1. John Quirk, Assistant Director for Water Services, reviewed
for the City Council tha final report of Penfield and Smith, Consulti.ng
Engineers, on the Edna Valley Water System Improvements. He stated
that the report outlined current land use and supportive water demands
and the existing water system's, cap.ab.ility to meet such water demands.
He continued that the report outlined, in detail, the capability of the
existing water system to serve developable vacant land within the existing
service area and the capability for extension to serve additional
developable land in the Edna Valley, southerly of the.present service
area. John Quirk stated that the conclusion of the Penfield 8 Smith
Edna Valley Study was that the system is deficient, and he therefore
recommended that the City adopt the grid improvements and storage
requirements recommended by Penfield $ Smith to eliminate deficiencies,.
as a master plan for water system improvements in the Edna Valley and
recommended a three -phase program to (1) correct.deficiencies.and allow
infill, (2) to provide additional storage and allow some expansion,
(3) to allow infill and expansion to the year 2000 land use as indicated
in the General Plan and /or population of 19,000. The description of
the three phases and the criteria used to allow infill and expansion
were as follows: .
PHASE I Allow infill limited by:
Budget 1. Fire flow of not more than 3000 gallons per minute

2. Completion of recognized, needed grid improvements
and /or loops
3. Population limit of 600 people or equivalent land
use = the railroad pressure zone.
4. Population limit of 600 people in the Sinsheimer
2C pressure zone.
Estimated Cost $252,000
PHASE.II Allow infill and expansion.:
Budget 1. Fire flow limited only by localized distribution
76 -79 grid restrictions
2. Completion of recognized, needed grid improvements
and /or loops
3. Population limited only by localized distribution

Present population of Edna Valley Study Area was
approximately 7200.
John Quirk continued that the following list represents improvements
in this area of the city. This area (Edna Valley) has been the subject
of recent studieslcto•determine capabilities of the water system. The
conclusion of the studies has been to prohibit expansion and infill
until improvements amounting to over one million dollars have been made.
In reviewing the studies and utilizing his knowledge of the system, he
prepared a bare bones ap'proa'ch to the improvements necessary 'to allow
infill.. .Expansion, would be for the most part funded by development
interests with :the City improving or contributing to improving existing
deficiencies in developable areas.
1. Construction of water main from Helena Street to- Southwood Dr.

6. Improvements needed to supply water to areas that will. be shut down
while main is relined (mortar lining). To be constructed by City forces.
Total $15,000.00
7. Cleaning, scaling and relining of interior of Terrace Hill tank =
$7,300.00
Engineering, inspection and contingencies x 23% _ $1,679.00
Total $8,979.00
With these improvements budgeted and /or completed he would have no '
objections to infill the Terrace Hill zone. Lack of any one of these
projects would negate the remainder and .leave the system with no infill
capability.
With reference to expansion of this distribution system to serve
undeveloped portions of Edna Valley with.in the pressure limits of the
Terrace Hill zone, he made the following recommendations for improvements
and funding.
R (1) That the City utilize the grid system presented by Penfield &
Smith Consul:t:ing Engineers as a part of the Edna Valley Study.
R (2) That the grid system be prioritized by Water and Planning
Department staff.
R (3) That the policy for serving areas within the zone that.have no
mains be conditioned upon the installation of water mains sized
according to the master grid system and be looped in all cases
unless specifically deemed unnecessary by the Utilities Engineer.
Funding to be borne by developer.
R (4) That the policy for developments with frontage on an existing_
undersized water main_ be that the_deeloper fund the necessary
improvement prior to construction of the project. —That the City
budget funds to be used to reimburse the developer with a,
limitaon on the amount. reimbursement to be
fi reduced by
normal frontage and acreage fees.
He included the cost of replacement of a section of main''on Bullock
Lane recognized as a bottleneck to the system's capability for infill
or expansion. This 8" water main extends from Orcutt Road.780 feet
on Bullock Lane and connects to an adequately sized 12" main, estimated
cost $14,040.00.
The decision as to how this is to be funded has to be made. To ignore
this needed improvement would result in recommendations not to allow
infill or expansion. He would recommend strongly to use the method of
funding outlined above in R (4). There is as of this date a developer
awaiting a. determination on this project. The improvement should be a
part of this year's capital improvement budget.in any case.
John Quirk continued that the area above Johnson Avenue served by the
Bishop Street water storage tjnk has no capability for expansion or
infill but that the following improvements are recommended in order to
allow infill.

