would fuse all members of the community through exploration of the resources
to embark encounters which might not.otherwise take place. For example, what
do businessmen, housewives, minority groups and artists need for expression
of the bicentennial; how can,the best efforts be made to appreciate the City's
history, the landmarks, the indigenous Asian and Spanish population; how
best to meet the needs with the resources available to be implemented. The
possibilities could be a - film festival, a mural painting group depicting the
City's history, a children's art festival touring the schools, etc.
The total grant application to the National Endowment for the Arts would be
$29,400, of which $14,700 (or half) would have to be raised locally, either
in cash or by participation, or in lieu.
Lachlan MacDonald, Promotional Coordinating Committee member, spoke in support
of the City sponsoring Solo Flight's federal grant application as it might
bring out some new excitement to the community during the bicentennial year.
A.J. Shaw, City Attorney, reviewed the implication of the City applying for
federal grants under its office by a private organization. He stated that
Solo Flight's application included a $4,900 cash bond to guarantee performance
with Glenna Luschei in control and also a.promise of volunteer help in the
amount of $7,.850 to guarantee.the matching requirements of the federal grant.
Lachlan MacDonald again spoke in support of.the request listing all the
great benefits that would accrue to the City.by providing new cultural
enrichment. He stated he felt the program would be a good use of the City's
promotional funds and this group would bring a new era -of cultural excitement
for the community.
Ron Dunin, Promotional Coordinating Committee member, questioned whether
the grant was to be either a planning grant or an action grant along with
actual program plays, etc.
Glenna Luschei, Solo Flight, then read again her application for federal
funds and how the funds would be used. She also submitted her budget on
use of the funds for planning and presentation.
The City Council discussed with the representatives ' of Solo Flight the
philosophy of the organization, who was involved in the group, and what
they hoped to accomplish if the federal grants were applied to the City.
On motion of Mayor Schwartz, seconded.by Councilman Graham the following
resolution was introduced: Resolution No. 2764 (1975 Series), a resolution
of the Council of the City of San Luis Obispo approving an application for a
City Spirit Grant as requested by Solo Flight and recommended by the City's
Promotional Coordinating Committee.
Passed and adopted on the following roll call vote:
AYES: Mayor Schwartz, Councilmen Graham and Gurnee
NOES: None,
ABSENT: Councilmen Norris and Petterson
On motion of Councilman Graham, seconded by Councilman Gurnee the meeting
adjourned.
