The City Council approved payment of claims against the City subject to approval by the Administrative Officer. C -2. The City Clerk, reported on bids received for supplying various chemicals to the City of San Luis Obispo during the calendar year, 1973. See exhibit "A" for bid summary. The following bids were accepted: Liquid Chlorine Paso Robles Seed & Chemical Company P.O. Box 775, Paso Robles, CA 93446 $144.90 per ton - 90 day free use of cylinders. Sodium Silico Fluoride (Domestic) Los Angeles Chemical Company 4545 Ardine Street, South Gate, CA 90280 $248.48 per ton. Glassy Phosphate (SodaDhos) Van platers & Rogers P.O. Box 2062, Terminal Annex Los Angeles, CA 90054 $272.20 per ton or $271.00 per ton in 22Z' ton deliveries. Ground Aluminum Sulfate Los Angeles Chemical Company 4545 Ardine Street, South Gate, CA 90280 $74.25 per ton. Est. #1 $10;687.50 Meadow Park, Phase II City Plan II -72 Pfleider- Grimont Const. Est. #1 $1,443.60 Waterline Improvements City Plan 9 -73 Division of Highways Chanae Order #8 $5,000.00 increase Widening of Foothill Blvd. at University Square C -4. The following claims against the City were denied and referred to the City's insurance carrier: Sebasti6n's Restaurant - sewer main problems. Brian E. Joseph - loss of a show dog. C -5. The City Council set a public hearing to consider certain amendments to the City Building Code which are necessary prior to recertification of the City's Workable Program for January 15, 1973. C -6. Minutes of the December 18, 1972 meeting of the Mass Transportation Committee were received and filed. C -7. The City Council granted use of accumulated sick, leave in excess of two weeks to Barbara Ryan. C -8. The City Council granted an additional 60 days for completion of work in Underground Utility Districts 4, 5 and 6 to Pacific Telephone & Telearaph Company and Pacific Gas and Electric Company. A notice from Pacific Gas and Electric Company regarding funds available for undergrounding during 1973 was referred to the Underground Utility Committee for recommendation. C -10. The Administrative Officer announced the appointment of Lee V. Cunningham as Police Officer, effective 1 -1 -73, at Step I or $774 per month, subject to one year's probation. On motion of Councilman Gurnee, seconded by Councilman Brown, the consent items were approved as indicated. Motion carried. I. An appeal from Roaer Brown from the requirements of the Subdivision Review Board and the Director of the Water Department for Tract Ho. 471, was continued to January 8, 1973. 2. At this time the City Council held a public hearing on the recommendation of the Traffic Committee to initiate a 2 hour parking limit on both sides of Morro Street between Pismo Street and Buchon Street. Mayor Schwartz declared the public hearing open. Jack Della Bitta, 896 Buchon Street, Stated what he had requested the ' City to do was place a.two hour parking limit on the west side of Morro Street and not on both sides. D. F. Romero, City Engineer, stated the Traffic Committee felt that if parking limits were desired, then both sides of the street should have limited parking to eliminate confusion and -ease enforcement. Shirley Thomas, apartment House owner, stated her buildinc was quite old and had insufficient off - street parking for the tenants. If this restriction were adopted, it would force her tenants to park on other streets away from their homes. Paul Allen, 1420 Morro, opposed two hour parking limit as he had two vehicles and only one garage. Mrs. Lavella Miller, 1427; Morro, objected to the parking restrictions. Clarence Cheisa, property owner, objected to parking restrictions. Mrs. Muriel, 1446 Morro Street, had no off - street parking space and objected to the proposal of the City. Mary Jamieson, 976 Buchon, objected to the City's proposal as the property was old and had insufficient off - street parking. Mrs. Michelle Della Bitta, 896 Buchon, was in support of the requirement to limit parking on Morro Street as the street was presently used all day by workers from the downtown area. City Council Minutes January 2, 1973 Page 4 Steve Mello, 1418 Morro, objected to the proposed parking limit as he had four vehicles and only one off - street parking place and he felt it would be a hardship to move the vehicles every two hours. Mayor Schwartz declared the public hearing closed. The City Council discussed the recommendation of the Traffic Committee in light of the almost unanimous opposition by the residents of the street. On motion of Councilman Gurnee, seconded by Councilman Graham, that the City Council reject the recommendation of the Traffic Committee. Motion carried. 