Mr. Rudy Silva, President of the Downtown Association,. spoke in support of the City Council moving ahead with the.formation of a „proposed parking district. Upon question of the City Council; Mr. Silva - admitted . that there was not unanimity in the proposal as they had not been able to „ contact all licensees in the area. It was the consensus of the City, . Council that on October 1, 1973, an informal hearing be scheduled to dis- cuss with the licensees in the.area their feeling as.to the boundaries and the purposes of the district. If a majority of the I,i.censees were in support, then a formal public hearing,as required by State law would be held in accordance with the parking and business improvement law of 1965. The City Clerk was instructed. to advertise;the informal hearing for October 1, 1973. 3. At this time the City Council considered the final adoption of Ordinance No. 590. An: ordinance levying_ a tax for the current,1973 -74 fiscal year upon all taxable.property within the City. of San.Luis Obispo and fixing the rate of such tax... Total tax.to_be $1.33: On motion of Councilman Gurnee, seconded by Councilman Brown, the ordinance was introduced for final passage. .Finally passed on the following roll call vote: AYES:,.,Council,men;Brown, Gurnee, Norri.s and Mayor Schwartz NOES: .None ABSENT: Councilman Graham 4. City Council considered the final adoption of Ordinance No. 591. An ordinance of the City of San Luis Obispo amending the Municipal Code to provide fines for parking violations. On motion of Councilman Norris, seconded by Councilman Brown, the ordinance was introduced for final passage.
