ADJOURNED MEETING OF THE CITY.COUNCIL

1. A. J. Shaw, Jr., City Attorney, reviewed for the City Council
the latest draft of the proposed "Joint Exercise of Powers Agreement
Control and Water Conservation District." The City Council discussed
particularly the provisions of Paragraph 2 - Joint Management and Control
of Zone:
"In the establishment of said zone, the District shall
provide for a form of joint City - District management
and control over all decisions concerning the operation
of the zone, including, without limitation, all decisions
related to authorization of activities and projects,
establishment of areas of special benefit, tax rates, and
the expenditure of funds. However, nothing herein shall
be construed as granting either party the right to control
or interfere with the other party in exercising its full
discretion to perform authorized projects within its
territorial jurisdiction, as hereinafter set forth, or the
right to select its own agents and employees for such projects."
The City Council and staff then discussed what they felt would be the.best
type of organization to manage and .supervise the flood control zone and
still protect the interest of both City and county taxpayers.
After this discussion the Council asked.the City Attorney to prepare a
resolution for adoption, Monday, October.15, 1973, urging-the-County
Board of Supervisors to form a flood control zone with an appointed manage-
ment group, of City and county appointees, to operate and manage the zone.
The City Attorney was also asked to refine the proposed Joint Powers
Agreement, based on this day's discussion; in this, the City Council felt
that they could give the Board of Supervisors a choice of ways to go on
the management of the flood control zone.
Consideration of the Joint Powers Agreement was continued to October 15, 1973.
2. The City Council then briefly discussed the resolutions to be
considered by the delegates to the annual League of Cities conference to
be held in San Franciso, October 22, through 23, 1973. The City Council
also discussed the 1973 "League's Action Plan."
3. Mayor adjourned the meeting at 1:00 p.m., October 10, 1973.