2. Construction of a water main on Flora Street from approximately
Carla Court to Southwood Drive

3. Construction of a water main on Johnson Avenue - Laurel Lane -
South to replace existing undersized main
' 8" DI x 410' = $8,000.00

4. Construction of a water main on Augusta Street from San Marcos to
Greta Street - .replace undersized main
6" DI x 400' _ $4,500.00

Total $5,535.00
Finally he urged that the City place cathodic protection on all water
storage tanks which would reduce or eliminate the corrosion rate
precluding interior scaling and relining. It is estimated that the
cost to provide induced current cathodic protection devices to be
$22,000.00; and, .a bypass line connecting..the Sal.inas Water supply to
the Whale.Rock conduit would give the City the capability of blending
the suppli.es to control water quality as well as reliability if one
or two pumps at Santa Margarita pump station were out (or one on
Whale Rock line). This improvement would enable the treatment operator
better control over the storage at the old plant - due to the
siphon arrangement now utilized considerable amounts of extra monitoring
are -necessary. .
Estimated Cost $18,000.00
D.F: Romero, City Engineer, stated that the improvements recommended
by J. Quirk were the elements needed to complete the water master plan
for this area of the City and one that has been followed for over 15
years and recommended that the City Council accept the proposal.
R.D. Miller, Administrative Officer, recommended that the City Council
accept the Pen.fie4d and,.Smith report and J. Quirk's recommendation for
information and that'they..be c_onsi.dered by the City Council during the
1975 C.I.P. update.
Councilman Norris felt that the summary of the Penfield and Smith report
was a grim one for the City, what with no final solution to the Los Osos
Valley water problem, the City Council now faces the possibility of.a
water moritorium in the Johnson Ave./Edna Valley area. He urged the
City Council to start getting the City's house in order as far as its
utilities are concerned.
R.D. Miller, Administrative Officer, felt that one purpose of these
Consultant's reports was to bring deficiencies in the City systems
to the Council's attention.
Mayor Schwartz felt that this report and summary was a needed follow
up to Ordinance No. 604A to dramatically to the Council's attention
matters that should be considered in future C.I.P. consideration and
future budget study.
2. R. Strong, Community Development Director, brought the Council
up to date on the staff's action in developing a grant application,
under the Housing and Community Development Act of 1974. He reviewed
the provisions of the 1974 Act and the possibility of this City Qual-ifyig
for funds. He stated that a joint task force consisting of the
Planning Commission, Human Relations Commission, Housing Authority, and
Citizen's Advisory Committee, will meet for the first time on February
11, 1975 and develop a program for the pre - application permit.

The City staff will then meet with the Area Planning.Council on February
13 to present the City of San Luis Obispo pre- application and then on
Monday, February 18, 1975,.the final pre - application will be presented
to the City Council for the consideration and approval. R. Strong
concluded that the strategy of the staff was to program the development
over a three year period. The City Council discussed with the Community
Development Director the concepts the staff was planning for the three
year program using Federa] Grant money.
Mayor Schwartz called a recess at 9:20 p.m.. Meeting reconvened at
9:35 with all councilmen. present.
X. Councilman Gurnee reported to the City Council on the Planning
Conference he recently attended at Lake Tahoe, "Assembly Committee on
Natural Resources and Planning." He felt that as a. result of the discussions
held at the conference, that possibly.legislation would be introduced
for overall regional planning and land use.
3. City Council adjourned to executive session.
4. City. Council. reconvened in regular session.
A. On motion of Brown seconded by.Gurnee that the City
provide up to $2,000.00 for the Attorney Defending
former Police.Officer Bosserman.
Motion carried.
B. By common consent of the City Council, Mayor Schwartz was
authorized to contact possible appointees to the 1976
Bicentennial Committee.
5. On motion'of Graham seconded by Brown the meeting adjourned
at 10:40 p.m.. Motion carried.