3. Council consideration of Uniform Design Criteria was continued and referred 1-o the Director of the Water Department for report on water criteria. 4. At this time the City Council considered the final passage of ORD11,1ANCE NO. 572, an ordinance amending the Municipal Code to prohibit the placement of mail boxes or other receptacles within the sidewalk areas of residential zones. A. J. Shaw, City Attorney, reviewed the provisions of the ordinance and stated it would be unlawful to install mail boxes or newspaper receptacles on or over an improved public sidewalk without a permit from the City. Ken Mitchell, Main Superintendent, U.S. Postal Service, objected to the adoption of this ordinance as it was his understanding earlier that the proposed ordinance would apply only to new development and would not apply to the entire old town. He hoped the Council would grant the Postal Service permission to work curb side service in the new areas and the hilly areas of the City as,due to budget cuts for the local office, they could not be served by men on foot but could be served efficiently by motor patrol. He wished to go on record as opposing the ordinance due to the costs involved. D. F. Romero, City Engineer, stated that the ordinance had always been intended to apply to the entire town. Mayor Schwartz disagreed with the provisions of the ordinance that would grant applicants exceptions and permit them to place mail boxes on public property to the rear of the sidewalk or between improved sidewalk: and the curb. He felt a solution to the problem might be to allow a group of mail boxes in an area to be put together as a unit. On motion of Councilman Brown, seconded by Councilman Gurnee, ORDINANCE NO. 572, an ordinance amending the Municipal Code to prohibit the placement of mail boxes or other receptacles within the sidewalk areas of residential zones, was amended to prohibit mail boxes between the curb and the back of an improved sidewalk, and was again introduced and passed to print on the following roll :call vote: AYES: Emmons Blake, John C. Brown, Myron Graham, T. Keith Gurnee, Kenneth E. Schwartz NOES: None ABSENT: None 1 1 I City Council Minutes January 2, 1973 Page 5 5. The City Council received a communication from ECOSLO requesting permission to install a power pole for electrical service to the recycling center and asking the City Council to waive the $7.00 electrical permit fee. A. J. Shaw, City Attorney, felt the City should be aware of the type of baler being proposed for use by ECOSLO as to the size, etc., due to the possibility of large and expensive baling equipment being placed on City property and due to possible accumulations of baled paper if the market price of paper declined. D. F. Romero, City Engineer, objected to the continued messy condition and the continued deposit of materials on the entrance road to the Sewage Treatment Plant. He stated that no member of ECOSLO had met with him or his department to attempt to correct this problem as directed by the City Council at a previous meeting. E. L. Rodgers, Police Chief, also reported to the City Council that several complaints had been received about the messy appearance of the recycling center and stated he hoped it could be cleared uD. Mayor Schwartz suggested that the City Council ask ECOSLO to look into their needs both present and future to see what could be done to keep the area in better condition and still not hinder the worthwhile operation. He suggested the installation of interior fencing and screening. Councilman Brown agreed that the staff should work with ECOSLO peoDle and devise a program of better housekeeping which might include screening portions of the working area to control the blowing of paper, etc. The City Council asked the City Attorney and City Engineer to meet with representatives of ECOSLO to work out solutions for a better operation at the sewer farm. 6. - The City Council received notice of a public hearing to be held by the County Planning Commission to adopt a specific open space plan to preserve the Morros from San Luis Obispo to Morro Bay. The hearing would be held on January 9, 1973 at 9:00 A. M. 7. The City Council considered a request from the County Tax Collector to use the Council Chambers for the annual tax sale to be held February 5, 6 and 7, 1973. On motion of Councilman Graham, seconded by Councilman Gurnee, the meeting adjourned.
