REGULAR AND SPECIAL MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO
TUESDAY, APRIL 3, 2012 - 7:00 P.M.

CALL TO ORDER: Mayor Jan Marx
ROLL CALL: Council Members John Ashbaugh, Andrew Carter and Kathy
Smith, Vice Mayor Dan Carpenter and Mayor Jan Marx
City Staff
Present: Katie Lichtig, City Manager, Michael Codron, Assistant City
Manager, Christine Dietrick, City Attorney, and Sheryl[
Schroeder, Interim City Clerk, were present at Roll Call.
Other staff members presented reports or responded to
questions as indicated in the minutes.
PLEDGE OF ALLEGIANCE
Council Member Carter provided the Pledge of Allegiance.
PRESENTATION
Mayor Marx read a proclamation honoring the 25th Annual Phyllis Madonna Musical
Review Fashion Show.
Mayor Marx presented a proclamation to Beth Steinburg honoring "The Month of the
Child ".
APPOINTMENTS
Assistant City Manager Codron presented the staff report.
ACTION: Moved by Carpenter /Smith to appoint Michael Parolini and re- appoint Ron
Regier to the Parks and Recreation Commission to fill two regular vacancies with terms
expiring March 31, 2016. 2) Appoint Lindsey Ridgeway to the Tourism Business
Improvement District Board to fill an unscheduled vacancy with a term expiring March
31, 2016. Roll call vote: 5:0. Motion Carried.
PUBLIC COMMENTS
Kevin Rice, San Luis Obispo, spoke regarding upcoming supervisorial election and his
support of Ed Waage.
Don Hedrick, San Luis Obispo, spoke about homelessness and federal guidelines.

Council Member Ashabugh requested a correction to the Minutes, Item C1, regarding the
vote recorded on page 01 -2, he requested this statement regarding his opposition be
added to the minutes, which was in relationship to the size of the committee. Mayor
Marx commented that the spelling of the Community Development Director's name
needed corrected.
Mayor Marx noted on Item C2, she wished to thank the Madonna Family for the
investment in the bikepath in front of the Madonna Inn.
ACTION: Council Member Carpenter /Ashbaugh moved to approve the Consent
Calendar, Items C1 through C2, as amended. Roll call vote: 5:0. Motion carried.

REPORT FOR THE NATURAL RESOURCES
11. Natural Resources Manager, Neil Havlik and
I the staff report and responded to questions from
Don hedrick, San Luis Obispo, said he wished to see Laguna Lake become a tourist
attraction and recreation area again and that creek areas needed to be cleaned up.
Bob Hill, San Luis Obispo, Land Conservatory, offered support for the natural resource
and greenbelt programs.

Council Member Carter felt the City should become more aggressive in parking
enforcement at Bishop's Peak.

All Council Members thanked Neil Havlik for his years of service to the City.
Council Member Carpenter asked about parking at the trail head at Bishop's Peak and
that people should be directed away from Highland Drive.
Mayor Marx quoted from Section 8.5.1 of the Conservation and Open Space document.
She stated she felt the signage at Bishop's Peak should be more clear and consistent.
COUNCIL LIAISON REPORTS AND COMMUNICATIONS
Council Member Ashbaugh reported on his attendance at the Residents for Quality
Neighborhoods, Workshop on LOV Road Safe Route to School Project, Chamber of
Commerce, Cultural Heritage Committee, ribbon cutting on "Everett and Arlene Chandler
Quiet Study Room ", CAPSLO Center for Health and Prevention Open House, Planning
Commission meeting, City Neighborhood Mapping Project Workshop, City Economic
Development Strategy Workshop and Architectural Review Commission meeting.
Council Member Smith stated she attended the City /University quarterly lunch, Laguna
Lake Golf Course for the safe ride program and the Downtown Association retreat.
Council Member Carter reported he attended League Employee Relation Committee
meeting in Ontario regarding pension reform.
Mayor Marx reported she addressed the RAMS, attended the City /University quarterly
luncheon, an arson investigator's conference, addressed the Association of Realtors,
attended the Air Pollution Control District meeting, Economic Strategy Workshop,
attended meeting in Santa Barbara regarding rail, a public forum regarding alcohol
regulations and reminded everyone of the opening on the Housing Authority.
ADJOURNMENT
There being no further business to come before the City Council, Mayor Marx adjourned
the meeting at 9:18 p.m.
