HomeMy WebLinkAbout04/12/2011MINUTES MEETING OF THE CITY COUNCIL CITY OF SAN LUIS OBISPO TUESDAY, APRIL 12, 2011 990 PALM STREET SAN LUIS OBISPO, CALIFORNIA 6:00 P.M. — SPECIAL MEETING — COUNCIL HEARING ROOM ROLL CALL: Council Members Present: Council Members Dan Carpenter, Andrew Carter and Kathy Smith, Vice Mayor John Ashbaugh, and Mayor Jan Marx City Staff Present: Katie Lichtig, City Manager, Christine Dietrick, City Attorney, Michael Codron, Assistant City Manager, and Elaina Cano, City Clerk, were present at Roll Call. Other staff members presented reports or responded to questions as indicated in the minutes. ANNOUNCEMENT OF CLOSED SESSION TOPIC City Attorney Dietrick announced the following Closed Session topic. CONFERENCE WITH LEGAL COUNSEL — Anticipated Litigation Pursuant to Government Code §54956.9 (b)(3)(E) Two (2) potential cases regarding asserted obligations to meet and confer over potential ballot measures . CONFERENCE WITH LABOR NEGOTIATORS Pursuant to Government Code § 54957.6 Agency Negotiator: Monica Irons Employee Organizations: San Luis Obispo City Firefighters, Local 3523 PUBLIC COMMENT..ON CLOSED SESSION ITEM Mayor Marx called. for public comments. None were forthcoming and the meeting adjourned to the Closed Session. CLOSED SESSION REPORT City Attorney Dietrick reported on the Closed Session at the commencement of the 7:00 P.M. Special Meeting. The Closed Session adioumed at 6:45 p.m. City Council Meeting Tuesday, April 12, 2011 Page 2 7:00 P.M. — SPECIAL MEETING — COUNCIL CHAMBER Mayor Marx called the Special Meeting to order at 7:00 p.m. All Council Members were present. CLOSED SESSION REPORT City Attorney Dietrick reported that Council met in Closed Session to discuss anticipated litigation as indicated above. Council provided direction. No further reportable action was taken. BUSINESS ITEMS 1. MAJOR CITY GOAL AND OTHER IMPORTANT OBJECTIVES WORK PROGRAMS.FOR 2011 -13. City Manager L-ichtig introduced this item, following which Assistant City Manager Codron presented the agenda report for each of the following goals. They and staff as indicated below responded to Council's questions throughout the presentations. Public Comments Carol Winger, San Luis Obispo, spoke about her concerns regarding neighborhood wellness. Ermina Karim, Chamber of Commerce 'Municiple Advocate, spoke in support of all work programs that support the Major City Goals. Erik Justesen, San Luis Obispo, requested additional time to review the budget documents. Mr. Justesen spoke in support of economic development and infrastructure maintenance and in opposition to hiring consultants for retention and expansion. Fred Vemacchia, San Luis Obispo, spoke about his concerns regarding the increased employee costs. Bill Thoma, San Luis Obispo Business Owner, suggested that Council extend the review process and spoke of his concerns regrading economic -development and the water distribution system. Brett Cross, San Luis Obispo, spoke about his concerns regarding neighborhood wellness and economic development. Jody Frey, San Luis Obispo, spoke in support of police and fire services. City Council Meeting Page 3 Tuesday, April 12, 2011 Teri Patterson, spoke about her concerns regarding hiring consultants and her support of economic development. Leslie Halls, San Luis Obispo, agreed with the comments made by Ms. Patterson. Sandra Rowley-San Luis. Obispo, spoke about her concerns regarding the infrastructure maintenance. Bill Almas, San Luis Obispo, spoke in support of utilizing a consultant to develop a strategy for economic development. ---end of public comments— Council recessed at 8:50 p.m and reconvened at 9:00 p.m. with all members present. Unless noted, no changes were made to the goals or the related work programs. Economic Development Moved by Ashbaugh/Carter to: 1) Increase funding for contract services for strategic planning from $15,000 to $50,000; 2) Eliminate $:12,500 for Contract Services for Retention and Expansion budget, 3) Emphasis of the strategic plan should include development of head of household jobs; 4) Focus on matrix phasing financin; motion carried 5:0. Assistant City Manager Codron explained the effects of the elimination of $12500 from the budget for business retention. Preservation of Essential Services and Fiscal Health Moved by Ashbuagh/Smith to reduce the organizational review consultant service from 2011 -12 and 2012 -13 to once every other year; motion carried 3:2 (Marx/Carter opposed). Moved by Marx/Carter to support staff recommendation regarding Meausre Y renewal activities as written: motion failed 2 :3, (Ashbaugh /Carpenter /Smith opposed). Moved by Asbaugh /Carter to maintain $25,000 in the 2011 -12 budget for Measure Y renewal activities and funding for 2012 =13 will be contingent on the results of. the survey; motion carved 3:2, (Carpenter /Smith opposed). Neighborhood Services By consensus, Council agreed to direct staff to return on April 19th with a more comprehensive work program. City Council Meeting Page 4 Tuesday, April 12, 2011 Traffic Congestion Relief Moved by Carter /Ashbaugh to approve as written; motion carried 5:0. Open Space Preservation Moved by Carter /Ashbaugh to approve as written; motion carried 4:1, (Carpenter opposed). Infrastructure Maintenance Moved by Carter /Ashbaugh to approve as written; motion carried 5:0. Planning Moved by Ashbaugh /Carter moved as written; motion carried 5:0 Affordable Housing Moved by Ashbaugh /Smith to approve as written; motion carried 5:0 2. STRATEGIC BUDGET DIRECTION. By consensus, Council agreed to hear staff's presentation and public comment and continue this item to April 19, 2011. Interim Director of Finance and Information Technology Bradley introduced this item, following which Finance Manager Malicoat presented the agenda report and responded to questions. Public Comments John Marzion, San Luis Obispo, submitted a speaker card but was not in attendance. Mary Parker, San Luis Obispo, suggested moving the golf course funds from enterprise fund to general fund. Jeff Edwards,- San Luis Obispo County, spoke about his concerns regarding the cost of the Laguna Lake Golf Course. Ann Reams, San Luis Obispo, submitted a speaker card but was not in attendance. Dr. Richard Kreisa, San Luis Obispo, submitted a speaker card but was not in attendance. 1 City Council Meeting Tuesday, April 12, 2011 Page 5 Deborah Cash, Executive Director of SLO Downtown Association, spoke about the importance of maintaining a relationship between the City and Downtown Association. Andrea Miller, Downtown Association, reiterated Ms. Cash's comments. Carolyn Smith, San Luis Obispo, spoke of her concerns regarding the proposed costs for street sweeper.. -- -end of public comments— Moved by Ashbaugh /Smith to continue this item to April 19, 2011; motion carried 5:0.
