JOINT STUDY MEETING, CITY COUNCIL AND PLANNING COMMISSION

R. D. Young, Planning Director; P. Gerety, Planning
Associate; Ned P.ogoway, County Planning Director.
The City Council and the City Planning Commission met in joint study
session to discuss the following:
1 1. Development of an annexation policy for the City of San Luis
OBispo to guide the Planning Commission and City Staff.
R. D. Young, Planning Director, presented a map showing four parcels
of land presently outside the City, that are considering annexation.
a. Smith property, Edna Road
b. Bonetti property, So. Higuera St.
c. Dalidio property, Madonna Rd: /Hwy. 101
d. Morganti property, Los Osos Valley Rd. /Foothill Blvd.
He then submitted a map showing presently zoned R -1 land that is vacant,
but only a small portion is available for development due to elevation
and topography.
John Evans, Planning Commission Chairman, stated that the Planning
Commission is following an annexation policy of infilling areas within
the City boundaries but not going beyond that point.
The City Council and Planning Commission discussed their feelings and
reaction to annexation of land to the City and where the City boundaries
should be.
Ned Rogoway, County Planning Director, stated that it was the policy of
the County Planning Commission to cooperate with each City within its own
urban reserve line which has been recognized by the County.
It was decided that the City Planning Commission would attempt to evolve
an annexation policy for adoption by the City Council.

2. Discussion by the City Council and Planning Commission on
policy of approving tentative maps of subdivisions.
Valerie Endres, Planning Commission Member, stated she felt that the
subdivision ordinance of the City should be amended so that subdividers
and developers would know that the City Council had the right to review
Planning Commission approval of Tentative Maps. 1
A. J. Shaw, City Attorney, again reviewed his legal opinion, which
concluded that the Council has the right to review all Tentative Maps
within the City.
Following discussion, it was determined that the existing policy would
continue with all Tentative Maps to be subject to review by the City
Council after approval by the Planning.Commission.
3. R. D. Young, Planning Director, brought to the City Council and
Planning Commissi.on's attention, the request of th_e Design Review Board
that the City add the "S" classification to the zoning at the inter-
section of Los Osos Valley Road and Highway 101 Freeway. The reason
for this request was so the Design Review Board would have an opportunity
to review the development proposal before approval by the Planning
Commission in order to make recommendations as to design, signs, etc.,
at this entrance to the City.
The Planning Commission stated they would proceed with adding the
"S" designation to the zoning at this intersection.
On motion of Councilman Blake, seconded by Councilman Graham, the
meeting was adjourned. Motion carried. '
