COUNCIL CHAMBERS, CITY HALL Pledge Roll Call PRESENT:._Coiincilmen Graham, Norris, Petterson and Mayor.Schwartz ABSENT: Councilman Gurnee (arrived at 7:10 P.M.) City Staff ..PRESENT: J.H. Fitzpatrick,.City Clerk; R.D. Miller, City Administrative Officer; A.J. Shaw, Jr., City Attorney; Wayne Peterson, City Engineer; Robert Strong, Community Development Director 1. Communication from the City Engineer and the Community-Development Department- regarding repairs of slope.failures adjacent to Tract 412. Wayne Peterson, City'Engineer, stated that the City has received a letter from Mr. Roliert :.Williams stating.the proposed-shear key across the whole slide area should provide. sufficient -.reinforcement to maintain the slope in a stable:.condition: Based on this,,the -City Engineer felt that the proposed work would-reasonably protect the health, safety and welfare of the future occupants of.the lots below. Further, 'as.stated.in.the attached-letter-from Central Coast Laboratories, Robert Williams, the proposed-work-was an.acceptable method of retaining ' the slope.in.a..stable- condition but naturally they had no control over ..acts of God_ or_the.:non- homogeneous:.nature of the material and could in no way guarantee-the future stability of the hillside. A.J. Shaw, City_Attorney, stated that the City Engineer,.Wayne Peterson and'Community: Development _Director"Robeit::Sttong have stated in a memo to the City - Council that-:. "the proposed work is-an acceptable method of retain- ing the slope in -a stable condition" and their opinion.was based upon a letter dated. September 11, 1975 from Civil Engineer Robert E. Williams stating that he.and.. "two registered.geologists" recommended that method of proposed.repair. In order that the..primary,_responsibility for -any future slope.--failure can be placed .upon..the.proper.parties,:he recommended that the approved plans contain.the.signature of Mr. Williams and both,of . the .registered_geologists.referred to by him. On motion.of-.- Councilman Norris, seconded.by Councilman Petterson that the City Council accept the recommendation of:the City_ staff,.autho- kize.the grading permit subject to the signing.of.the.approved.plans of..the.grading permit by -Mr— Williams, but not bytthe two registered geologists. Motion carried. 2. -Traffic- Committee Report_of.September_ 12,.1975... TC -1. .._.75- 9- 8T.- Recommend -the adoption_of.an_.ordinance which would restrict the parking of vehicles other than normal passenger cars ' -.. within-:fifty:.feet:.of.the :beginning of any posted inter- section; and that_the...penalty for parking in such a zone illegally be the same as applicable to taxi zones. On motion ::of -.Councilman: Norris, seconded by Councilman Graham, the matter was referred.to- the_.City:-Attorney for preparation of an ordinance for Council's consideration. Motion carried. Councilman-T. Keith Gurnee arrived at-the meeting at 7:10 p.m. City Council---Minutes September 22, 1975 Page 2 TC -2 ..75 -9 -12T The Committee :feels the City can regain approximately twenty- five.parking.spaces in the downtown area by. eliminating some driveway ramps and over-wide.drive- ways. On.motion.of:.Mayor..Schwartz, seconded..by..Councilman Petterson• that the City Council accept the.recommendation-.of_ the Traffic Committee and that the ramps.that'are unimproved in the Mission Plaza area be improved to that quality. Motion carried. TC -3 75 -10 -1T The Traffic Committee-recommends that the City immediately make application for funds to construct an overcrossing on Orcutt at the S.P. Railroad. Mayor'_Schwartz.stated - that he was - opposed to the Orcutt overcrossing for the foreseeable future.as he felt.there was a greater need for improving the overcrossing at South Street due to the benefit that would.derive from this improvement. On motion-of Councilman Petterson,,.seconded by Mayor.Schwartz.that the City staff evaluate.and-compaie the benefits of the Orcutt Road'or South Street overcrossing: Motion carried. 3. .On.motion.of Mayor Schwartz,.seconded by Councilman Graham, Andrew.Jones_and. Walter.Rice. were- .reappointed'as the City.Council'.s repre- sentatives to`the-Regibnal.Transportation Citizens Advisory Committee for the term effective July 19, 1975. for one year.. Motion carried. 4. -Communication from the No.:614; requesting a thirty day the City.Council..was approved: Citizens' Committee studying Ordinance extension for submittirig.their report. to 5. .On. motion ::of:Councilman..Petterson, seconded by Councilman Graham, Mayor Kenneth.E. Schwartz was appointed by the City Council.to.be. the voting delegate at the League of,California.Cities' Conference and Vice -Mayor Myron Graham-was elected alternate. Motion..carried. 6. 7:30 P.M. Joint meeting with the City Planning Commission-to review and study the progress of the.General Plan preparation..ftr the City of San Luis Obispo. City'Council_ met with the Planning .Commissioners Settle, Johansen „ Schneider, Fonfe, Breska and Donaldson to review.:a. progress report prepared by Robert Strong, Community Development Director, of progress of the_ in -house prepara- tion of-the General Plan., Robert _Strong..submitted..to.the City.Council and Planning Commission members present the:.alternative.growth strategies.of the City of.San..Luis.Obispo as considered by him in preparation of the.-General Plan... After..lengthy, factual presentation, he concluded that.the General Plan was Veing.prepared on the.basis of 65,000 population by 1995. The City Council and Planning Commissioners. present ..discussed.in.detail.with the-Community-Development Director.his growth projections and'-how Ghey were arrived-at.
