1. The City Council met with the water consultants, Penfield & Smith
Engineers, Inc., to review the summary of the findings of the consultants
to date, on the "Old Town" feeder. Mr. Jerry Smith reviewed the firm's
August 9 letter-report and the hydraulic analysis of the•arterial
distribution and storage system improvements, including simultaneous
' installation of the Old Town feeder system and the Edna Road saddle reservoir.
He continued that at Council direction they had reviewed two alternates.
One alternate included a minimum installation of improvements across the
unimproved out -of -city property lying westerly of Highway 101 and southerly
of Calle Joaquin to the Laguna Lake drainage channel, with most of the
improvements to areas within the City. He. then presented two alternates
with estimated cost for the Council's consideration.

R. A. Paul, Director, Water Services, stated that the matter before the
City Council was whether to pick out and proceed with individual units
of Alternate No. 1, or Alternate No: 2, or whether to accept.anaentire
alternate -,and- tHen :proceedi -to implement -theNplan so that the moratorium
could be lifted as soon as possible.
The City Council discussed with the Water Director and the consultants'
representatives the benefits to the City and to the property owners in
the moratorium area, as to which alternate should be accepted and which
units should be done first for maximum relief to the water problem.
R. A. Paul, Water Director noted that the major features of Alternate
No. 2 could be constructed totally within public rights of way without
additional acquisition of private property.

In addition, construction of the "Old Town" feeder would benefit portions
of the existing City which are presently deficient in fire protection.
Such construction now would reduce the City's future costs for the Pre -'42
Water Improvement Program. Mr. Jerry Smith indicated that their hydrolic
analysis of the "Old Town" feeder showed that if the feeder were constructed
as an initial phase of the water supply improvements, the building moritorium
could be lifted in a limited, but presently undefined, area prior to completion
of the remainder of the project facilities including the Edna Saddle Reservoir.
Mr. Jerry Smith suggested, as outlined in the Engineer's August 9 letter
report, that the Council consider constructing the "Old Town" feeder during
the spring of 1974 in order to permit a limited phased removal of the moritorium
requirements prior to November 1974.-

R. A. Paul, Water Director, indicated that if the Council chose to delete
the "Breaker's Restaurant Loop" from its present construction plans, it
would in effect continue the building moritorium requirements along Calle
Joaquin southerly of Los Osos Valley Road. But building restrictions within
that area could be lifted by privately funded construction of the necessary
improvements.
On motion of Mayor Schwartz, seconded by Councilman Gurnee, that the
engineers be authorized to prepare plans and specifications for bidding
purposes, for Alternate No. 2, Old Town Feeder Line with the "Old Town"
Feeder constructed as a first phas_e during the.spring of 1974, excepting
from Alternate No. 2, (1) the 10 -inch line, Highway 101 Frontage Road,
Prado Road Extension, thence parallel to Calle Joaquin to Madonna Road,
and (2) the Breakers Restaurant Loop, Higuera Street to Los Osos Road
Extension, intersection to Breakers Restaurant, thence along Highway 101
Frontage Road to existing 8 -inch main at Howard Johnson's.
