PRESENT: Myron Graham, Jesse Norris, Steven Petterson and
Mayor Kenneth E. Schwartz

PRESENT: J. H. Fitzpatrick,.City Clerk; R. D. Miller,.Administrative
Officer; A. J. Shaw, City Attorney
1. The City - Council.continued their discussion.of the subcommittee
report on lack.of_overall.management at.City Hall and an attempt to install
a top.management..operation to supervise and administer the City of San
Luis Obispo.
It was the consensus -of the-City Council -that the management of the City
was not managing. or.administering.the..operation of..the City, but were
working..with day -to -day matters. The:Council..felt . that.top management
..should run the City.and.expe-ct_.the.department heads to operate under
direction of.management and not by indirection.
2; Council..continued.to Executive Session.
3. The City-Council-adjourned.-at 1:40 p.m. on motion of Councilman
Graham, seconded.by- Councilman Petterson.
