Keith Gurnee, Jesse Norris, Steven Petterson, and Mayor Kenneth E. Schwartz ABSENT: Myron Graham PRESENT: R.D. Miller, Administrative Officer; J.H. Fitzpatrick, City Clerk; R.W. Strong; Director of Community Devel- opment; W. Sanville; Planning Associate 1. The City Council continued the May 24, 1976 Public Hearing on the recommendation of the Planning Commission to adopt the Revised Update of the General Plan. R. Strong, Community Development Director, reviewed for the Council's in- formation,,staff responses to written questions received regarding the General Plan since the initial Council hearing on the General Plan held May 24, 1976. A. Air Resources Board, State of California B. G.E.B.E.S. C. Clean Air Coalition D. League of Women Voters E. Althea Meissner F. San Luis Obispo County Health Department G. Charles M. and Alexa A. Slem R. Strong then continued his presentation of the Proposed General Plan Update as recommended by the .Planning Commission: A. Growth Management Objectives (Part 3, Phase III, Pages 51 thru 54 entitled "Policies and Proposals ".) Mayor Schwartz declared the Public Hearing open. Donald Smith, on behalf of the Clean Air Coalition, objected to the Strong General Plan as he did not feel it effectively directed any attention to the quality of the .air of the area. Robert Lamberth, Chairman of the City Housing Task.Force, objected to the City Council of the time .spent by this citizen's committee, appointed by the Council, which turns out to be worthless, because the General Plan, prepared by City Staff, now before the Council shows no effect of the effort of the City Housing Task Force, and he felt that the members of the task force were used by the staff and Council as eyewash and coverup and that there was never any intention of using the results of the month of meetings and hearings on the housing problems of the City.conducted by the Housing Task Force. City Council Minutes June 14, 1976 Page Two Ed Salas, stated he was disappointed that his rezoning request for High Street was not being considered at this time as he was promised by the Planning Commission, City staff and-City Council. The City Council directed the City Clerk to advertise a public hearing for June 28, 1976 to amend the 1972 General Plan to accommodate the Salas rezoning and to set July 12, 1976 for the public hearing on the Salas rezoning recommendation. , Charles M. Slem, 388 Chorro Street, again reviewed for the City Council his analysis of the three proposed growth alternatives offered by the City planning staff and approved by the Planning Commission. He con= cluded that the information presented by the staff was erroneous, in- complete and-led to wrong conclusions. Fred Strong, representing the Dalidio family, asked the Council to care- fully study and consider the effect the proposed General Plan, as pre- sented, affects his client's property on Madonna Road. 9:00 P.M. Mayor Schwartz called a recess. 9:15 P.M., meeting reconvened, all Councilmen present, Councilman Graham absent. Councilman Petterson suggested that the City Council should first study the individual growth controls such as 1) using utilities to control,' development, 2) densities, limit in each zone, 3) open space needs and 4) phasing of developments etc. before adding all the verbiage pre- sented by planning staff. R. Strong then reviewed in detail Page 52, Part 3, Phase III, Paragraph c, dealing with utilities-and Page 54, Part 3, Phase III, dealing with phased development policies. Mayor Schwartz stated that he felt that the planning staff should clearly highlight, in the General.Plan, the relationship of university.enrollment, industry, commerce etc. as it relates to growth of the City. R. Strong-felt-that his in -depth studies of City.growth show an increase in the industrihl and commercial areas and uses in the City. The City Council then continued a general discussion with the planning staff on the General Plan growth management,objectives and alternative growth management.strategies. They also discussed strategies that would be used to bring the actual zoning in conformance with the recommended General Plan if adopted. Mayor Schwartz declared the public hearing closed. 2. R.D. Miller, Administrative Officer, submitted for the Council's consideration, the signed Memorandum of Understanding with the General Employees Association of the City. On motion of Mayor Schwartz, seconded by Councilman Gurnee the City Council accepted the Memorandum of Understanding with.the General Employees Association of the City, dated June 14, 1976, for the fiscal year 1976/1977. Motion carried. AYES: Councilmen Gurnee, Norris, Petterson, and Mayor Schwartz 1 NOES: None ABSENT: Councilman Graham 3. The Council adjourned to Executive Session. 4.
