The Planning:. Commission_recommended _ that.Mr. Saias, keep in touch with .
the City_ Planning:Commission.as..they proceeded with the - General Plan.
and make-his--intentions known at that time.
A.J. Shaw, City Attorney,..explained.that. the City was under.direction
of State. law- that .the_zoning ordinance must be- consistent with the city's
adopted General Plan,and.not apply zoning._that might.(or might not) be.-
consistent under,a General.Plan under consideration.
Mayor_Schwartz..declared the public hearing open.
Edward Salas_appeared before the City Council stating that he was.appeal-
_..._ing this.delayed. decision by the.Planning Commission -as he wished to.use
hisa:property..for residential use.and.not.for.business...He; stated that -
..he bought this property:to build:two.residential.units upon.and..he wanted
to.develop it as soon -as possible. Finally he stated_ he.was told that ..
even if the.General Plan was completed that it would take an additional
90 days to bring out a new zoning ordinance which set him back many,: -
many..months...He asked the.Council.to..expedite -the completion-of the
new..General Plan.-so.-that he might,use..his property_for_the : purposes_for.-
which purchased.
Mayor Schwartz_.declared.the public hearing closed.
The.Council.discussed, the problems.brought to..them.by:_Ed- :.Salas..on-- attempting
to-develop-his--property which is tied up in.the delay in completion of
the General Plan and the regulatory ordinances.
On motion.of ..Mayor- Schwirtz,.seconded.by Councilman Graham that the.appeal
of.Edward- Salas.be.denied. ,Motion carried.. All ayes.
3. The-City Council.-considered the.final.passage of Ordinance
....No..649,..an_.ordinance.of the.City of San Luis Obispo.establishing the _
. downtown. parking- and.business.improvement area.
Mayor.Schwartz: declared the public-.hearing open.

On motion of Councilman-Petterson, seconded by Councilman Graham, the
tentative map.of Minor Subdivision No. 432 was approved subject to eight
conditions listed. Motion carried.
15. . Wayne Peterson, City Engineer,' presented for the Council's
consideration, plans and specifications for the California Blvd., Hathway
to Foothill to construct curb and gutter and paveout on the west side,
the City Plan No. 8 -76 (Monies available in P.I. & B. and sales tax
street money budget.) Estimated cost, $15,000. One - half.or up to $7,500
to be paid by California Polytechnic University.
On motion of Councilman Gurnee, seconded by Councilman Norris, the City
Engineer was authorized to proceed with plans and specifications and
call for bids for the project. Motion carried. All ayes.
16. Communication from the Natoma Council of Camp Fire Girls offer-
ing the City Council $90 for the surplus 10,000 gallon water tank being
declared surplus by the City of San-Luis Obispo.
On motion of Councilman Petterson, seconded by Councilman Graham that
the offer of the Camp Fire Girls be accepted at a cost of $1.00 with
no transportation to be supplied by the City of San Luis Obispo. Motion
carried. All ayes.
17. On motion of Councilman Petterson, seconded by Mayor Schwartz,
the following resolution was introduced: Resolution No. 2906, a resolution
of the Council of the City of San Luis Obispo, California, supporting
renewal of the Federal Revenue Sharing Program.
Passed and adopted on the following roll call vote:
AYES: Councilman Graham, Norris, Gurnee, Petterson and

CONSENT ITEMS
C -1 On motion of Councilman Graham, seconded by Councilman Petterson,
the claims against the.City were approved and authorized for payment
subject to the approval of the Administrative Officer.
C -2 On motion of.Councilman Graham,-seconded by Councilman Petterson,
the minutes of the meeting of July 7, 1975 were approved.
C -3 On motion of Councilman Graham, seconded by Councilman Petterson,
a model for the South.Street Extension Environmental Impact.Report was
approved and the Administrative Officer.was authorized to increase the
contract amount for the preparation of the model with Meyer, Merriam and
Associates, Inc., and the following resolution was introduced: Resolution
No. 2924, a resolution of the Council of the City of San Luis Obispo approv-
ing an amendment to the consulting services agreement for the extension of
South Street and authorizing the Mayor to execute the same.
