Keith Gurnee, Jesse Norris and Mayor Kenneth E. Schwartz ABSENT: John C,.`Brown City Staff PRESENT: J.H. Fitzpatrick, City Clerk; R.D. Miller; City Administrative Officer; A.J. Shaw., City Attorney; Robert Strong, Director of Community Development; David Williamson, Assistant Administrative Officer ALSO PRESENT: Steven A. Petterson 1. Robert Strong, Community Development Director, again reviewed the recommendation of the Planning Commission for implementing the 1975/76 C.I.P. priority list. He again reviewed the five basic priority categories that the Planning Commission and Citizens Advisory Committee felt should first be met in aligning the C.I.P. list. He then.submitted a project priority list for the C.I.P. priority list for the Council's consideration. Under the following classifications: ' A. Project Advisory Committee by rp for Council action - 10. projects B. Resource and Facility Inventory Studies - 7 projects C.__. Deficiency Correction Projects..- 13projects .. . R.D. Miller, Administrative Officer, stated that he appreciated this input to'the C.I.P. from Mr. Strong, but feit that due to the late date in bringing the new procedure to the Council, he urged-the Council to continue with their past practices for this year's C.I.P. and maybe consider Mr. Strong's sug- gestions for future "years: David Williamson stated that he.felt that the C.I.P *­as now done by the City was a project- oriented plan, and he felt that this was not the correct approach as a C.I.P. should be a program- oriented plan, with a view not only to making needed improvements to the City's infrastructure, but should be looked at on a full - program basis. John Brown arrived and took his place at 12:45 p.m. The City Council discussed the report of the Planning Commission and Robert Strong dealing with the current C.I.P. priority listing and future approaches to the C.I.P. priority lists. The Council basically agreed with the sug- gestions of the Planning Commission and Citizens,Advisory Committee for arriving at future C.I.P. priority lists. Mayor Schwartz critized the recommendation of the Planning Commission in the way they established their priority categories which he felt were established to-support development of the community with appurtenances. Mayor Schwartz then suggested what he felt were better worded categories than those presented by Robert.Strong, as follows: . 1. Committee's projects by prior Council action. 2. Safety elements. 3. Corrected deficiencies.
