1. The City Council continued their review of the proposed 1975/76 City
budget, startimg with Page 92 through Page 118, inclusive.
2. On motion of Councilman Gurnee, seconded by Councilman Graham the
meeting adjourned to 7:30 p.m., Tuesday, May 27, 1975.

1. The City Council met in joint session with the Planning Commission to
hear Joe Johns' presentation by representatives of the consultant, Envicom, who
' were preparing the Seismic Safety Elements and the Noise Elements of the updated
General Plan, presently being developed for the City of San Luis Obispo. The
consultant's representative stated that the purpose of the meeting was to attempt
to determine the varying levels of "acceptable risks" to seismic hazard. He
explained that acceptable risk was usually expressed in.terms of recurrence
intervals of various magnitude earthquakes from a specific fault system. He
stated that an earthquake on the San Andreas Fault was considered imminent and
estimated in the magnitude of 8.0 to 8.5. The consultant continued that because
an earthquake appeared certain to occur in the near future, consideration should
be given for all structures to be designed to withstand the expected ground
shaking.. The levels of ground shaking would vary across the City due to changes
in distance from the earthquakes' source and geologic characteristics of bedrock
and under soils.

The consultant's representative then reveiwed what causes earthquakes, the
involvement of the earth and effect on various soil types. He also reviewed
the history of earthquake action in the County along the various earth faults.
He also reviewed the risk factor in earth movement as it related to the adopted
building codes. He explained the generalized geology of the City of San Luis
Obispo and its environs. He then demonstrated the type of charts that would be
developed for San Luis Obispo.to provide some basis for land use constraints,
such as discouraging the construction of critical structures in certain zones.
Such actions or judgments would provide the basis for determination of various
levels of acceptable risk. He concluded his presentation by showing the
parameters of the study being prepared by Envicom under the contract.
9:20 p.m. The Mayor called a recess.
9:35 p.m. The meeting reconvened.
2. Tom Trapp, representing Envicom, reviewed for the City Council and the
Planning Commission the proposed Noise Element of the General Plan now under
preparation by the City with the help of consultants. The consultant stated
that the Federal Noise Control Act of 1972 and the State of California requested
that local government adopt a noise element as a part of their general plans.
The Noise Control Act required the E.P.A. to establish noise emission standards
for new products which were major noise sources including automobiles, trucks,
aircraft and trains. This Act essentially pre - empted local and state governments
from responsibility for establishing noise emmission standards. However, he
stated that due to the local character of urban transportation noise, cities
were likely to remain central agents of noise control. Local government regula-
tions of noise centers on three primary areas.
1) Control of the operation of noise sources,
2) Land use controls, and
3) Coordination, support, and monitoring activities.
Mr. Trapp then reviewed with the group a table containing maximum noise levels
listed by land use category; these noise level guidelines were based on con-
clusions from studies of the following:
1) Interference with sleep,
2) Interference with speech,
3) Noise complaints, and
4) Noise insulation provided by common types of building construction.
Finally, Mr. Trapp stated that all studies on noise must use the day -night noise
level comparisons.
10:30 p.m. The meeting adjourned to 12:10 p.m., Wednesday, May 28, 1975, on motion
of Councilman Petterson, seconded by Councilman Graham. Motion carried.
