COUNCIL CHAMBERS, CITY HALL Roll Call PRESENT: Councilmen Graham, Mayor Schwartz ABSENT: None City Staff Gurnee, Norris, Petterson and PRESENT: J.H. Fitzpatrick, City Clerk; R.D. Miller, Administrative Officer; Terry Sanville, Planning Associate; Rob Strong, Director of Community Development 1. The following City Council Subcommittees reported to the Council on activities to date: A. Area Planning Council Councilman Gurnee B. Traffic Committee Councilman Norris C. Tree Committee Councilman Graham D. Waterways Planning Board Councilman Gurnee E. Whale Rock Commission Mayor Schwartz F. Zone 9 Advisory Committee Councilman Graham G. Central Coast Criminal" Justice Committee Councilman Norris H. Mass Transportation Councilman Petterson I. Water Advisory Board Mayor Schwartz J. County Office of Manpower Services Councilman Norris K. Mayor Schwartz reported on the action taken by the Board of Supervisors earlier this date in ordering studies to be made to include the location of the costs and supporting activities to the Johnson Avenue site. Councilman Petterson, Administrative Officer R.D. Miller and Rob Strong confirmed the statement of the Mayor dealing with the County's action this date. L. Mayor Schwartz brought to the Council's attention the urgency notice of the League of California Cities dealing with a hurry -up meeting to amend the State Housing Act by the State of California without sufficient time for cities to react. On motion of Councilman Petterson, seconded by Councilman Graham, the staff was directed to prepare a letter opposing the proposed action of the Housing Agency emphasizing the short time of the notice to adequately respond and the fact that this was..another expensive mandate to the State.of California. M. Mayor Schwartz informed the City Council that the following members of boards and commissions had resigned rather than comply with the provisions of the Fair Political Practices Commission's Conflict of Interest Code: 1) Gerald Evans, Planning Commission; 2) Homer Odom, Don Patrick, and Robert Leitcher, Promotional Coordinating Committee; and 3) Roland Maddalena, Architectural Review Commission. ' N. On motion of Councilman Gurnee, seconded by Mayor Schwartz to appoint Marjorie Sorenson to the Citizens Advisory..Committee to fill a recent vacancy; her term to expire June 30, 1977. Motion carried, all ayes. 2. The City Council.then continued their.study of the Planning Commission's recommendation to adopt a General Plan Update emphasizing the residential expansion policies in the plan. 9:05 p.m. Mayor Schwartz declared a recess. 9:25, p.m. Council reconvened with all Councilmen present. City Council Minutes November 9, 1976 Page 2 On motion of Councilman Petterson, seconded by Councilman Gurnee, that the City Council accept the staff concept of expansion areas as follows: 1) areas within the City such as Edna - Islay -No. Laguna be classified for resi- dential development; and 2) areas in the County be classified as interim agricultural such as Iris Hills - Dalidio- Orcutt- Margarita. Councilman Gurnee suggested that the areas in the City be required to meet high quality residential development standards but that no annexation be allowed unless utilities can be provided and until an additional water supply is available and no automatic annexations.. Motion carried on the following roll call vote: AYES: Councilmen-Gurnee, Graham, Norris, Petterson and Mayor Schwartz NOES: None ABSENT: None Rob Strong, Director of Community Development, then reviewed for the City Council additional small pockets of land presently outside the City but which are susceptible :to development without City utilities. On motion of Councilman Gurnee that the City Council adopt a policy as part of the General Plan deliberations that there would be no annexations to the City until supplemental water was available. Motion lost for lack of a second. On::motion of Councilman Gurnee that the major annexation areas shown on the General Plan (Iris Hills - Dalidio - Orcutt- Margarita) not be annexed to the City until supplemental water was available but that minor annexations be approved if water and sewer are available but that other areas of the City be reduced to keep the population to the approved plan. . Motion lost for lack of a second. Oii motion of Councilman Norris that the City Council include the small areas presently outside the City but on the fringe of developed areas be included for future residential development but they be shown on the present General Plan as interim agricultural classification. Motion lost for lack of a second. On motion of Mayor Schwartz, seconded by Councilman Petterson, that the General Plan should show the residential character that the land-is capable of being developed to, per staff recommendation and should be shown for reasonable residential development, but annexation to the City would be conditioned on the City's ability to supply each area with water. Motion carried on the following roll call vote: AYES: Councilmen Petterson; Graham,.Norris and Mayor .Schwartz NOES: Councilman Gurnee ABSENT: None The City Council asked the Community Development Department to prepare a definition for "specific facility plan" for ;inclusion in the General Plan for the Council meeting of November 10, 1976..- 3. The City Council adjourned to Executive Session at 10:45 p.m. 4. On motion::of Councilman Gurnee, seconded by Councilman Graham, the meeting adjourned to 4:00 p.m., Wednesday, November-10i 1976.
