Schwartz ABSENT: T. Keith Gurnee ----------------------------------------------------------------------------- 1. City Council began their discussion of the proposed 1975/76 City budget. R.D. Pdiller, Administrative Officer, presented an overview of the proposed 1975/76 City budget for $8,462,921.00, broken down as follows: He listed for Council consideration the items that he took out of departmental requests in order to balance the proposed 1975/76 budget, totaling $1 -1/4 million. He also submitted items that the Council could take out if they desired, totaling $375,000. The City Council then began their page -by -page review of the 1975/76 budget, starting with Page 1, and ending with Page 33. On motion of Councilman Petterson, seconded by Councilman Graham, the meeting adjourned to -7:30 p.m., May 20, 1975. This was to be a joint meeting with the Planning Commission. Shaw, City Attorney; Robert Strong, Director of Community Development; Walter Sanville, Planning .Associate; Dan Smith, Planning Associate; Wayne Peterson, City Engineer Planning Commission PRESENT: Richard Breska, Valerie Endres, Gerald Evans, Douglas Donaldson, Laverne Schneider and A.K. City Council met in joint session with the City Planning Commission to review the staff progress report on the General Plan revision now under preparation. Robert Strong, Director of Community Development, presented a draft report on the information base, assumption of the plan, alternative direction and basic issues and constraint in the General Plan revision. He presented staff studies for the Council and Planning Commission on the following elements of the General Plan under preparation. He then reviewed the effect of each alternative strategy on development of the Citv. A. Storm drainage and flood hazards B. Area geology, geologic hazards and mineral resources C. Area soil classifications and slope D. Vegetation and wildlife E. Rare and endangered species F. Historic growth and development G. Present urban composition H. Built environmental constrainments I. Prevalent development trends J. Sewage systems, potential - constraints K. Water system, studies and constraints L. Fire flows and fire department response time M. Park and recreation facilities N. School facilities and capabilities Robert Strong then reviewed for the Council and Planning 'Commission, three growth strategies for their consideration: 1. Limited growth -- Maximum population 42,000 2. Moderate growth -- Maximum population 53,000 3. Induced growth -- Maximum population 65,000 He then reviewed the effect of each alternative strategy on development of the Citv. I City Council Minutes May 20, 1975 Page 2 The Community Development Director then concluded his presentation and the Council and Planning Commission then discussed the material presented. A lengthy discussion took place on the effect that the existing water supply had on development of the City. They also discussed the best policy for the City to follow in trying to get alternative supplies of water. Robert Strong concluded the meeting by stating that he and his staff felt they would be ready to go to Public Hearing.. before the Planning Commission- on the revised General Plan in late June, 1975, with hearings continued through July and August, 1975, . and final adoption in September, 1975 with adoption of special elements and regulatory ordinances following the General Plan adoption. Finally, Robert Strong wished to remind the City Council and Planning Commis - sion-,that there was no end to the planning process, even after adoption of the General Plan, as the information - gathering process goes on continually for updating the various plans. lie also invited the Council to attend the Planning Commission meeting on May 27, 1975 at which time the Planning Commission would be discussing acceptance risk regarding seismic,safety and noise elements of-the General Plan. There being no further business to come before the Council or Commission, Chairperson Endres adjournedithe meetingiat 11:15 p.m., May 20, 1975. The City Council reconvened into adjourned session and continued their study of the proposed 1975/76 City budget beginning with Page 34 and ending with Page 74. Councilman Norris left the meeting at 12:50 p.m. 3. On motion of Councilman Graham, seconded by Councilman Gurnee the meeting adjourned to May 23, 1975 at 12:10 p.m. Motion carried. APPROVED:.
