1.. Peter Andre, Attorney for the heirs of the Jack residence, submitted
to-the City Council.the original Grant-Deed to.the City of San Luis Obispo
for the Jack residence on Marsh Street,.which would be-used under certain
conditions for the people.of-San Luis Obispo..
Mayor Schwartz thanked the attorney for the Council for this.magnificent
gift and said it would be used and.perpetuated.for the use of future citizens
to enjoy.
On motion of Mayor Schwartz, seconded.by Councilman Graham, the Council
authorized preparation of a certificate of appreciation for the Jack Family
heirs. Motion carried, all ayes.
2. At,this time the City Council again-considered the bids received
on Monday, April 7, 1975 for REMODELLING OF CITY HALL,-basement and first
floor (refer to minutes of April 7, 1975).
Ethan Jennings, Architect:again reviewed his recommendations to the City
Council given at the April 7, 1975.meeting to accept the bids for the entire
project, including Council Chambers.
The City Council then reviewed their prior action in continuing this matter,
reviewing the low bids received and the alternates they wished.to- accept.
Ethan Jennings, Architect for the.City. Hall Remodelling,_submitted the..following
list of items that would be done, .must ..be. done -on the first.floor of the City
Hall regardless-of whether the.City:Council proceeded.with the basement and
City Council Chamber remodelling. These were matters involved with fire.reg-
ulations:and to make various areas available to the handicapped.

Ethan Jennings, Architect, again urged the City Council to proceed with
the entire project, including the basement, first floor and Council Chambers.
He felt that the bids received by the City were extremely low, were good
bids, and if not accepted this time, the cost would continue to go up due
to the rate of inflation and the economy at the present time.
Mr. Williamson, Assistant Administrative Officer, again reviewed for the
City Council the status of the contract with Jennings - Vaicius $ Associates
for the City Hall Remodelling and budget preparations dealing with the
elements of the contract for which the architect would receive various
percentages.
R.D. Miller, Administrative Officer, reviewed again the financial picture
for the City Council of moneys available, and the history of the remodelling
of City Hall that had been carried on various C.I.P. lists since 1963/64.
It was the Administrative Officer's opinion that there would be sufficient
funds available, including taking funds from reserves and from anticipated
revenues in order to proceed with the entire project.
Ethan Jennings again reviewed for the City Council what was planned for the
first floor remodelling, the various elements of the plan, and what was to
be done in the Council Chambers. He again felt that the base bid of $142,000
was a very good bid and the Council should proceed.

Councilman Graham stated he would support the basement remodelling and first
floor, but would oppose any funds for Council Chamber remodelling.
Councilman Norris stated he would support the basement remodelling, but not
any funds for the first floor or Council Chambers at this time. He felt the
City was biting off a big package, and it was his feeling that first they
should remodel the basement, do what had to be done on the first floor to
meet the fire regulations and to accommodate the handicapped, and then see
what the area in the basement accomplished as far as personnel was concerned,
then at a later date, if necessary, remodel the first floor offices as
needed.
Councilman Petterson stated he would support the full remodelling of City
Hall, basement and first floor, but he did not feel that any money should
be expended on the Council Chambers at this time.
Councilman Gurnee stated he was opposed to the entire project. He felt that
all alternates had not been explored. He felt that the plan was inefficient
and really would not solve the administrative problems now existing in City
Hall. He felt that too much money was being spent for poor organization of
City administration and staff. He felt the Council should look into alternate
organization and staffing before building the facility. He felt that the
basement remodelling was too plush. He felt that the basement should be
remodelled into a workshop or production shop and not for a fancy public
office.
Mayor Schwartz again stated that the Council should take the entire remodelling
package; basement, first floor, and Council Chambers, and give the City of
San Luis Obispo a first -class City administrative building.

On motion.of Councilman Norris that :.the.City.Council.accept.the base bid for
the basement, including fire-.and handicapped and public.address.system, etc.
for the first.floor, but no-remodelling-of the first floor-or Council Chambers.

City Council accept the baste- for.the basement and first floor, not
including the Council- Chambers,.plixs..alternate 4 and 5, but not alternate 6.

NOES: Councilmen Gurnee and Norris
ABSENT: None
On motion.of.Councilman Graham; seconded by Councilman Petterson the following
resolution was introduced: Resolution No. 2760 (1975 Series), a resolution
increasing the 1974/75 budget.
