Keith Gurnee, Steven Petterson, 1 and Mayor Kenneth E. Schwartz ABSENT: Jesse Norris City Staff PRESENT: J.H. Fitzpatrick, City Clerk; R.D. Miller, Administrative Officer; A.J. Shaw, City Attorney ----------------------------------------------------------------------------- 1. Robert Strong, Community Development Director, again reviewed for the City Council his lengthy letter report dated June 16, 1975, regarding the County Capital Improvement Program Citizens' Advisory Committee report regard- ing services and facilities needs /City's evaluation and response. He again reviewed the alternatives presented by the Committee which were: 1) Incremental increase of facilities around the current courthouse, 2) Dispersion of facilities around the City, 3) Acquisition of a new; larger site within the City and construction of a totally new governmental complex. He then reviewed the advantages and disadvantages for each alternative consid- ered by the County committee. ' Robert Strong then reviewed for the City Council a lengthy communication amassed to Williard Waggoner, County Administrative Officer, from himself regarding County CIP Facilities - San Luis Obispo Cost /Benefit Data, dated June 19, 1975. He stated that to date he had not received a reply. After hearing the review of the lengthy documents presented by the Community Development Director, Councilman Gurnee wondered if the proposal by the County was going to affect the City in its on -going General Plan studies, in which the Community Development Director was involved, and this would further delay completion of the General Plan, which was started in the Spring of 1974 by the City, and was continually being delayed. Mayor Schwartz stated that he felt that the new program was part of the General Plan as it involved the development of a central business district and civic center studies which were all part of the planning process. Robert Strong stated he did not feel that this Capital Improvement Program Citizens' Advisory Committee study would delay the General Plan as his staff was moving well ahead of schedule on the General Plan preparation. Councilman Graham asked that in his discussion with County officials did Mr. Strong feel that it would take City expenditures in an attempt to keep the County facilities in downtown San Luis Obispo. Robert Strong stated that he felt the County Board of Supervisors recognized, and he hoped the City Council would recognize, that the City might have to come up with financing of some facilities, such as parking, sewer, water, fire, police, etc. in order to encourage the County.to stay in downtown San Luis Obispo. Mayor Schwartz warned that the City of San Luis Obispo should be careful in committing funds to support the County administration facilities without knowing what they were agreeing to. He continued that in order to protect the central business district and the businesses therein the County and City business interests must be willing to cooperate financially in developing the central business and civic center facilities. City Council Minutes June 23, 1975 Page 2 Robert Strong felt that the preliminary estimate by his staff showed a need to double the existing parking facilities, which could run into millions of dollars, and should be developed by community interests. Mayor Schwartz also felt that a study of parking should include not only customer parking but should also include parking facilities for County and City employees, but also for new cultural facilities not yet on line. Mayor Schwartz was authorized to prepare a letter to the Board.of Supervisors asking that they delete from their C.I.P. and C.I.P.C.A.C. report any reference to removing County facilities from San Luis Obispo until a cost /benefit study had been completed and further that the City Council of the City of San Luis Obispo supported the County concept of regional administrative centers throughout the County. Councilman Gurnee objected to the action of the staff in writing letters and reports purporting to be City Council Policy, which it was not. He also felt that the staff should keep the Council more aware of what they were doing in their relationships with other governmental agancies. He also objected to the City expending funds to make studies for cost /benefit'studies for County facilities to the detriment of the City's program, and he felt there should be support from "downtown property owners and businessmen in keeping County facilities in downtown San Luis Obispo if they felt they were that important. There being no further discussion on this matter, the Mayor was authorized to prepare the letter and the meeting adjourned to Executive Session. 3. The meeting reconvened to regular session and adjourned to Friday, June 27, 1975 at noon. Council consideration of the recommendation to the California Highway Commission from the State Department of Transportation that they rescind the freeway adoption and dispose of required rights -of -way on portions of Highway One between Highway 101 and Marsh Street to 8 /10th miles west of Pennington Creek was continued at the request of Councilman Norris who could not attend this session. 2.
