ADJOURNED MEETING OF THE CITY COUNCIL

T. Keith Gurnee, and Mayor Kenneth E. Schwartz

1. The City Council continued their priority listing for the
1973/74 Capital Improvement Plan. (See Resolution No. 2448, 1973 Series)
2. On motion of Councilman Blake, seconded by Councilman Brown,
the meeting was adjourned to Tuesday, April 10, 1973.
Motion carried.

I Present: Councilmen Emmons Blake, John C. Brown, Myron Graham,
T. Keith Gurnee, and Mayor Kenneth E. Schwartz

Geologic and Hydrological Engineers

1. Dr. Mike Donnelly reviewed with the City Council, Chapter 4 of
the report on the Los Osos Valley and Lower Hiquera Area Water Svstem
Imorovements, dated April 1973, entitled 11Groundwater ". The report
contains the results of the geologic and hydrologic studies of the
ground water resources available as a potential solution to the water
supply problem in this area of the City.
I Dr. Donnely explained that this preliminary study was a prerequisite
to an extensive test well drilling program and additional office studies.
(For detail, refer to Penfield and Smith letter report of April 1973)
Members of the City Council and staff discussed with Dr. Donnelly the
actual potential of groundwater helping to alleviate the water problem
in Los Osos Valley.
R. A. Paul, Water Director, recommended that the City Council discontinue
further consideration of the development of groundwater resources as an
interim solution to the Los Osos Valley /Lower Higuera Area water problems.
He felt they should proceed with additional office studies to determine
if the safe annual yeild of the San Luis Obispo basin exceeds the published
yeilds.
On Motion of Councilman Graham, seconded by Councilman Brown, that the City
Council adopt the recommendation of the Water Director and discontinue
further consideration of groundwater resources in the San Luis Obispo
basin as an interim solution and authorize additional office studies to
determine if actual annual yield exceeds published yeilds. Motion carried.
2. On motion of Councilman Blake, seconded by Councilman Brown, the
following resolution was introduced: RESOLUTION NO. 2456, a resolution
authorizing the Mayor to sign Amendment No. 1 to the waterline relocation,
' Brizzolari Creek Crossing contract.
Passed and adopted on the following roll call vote:
AYES: Emmons.Blake, John C. Brown, Myron Graham,
T. Keith Gurnee, Kenneth E. Schwartz

3. On motion of Councilman Graham, seconded by Councilman Blake,
Winton H. Frey was appointed to the City's Tree Committee. Motion
carried.
4. The City Council adjourned to executive session.
5. On motion of Councilman Blake, seconded by Councilman Brown,
the meeting adjourned to Tuesday, April 24, 1973 at 12:10 P. M.
Motion carried.
