Steve Burrell,- RCBX- FM,'explained the way they proposed to put on social
service programs and.the need for supplemental:financing. They felt that
this cost of-$350 would not.pay.for the.entire programming but just some of
the.overhead costs.
At.the suggestion-of the. Administrative :Officer,.fhe- matter..was continued for
_the Human Relations Commission..to.. check_ with.. .community.radio ".statiotis'and see
if time can-be -made available for th:s..show.ioithout.cost.to the- taxpayer:' If
there is no way. that.this can be done..as.a.public service by.the profit making
radio station, then they are to come back to City Council for possible funding.
19. Memorandum.from Dave Williamson,..Assistant Administrative..Officer,
bringing-to the-Council attention ..that.the.Citizens_Advisory Committee are
reviewing the-City garbage franchise.: and. stated ..that..the:dumping,.rate.at
the dump site have been raised without.following City and County procedure.
The.question.is whether the City Council.wishes to get into this matter
as the dump, is: outside the City. in the County..area -and controlled by the ^pun=y. of S-sn
County of- San.Luis Obispo. The matter.was continued for further information.
.There being-nothing further to come.before.the Council, Mayor-Schwartz adjourned
,the meeting.to Wednesday, November 19.,...1975'at 4:00.p.m.

1. Communication.from the Jack House Advisory Committee notifying the
City Council they were.planning on an.Open House of the Jack Residence on
December 6.and 7 from 1:00.to.4:00 p.m. but.decided to.extend the time from
10:00 a.m. to 4:00 p.m. in keeping with the Christmas in the Plaza hours. The
plan was to charge $1.00 donation for all adults visiting the residence but
children accompanied by.an adult to. be.free,...also.Senior.Citizens would be free.
They would-like - sufficient funds.to: purchase a live Christmas.tree to use in
the house.to.be planted on the grounds after Christmas. Also, it was felt that
plastic rug runners should be.purchased in'order to protect the rugs.
On motion..of._Mayor Schwartz, seconded-by Councilman Norris, (1) there would
.be no charge for tours_or. donations ..accepted ... for.visitors...to the Jack residence;
(2).they.would be.authorized to-purchase-the necessary rug runners and the liv-
ing.Christmas.tree; and'(3) the request that the Jack.House Committee submit an

overall plan and budget for the overall.operation of.the committee.with funds
to be-taken-from the.Promotional. Coordinating ...Committee's.contingency account.
Motion . carried.. .Councilman.Gurnee.absent.
2. The..City.Council.considered nominees for the Advisory-Board for the
Downtown-Improvement District under.the..provisions of Ordinance No. 649.
Robert Carpenter, Chairman of the Nominating - Committee for the Downtown Improve-
ment Area stated.that.under_ the. provisions- of _the..ordinance,..a.nominating
committee of_five.members.appointed by.the_.Downtown Association selected 22
license holders or principals of.licensed. firms within the Downtown Business
Area. Ballots with these names were sent to-all known license holders
within the district on November 1, 1975. All ballots received before
November 12, 1975 were counted but the..following.15 individuals received
.the largest-number-of votes:.

Finally., the Nominating Committee submitted a list for the Council consideration
' and further, each has-indicated his or._her..willingness.to serve if appointed.
On:motion of-Councilman Norris, seconded.by.Councilman Patterson, the first
six nominees. with_. the .highest votes weie. appointed to.a 2 -year term on the
Business.Improvement Area Board and the.next..five.were.appointed to a 1 -year
term with the persons not appointed to..be.used as fill -ins as.vacancies occurred.
Motion .carried—Councilman Gurnee absent.
3.. .Councilman Jesse Norris requested that the City Council reconsider
the actioa.taken..in granting an encroachment permit to the "Attic" (Holser &
Bailey)._on.Monterey- .Street,.the encroachment_ to.._the•City - parking lot. .He.stated
.that he did-not-feel it was right.. for .the_City..to..give- a_private party -use of
publicly owned property for the City without.some.fee being received for the
City.
The Council.present.discussed briefly the action taken by the majority of the
Council on the December lst meeting and-it-was the consensus of the-Councilmen
present that their action taken was.done_with.full- knowledge of the conditions
of the permit and they did not wish to- .reconsider.
4. The matter was brought to. -the City Council of the_locationoofo.
Santa's house in.the Mission.Plaza. It.was the.consensus of.the.Councilmen
present that the Jaycees could place Santa's house in Mission Plaza if there
was some way of softening the building with foilage, landscaping, etc.
' There being.no.further business to come - before -the City Council, the meeting
adjourned at 5:25 p.m.
