to spending of City funds. He continued that most people would rather see the tax money spent on behalf of the citizens of the City for such items as purchase of open space, parks, recreational programs and a bus service. Ed Franklin, Arroyo Grande, was in favor of the City of S.an Luis Obispo spending tax funds to attract tourists to the County as tourism was the number one business of the County. Councilman Graham asked how the $19,140 media advertising was to.be spent. L. MacDonald, Promotional Committee Member, explained the use of media advertising funds through ads in Sunset Magazine, radio in the San Joaquin Valley, TV, newspapers, etc. Donald Q. Mil.ler was also opposed to funds for the Promotional Coordinator as he felt this a further expenditure to bring tourists to the City and was a duplication of work being carried on by the Chamber of Commerce. L. MacDonald, Promotional Committee Member, upon question as to the ' amount recommended for the Environmental Center, stated that the-Com- mittee recommended $325 to support the Promotional activities shown in the Environmental Center request, with no recommendation for operation of the Center as the Committee did not feel it met the criteria established by the Committee for advertising and promotion. John Stettler objected to the apparent non - consistency of the recommen- dations of the Promotional Coordinating Committee, as it seemd to him that the Committee was not using the same criteria in comparing one request against another. Miss Pat Mateieck, Director of the Environmental Center, asked the City Council to reconsider the full request of the Environmental Center and not just what was recommended by the Promotional Coordinating Committee. She continued that she felt the Environmental Center was adding to the quality of life in the community, was an educational outlet and should be supported by the City, and that funds were needed to carry out their program. H. Odom, Promotional Committee Member, spoke in support of increased funds for the S.L.O. Symphony Association based on more concerts and more instructional activities for the youth of the County: Clifton Swanson, Music Director of the Symphony, spoke in favor of 1 doubling the 1971/72 contribution by the City, so that better programs. can be given for the people of the County. He continued that.he did not feel that the County Symphony would even be able to support itself. A. J. Shaw, City Attorney, suggested that the City Council adopt a policy for granting of City funds for advertising and promotion for the guidance of the Promotional Coordinating Committee. His suggestion ;•ra s City Council Minutes June 9, 1972 Page 3 Mr. Shaw stated that as a summary of the previous statements made by the Mayor and other members of the Council, he suggested that the policy should establish that the primary considerations were: (1) to bring new dollars into the community AND (not or) (2) to improve the quality of life in the City of San Luis Obispo. A secondary consideration would be to give preference to "seed money" type of programs which will eventually ' become self - sustaining, thereby releasing more money in future years for development of additional promotional programs. The Council again reviewed the recommendations of the Committee and also the comments from the audience. Action taken item by item by the Council is as follows: (16) Shakespeare Festival - Councilman Graham objected to the planned four -day festival as he felt the loss would be greater as four days is too long. Further, he objected to bringing in an outside San Luis Obispo troupe to put on the shows using tax money. Carl F. Mansfield, Promotional Coordinator, spoke-in support of the Shakespeare Festival and the cityls participation, stating he would guarantee the success of the four day Festival because he knew this was a professional company and would be successful due to the great number of people from throughout the County who would follow the company to San Luis Obispo. H. Odom, Promotional Committee Member, spoke in favor of the Shakespeare Festival and he too, was certain it would be a success. The City Council approved the recommendation to underwrite the Festival ' in the amount of $4,000. Councilman Graham voting no. (15) Cuesta Cougar Club The Council approved the recommendation of $300 for membership in this club. Councilman Graham voting no. (14) Mustang Booster Club The Council approved the recommendation of $400 for a City membership in this club. Councilman Graham voted no. (13) Poly Royal The City Council approved the recommendation of the Committee to grant $2,000 to Poly Royal to publicize same. Councilman Graham voted no, on the amount only. (12) Design Review Board The City Council unanimously approved the recommendation to grant $3,000 to the Design Review Board to commission models for statuary for the Mission Plaza. ' (11) San Luis Obispo County Band The Council unanimously approved a.grant of $1000. (10) S.L.O. County Symphony The Council unanimously approved a grant of $5000. (9) Mozart Festival (1973) The Council unanimously approved a grant of $3,000. City Council Minutes June 9, 1972 Page 4 (8) Environmental Center of SLO On motion of Councilman Gurnee that the City grant the original $3000 as requested by the Center. Motion lost for lack of a second. On motion of Councilman Brown, seconded by Councilman Blake, that the Council accept the recommendation of the Promotional Coordinating ' Committee and grant $325 to the Environmental Center. Motion carried with Councilmen Graham and Gurnee voting no. (7) Committee Publications The City Council unanimously approved the granting of $1500 from Committee reserve. (6) Bicentennial Pageant The Council unanimously approved a $1000 guarantee to the Rotary Club for the Bicentennial Pageant. (5) Committee Reserve The Council unanimously approved the Committee's recommendation that a $13,802.00 reserve be established so that advertising and promotion funds could be granted subject to Council approval, to applicants during the fiscal year. (3) S.L.O. Little Theatre The City Council unanimously approved $100 as recommended by the Promotional Committee. , (2) Promotional Coordinator The Council unanimously approved the Committee's recommendation. (.1') Media Advertising The Committee recommended $19,140 for media advertising. Councilman Gurnee strongly opposed to continue expenditure of public funds for media advertising outside the City. He felt these funds could be better spent within the City on our own citizens. The City Council approved the recommendation of the Committee, with Councilman Gurnee voting no. The City Council discussed the lack of recommendation for funds from the Committee for the Chamber of Commerce for the next fiscal year. R. Dunin, Chairman of the Promotional Committee,.explained that the Committee had met with the Chamber officers, and that the Chamber was preparing a fund request with budget and program documents for consider- ation by the Committee and sebsequent recommendation to the City Council. On motion of Mayor Schwartz, seconded by Councilman Gurnee,.thattthe City inform the Chamber of Commerce of the Council's intention to terminate the existing contract thirty (30) days from this date, subject to consideration of a new contract being recommended by the Promotional Coordinating Committee. Motion carried on the following roll call vote: AYES: Emmons Blake, John C. Brown, T:vrKeith=Gurnee Kenneth E.
