Brown, Myron Graham, T. Keith Gurnee, Jesse E. Norris, Kenneth E. Schwartz City Staff Present: J. H. Fitzpatrick, City Clerk;. R. D. Miller, City Administrator; A. J. Shaw, Jr.', City Attorney 1. The City Council began a review of the 1973 -1975 Council schedule and program proposals as suggested by Mayor Schwartz (5/1/73), Councilman Graham (5/14/73), Councilman Gurnee (5/11/73), and Councilman Norris (5/11 and 14/73). l.a. The City Council approved designation of R. D. Miller, J. H. Fitzpatrick and A. J. Shaw, Jr., as the City's negotiating team to work with the two employee organizations. 1.1b. The City Council approved budget study sessions from 12:10 p.m. to 2:00 p.m., starting May 21, and continuing until the budget is approved, with the exception of May 23, 1973, which will be dropped. l.c. The City Council approved the program as suggested by the Mayor for advisory body appointments, including time schedule and the committee appointments. l.d. Common consent of the City Council that they would live with the goal statements as approved by prior Councils (Schwartz White Paper). The City sometime in the future to retain a competent consultant to make a detailed economic base study of the commun.ity. The City Council approved in principle the initiation of a bi- monthly newsletter for the City. The City Council to explore more cooperation with Cuesta College and Cal Poly similar to that with the San Luis Coastal Unified School District. The City Council agreed that studies should move ahead for alteration to the City Hall basement and Council Chambers, which would include a sound system. At 9:00 p.m., Mayor Schwartz called a recess. At 9:10 p.m., the meeting reconvened. The City Council wished to expend additional effort to insure active en- forcement zoning, building, use permit, and sign ordinance violations. The City_Council authorized the staff to undertake a comprehensive section - by- section updating of the Municipal Code, with the possibility of changing the format to i;i x 11 inches and also to extract all required fees from the Municipal Code and place them in a resolution so they might be kept as inflation continues. The City Council determined they would make additional studies at a future date on the work program. City Council Minutes May 14, 1973 Page 2 l.c. Councilman Gurnee reviewed for the City Council his report of April 30, 1973, regarding the Hoffman Rezoning and General Plan imple- mentation. It was his opinion that the City Council should initiate a rezoning of all areas within the City presently classified "U ", and that a proper classification in accordance with the General Plan should be substituted in each area. Councilman Gurnee also recommended that area environmental impact analyses be made projecting impact of development alternatives before development occurred. He also felt a Cost Benefit Analysis of development should be reviewed by the Planning Commission and City Council. He urged completion of a resource inventory and assessment of community resources availability in the projected new development areas. He suggested priority planning for all open space and hazard lands such as flood plains, waterways, airport hazard, geologic hazard, etc. Councilman Gurnee urged re- evaluation and reworking of our zoning and subdivision ordinances. He also felt that the City Council and Planning Commission should bring all zoning in the City into conformance with the General Plan and determine if the land uses proposed were justi- fied by cost, budget and environmental impact, and community service availability and hazard land criteria. He also felt that precise planning should be made for areas of new development. The City Council discussed the recommendations and proposals of Councilman Gurnee, and the best way of implementing some of his suggestions. On.motion of Councilman Graham, seconded by Councilman Gurnee, that the City Council ask the Planning Commission to review zoning of all non - developed lands within the City. The Planning Commission to consider rezoning all lands classified "U" to other uses if the "U" zone is not useable. Planning Commission to study the four basic areas with "U" zones: 1) Los Osos Valley - Laguna Lake, 2) Madonna Plaza area, 3) South Higuera, 4) Edna Valley. The Planning Commission to consider the use of R -1 -S with an acreage designation in areas inside the City and outside the City for future development. That if the Planning Commission feels that the Hoffman rezoning was premature, that they initiate new rezoning for Council consideration. Motion carried, with Councilman Norris voting no. 2. Communication from the County Engineering Department notifying the City Council that the Board of Supervisors has authorized the County Engineer to proceed with negotiations with potential users of Nacimiento water in order to implement sale and delivery to contractors. The studies were to involve preliminary negotiations to determine which agencies will bid, their willingness to contract for water and general feasibility of the project. Also, delineation of areas of benefit, formation of a governing agency which would finance construction and operate facilities, re- evaluation of the project negotiation under firm water contracts, etc. The County Engineer said that because certain facilities owned by the City of San Luis Obispo formed a basic portion of the basic water plan, they would like the City to take part in the preliminary discussions for implementation of the plan. Information required from the City would be: 1) future City water requirements and how these requirements might be met, 2) whether the Whale Rock Reservoir could be used for regulatory storage and the possibility of exchange of a portion of the Salinas Reservoir yield for Nacimiento water delivered to Whale Rock. 1 FJ 1 City Council Minutes May 14, 1973 Page 3 R. A. Paul, Director of Water Services, felt that a great deal of information was needed before the City Council could make a decision on the request of the County regarding potential use of Nacimiento water. Some of the questions that must be answered were: the City future water needs, the type of operating agency to be developed, and the financing of the facilities and contract cost after development. He suggested to the City Council that at this time the best approach would be for the contact to be between the City staff and County staff so firm proposals could be brought back to the City Council. On motion of Councilman Gurnee, seconded by Councilman Graham that the City Council instruct the staff of R. A. Paul to contact the County Engineer's Office to begin the necessary studies on Nacimiento water with recommendation to the City Council. 3. With the Council's approval, Mayor Schwartz made the following appointments of City Councilmen to various committees: Traffic Committee: Councilman Brown and Councilman Norris Civic Center Study Committee: Councilman Brown and Mayor Schwartz Tree Committee: Councilman Graham and Councilman Norris LAFCO: Councilman Brown EOC: Councilman Graham Waterways Planning Board: Councilman Gurnee and Councilman Brown Chamber Of Commerce: Councilman Graham and Councilman Gurnee Civic & Fine Arts Committee: Councilman Norris and Councilman Graham County & City Area Planning: Councilman Brown; alternate, Councilman Graham 4. At this time the City Council adjourned to executive session. 5. On motion of Councilman Brown, seconded.by Councilman Graham the meeting adjourned to Friday, May 18, 1973 at 12:30 P. M., City Hall.
