Conference Room - City Hall Roll Call Present: Emmons Blake, John C. Brown, Myron Graham, T. Keith Gurnee, Kenneth E. Schwartz City Staff Present: J. H. Fitzpatrick, . City Clerk; R. D. Miller, Administrative Officer; A. J. Shaw, Jr., City Attorney; E. L. Rodgers, Police Chief; W. Flory, Parks and Recreation Director; R. A. Paul, Director of Water Department 1. Robert A. Paul, Director of Water Services, reviewed for the City Council, the latest action by the County Board of Supervisors on the County wide water plan. Following discussion by the Council, Mr. Paul was authorized to compose a letter for the Mayor's signature, to the County Board of Supervisors endorsing compromise county master water plan. 2. Mayor Schwartz presented a program for the Council's consideration, on the use of revenue sharing funds. He felt that due to the uncertainty of continuance of the Federal program, that long -range programs should be financed from other City funds and not revenue sharing - except for some minor exceptions. He also stated that through the revenue sharing funds the City Council could speed -up the Capital Improvement Program. The Mayor's program was as follows: 1) Addition of two more Police officers to enable a program of four (4) patrolmen on each shift instead of the present three (3) men and the addition of a juvenile officer for the department. This recom- mendation included funds for necessary motor vehicles and equipment. R. D. Miller, Administrative Officer, stated if the Council wished to add Police personnel, he would not object. However, the Council should not expect this to quiet future demands for even more personnel. For instance, a typist -clerk would be requested next year, the same as many years in the past. If the burden of the added personnel were shifted to the utility tax after July 1, 1973, the proposal to use revenue sharing funds would.be even prudent than otherwise. Councilman Blake did not disagree with the addition of Police personnel, as he felt there was a need for more patrol. He did not,. however, feel that revenue sharing funds should be; -used for this purpose. He stated that if additional personnel were needed, then it should be taken out of the General Fund. I Councilman Gurnee agreed that the additional police officers were needed now. Councilman Graham and Councilman Brown agreed with the need for more patrol personnel. On motion of Councilman Brown, seconded by Mayor'Schwartz, that the City add two (2) patrol officers and one (1) juvenile officer as soon as possible, to be paid from revenue sharing funds from now to June 30, 1973 and from Utility tax funds from July 1, 1973 on. City Council Minutes December 1, 1972 Page 2 Councilman Blake stated he would oppose the motion as he did not feel an emergency had been shown and that additional personnel should only be added at the normal budget period when all requests are made for addition- al staff. Motion carried with Councilman Blake voting no. 2) The addition of a Zoning .Administration and Code Enforcement Officer to the Planning Department. It has become increasingl:y evident. that violation to sign permits, use permits, grading permits, etc. are not being corrected or conditions enforced. R. D. Miller, Administrative Officer, suggested that the City Council meet in executive session with the Planning Director to discuss utili- zation of existing staff, possible addition of new staff and additional programs. The City Council concurred in the request and set an executive meeting with Ronald D. Young early in January. 3) Revenue sharing funds should be used to engage consultants to complete the following work: a. Preparation of Open Space Plan b. Preparation of Conservation Plan (a and b must be completed by June 30, 1973) C. Precise Plan for Lag uare Lake Park (could be included with a and b above) d. Mass Transportation Plan e. Civic Center Plan .including CBD f. Resource Inventory Plan (Early warning system) g. State Mandated Elements of the General Plan 1. Seismic Safety Element 2. Noise Element 3. Scenic Highway Element Council action on number three above was as follows: a, b, & C. The Council agreed in principle with the recommendation of the Mayor, and asked that the City staff investigate and .recommend alternate solutions, such as (1) does the City staff have capability to complete, (2) should present consultant Eisner continue, or (3) should City solicit proposals from other consultants. d & e. City staff to report on estimated cost for consultant to make study and suggested a list of consultants both in and out of the City. f. (Added by the Council) City staff to report on cost estimate for consultant to make a stody on cost - benefit with a suggested list of consultants both in and out of the City. 4) Mavor Schwartz recommended that revenue sharing funds should also be used to make necessary improvements to the City's water.system. Particularly the serious health and safety problems in Los Osos Valley. He felt that the City has a duty to improve.this system. He stated that the City could not wait two years to make these improvements and urged the use of Federal revenue sharing fund to expedite thes° improvements to include not only tankage by necessary supply mains. City Council Minutes December 1, 1972 Page 3 The City Council instructed the staff to consider recommendation of a consultant for a Master Plan Study for Los Osos Valley, including the cost of the study. 5) Finally, the Mayor suggested, in light of additional revenue coming to the City, that they speed up the Capital Improvement Program as follows - using the same priority. C. 72 -73 6 Innovating - Mock -up suggests that design Traffic signals is questionable; use budgeted downtown funds to complete new signs for parking lots and City entrances. D. 72 -73 11 New wing for Use revenue sharing funds to Senior Citizens augment $43,200 budget (if Center necessary) to insure project, including minor modifications in surrounding park area is completed in first -class order. E. 72 -73 14 Rework Council Funds budgeted from regular Chambers revenues, Sub - committee of Braun, Dee and Schwartz is asked to formulate proposal for Council consideration at earliest convenience. F. 72 -73 15 Street Trees Funds budgeted; project should Santa Rosa move ahead normally G. 72 -73 17 Street Widening This is a tough one; neverthe- Santa Rosa less, early completion of widening from Monterey to Walnut seems essential for safer traffic movement and implementation of bike lanes from Foothill to downtown. Use revenue sharing funds. Item 18 appears to be the reasonable cut -off item in terms of our regularly budgeted CIP revenues for fiscal 1972/73 projects. Moving then to the remainder of the CIP listings as adopted for 1972/73: H. 72 -73 19 Storm drainage; Use revenue sharing funds to ' Old Garden Creek implement ;construction --poss -ibl:e at Lincoln and summer of 1973.. . at Broad.
