CONFERENCE ROOM, CITY HALL SAN LUIS OBISPO, CALIFORNIA Roll Call Councilmen . PRESENT: Myron Graham, Jesse Norris, Steve Petterson, T. Keith Gurnee Mayor Kenneth Schwartz ABSENT: None City Staff PRESENT: J.H. Fitzpatrick, Acting Administrative Officer /City Clerk; Rudy Muravez, Finance Director; Dave Romero, Director of Public Services; Terry Sanville, Associate Planner; Wayne Peterson, City Engineer Others PRESENT: Bert Townsend, County Health Department; Charles Cattaneo and Al Rizzoli, San Luis Garbage Company 1. Wayne Peterson, City Engineer, submitted for the council's consideration, Wayne Peterson then reviewed in detail, the amendments to the Transportation Claim for the fiscal year 1975 -76. On motion of Councilman Graham, seconded by Councilman Norris, the following resolution was introduced: Resolution No. 3043 (1976 Series), a resolution amending the 1975 -76 Annual Transportation Claim and authorizing the Mayor to sign the amendments. Passed and adopted on the following roll call vote: AYES: Councilmen Graham, Norris, Gurnee, Petterson and Mayor Schwartz NOES: None ABSENT: None 2. Wayne Peterson, on behalf of Robert I. Vosburgh - Design Engineer, submitted a list of street maintenance projects for the council's considera- tion: 1). Asphalt concrete overlay on-:the..Portland Cement concrete paved section of Santa Ynez Street and Santa Maria Avenue in the Monterey Heights area. 2) Asphalt concrete overlay on Buena Vista from Monterey Street to Loomis Street in the Monterey Heights area. 3) Atascadero Street (Laguna Area) - asphalt concrete overlay. 4) Boronda Street (Laguna Area) - asphalt concrete overlay. the revised 1975 -76 Annual Transportation Claim. He reviewed the summary of changes and additions to the claim and stated that the amendments must be approved as certain SB 325 funds had been spent on projects that were not included in-the original claim and also there was $56,180 in additional funds carried over from the 1974 -75 fiscal years which had just recently been allocated to the city by the county and these new figures have now been included in the claim. Wayne Peterson then reviewed in detail, the amendments to the Transportation Claim for the fiscal year 1975 -76. City Council Minutes April 21, 1976 Page 2 The revised estimate for both projects (Slurry seal and asphalt concrete overlay) has been increased to include additional projects.listed. Estimated cost: $64,650.00 to be funded out of SB 325 funds and would be included in the amended claim just approved by the City Council. On motion of .Councilman Graham, seconded by Councilman Norris, the City Plan No. 27 -76 and No. 28 -76 were approved. On motion of Councilman Graham, seconded by Councilman Norris, the following resolution was introduced: Resolution No. 3042 (1976 Series), a resolution increasing the 1975 -76 budget for these two projects. Passed and adopted on the following roll call vote: AYES: Councilmen Graham, Norris, Gurnee, Petterson and Mayor Schwartz NOES: None ABSENT: None 3. Terry Sanville, Planning Department, presented a recommendation of the City - Planning Commission regarding a county request for the city to review a Tentative Parcel Map No. 75 -434, located in the vicinity of the county airport and Santa Fe Road, Ed Pollard, applicant. Property was currently zoned M- 1 -D -AH and was recently rezoned from Agricultural A -1 -10 to M -1 classification against the recommendations of the City Planning Commission and City Council. The current general plan for the City of San Luis Obispo, 1972 and the County's area plan indicate inappropriate rural residential use. The proposed revision to the city's plan would reclassify this area as rural industrial. At the regular meeting of the Planning Commission of April 6, 1976, the proposed Parcel Map which was at variance with the staff's recommendation was approved and recommended land division was authorized. A majority of the City Planning Commission, three of the five members present, felt that industrial uses were compatible, with county airport operations and that the division of the 10 -acre parcel into four sites would not be detrimental to the area. The Planning Staff could accept the rural industrial use rather than the previously recommended agricultural classification. However, the City Development Department continued to recommend that the city oppose the division of property into sites less than 5 to-10-acres. Staff was strongly opposed to intensive, heavy commercial or light industrial uses on this property which would be facilitated by further fracturing of the parcel. On motion of Mayor Schwartz, seconded by Councilman Gurnee, that the City Council take the following action on the Tentative Parcel Map No. 75 -434, Santa Fe Road, Ed Pollard, applicant: 1) That the City Council oppose the approval of the tentative map. 2) The City Council hold all such requests until the City and County have met on the City's new general plan. 3) The City Council does not oppose.the rural industrial concept, but questions the densities proposed. 4) Further, that within the City of San Luis Obispo there are sufficient lands available for development served with all utilities. City Council Minutes April 21, 1976 Page 3 Motion carried on the following roll call vote: AYES: Councilmen Gurnee, Petterson, Graham and Mayor Schwartz NOES: Councilman Norris ABSENT: None Councilman Norris stated he was opposed to the action as he felt that there honestly was no land in the city readily available for development. He also felt that the staff was taking too hard aline in the general plan interpretation of lands on the fringe of the city. 4. Bert Townsend, County Health Department, reviewed for the City Council, the preliminary draft of the Solid -Waste Management Plan for the County of San Luis Obispo which included: 1) Rey elements of the plan. 2) Summary of disposal facility needs. 3) Resource recovery. 4) Long -term objectives of the plan. 5) Methods of handling hazardous waste. 6) Agricultural wastes. 7) Sewer sludge. 8) Litter management. 9) E.I.R. After a lengthy presentation, the matter was continued to a public hearing on May 3, 1976. At this time the City Council will consider the extension of the garbage collection franchise with the San Luis Garbage Company. Reviewing the request of the San Luis Garbage Company, the recommendation from the Citizens' Advisory Committee, and consideration of rates charged at the Cold. Canyon Landfill - After brief discussion of these three matters and a long discussion on the need for a free clean -up week, if and when the franchise extended, the matter was continued to April 28, 1976, 12:10 p.m. for council study on this matter. There being no further business to come before the City Council, Mayor Schwartz adjourned the meeting to 12:10 p.m., April 28, 1976. Fitzpatrick, City Clerlc
