ADJOURNED MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO
WEDNESDAY, OCTOBER 13, 1976 - 12:10 P.M.

1. Allen Grimes, City Attorney, announced that Tom Adams, Attorney -at-
Law had expected to be here for Executive Session for pending litigation but
he received an emergency call and had to leave unexpectedly.
2. Council consideration and continued discussion of the General Plan.
Rob Strong, Director of Community Development, continued the discussion on
the General Plan and brought charts showing proposed housing densities in
various areas of the City, broken down as follows: 1) existing housing;
2) infill; 3) intensification; and 4) expansion.
The projected total for the City in all.categories would accommodate 55,000
population by 1995 with a flexibility factor allowing for a possible increase
of 5,000 or 6,000 persons..additional. There were approximately 12,540
existing units, and it was anticipated that 2,850 would be added by infilling,
1400 by intensification and 4,550 by expansion. Approximately 9000.units would
be added amounting for an increase in population of 22,000. It was estimated
that 5,000 of the units would be low density.
The Council proceeded to hold a discussion on the college area. There were
1390 existing units with 740 estimated to be added.
After discussion, on motion of Councilman Gurnee, seconded by Councilman
Norris,' to approve staff recommendations in this area for infill and
intensification. Motion carried, all ayes.
Council then held discussion on the Foothill area.
There were 2,300 existing units and estimated 520 to be added. After dis-
cussion, on motion of Councilman Gurnee, seconded by Councilman Petterson,
that staff recommendations for infill and intensification be approved. Motion
carried, all ayes.
Council then proceeded to a discussion of the Central Area which had 3,590
units at present and an estimated 1,290 increase. After discussion, on
motion of Councilman Gurnee, seconded by Councilman Graham, that the staff
recommendations for infill and intensification be approved. Motion carried,
all ayes.
The Council proceeded with a discussion of the Laguna Area. There were
1,420 existing units with 2,380 to be added. After discussion, on motion
of Mayor Schwartz, seconded by Councilman Graham, that the recommendations
of the Staff on infill and intensification be adopted but eliminating the
proposed addition to the Madonna Plaza Shopping Center for the time being
and with the understanding that there would be architectural controls on
all multiple housing. Motion carried, all ayes.

The Council ended the discussion at this time and carried over the discussion
of the Johnson Area with 2,330 existing units and 1,000 estimated additions
and the Edna - Airport Area with 1,510 existing and 3,000 estimated to be added.
The Council also agreed to hold separate discussions on the matter of expan-
sions. It was further agreed that the Council would try to make a decision
October 27th on the conversion factors for units based on the number of
bedrooms as related to densities previously adopted by the.Council for 6
units per acre low density, 12 units for medium density, 18 for medium -high
density, and 24 for high.
There being no further business to come before the meeting, the meeting
adjourned to Tuesday, October 26, 1976.
