City Council continued their review of the proposed 1976/77 City Budget, starting with page 46, Public Services; treatment plant, thru page 51, Public Fire Protection. 2. City Council adjourned to executive session. 3. Muravez, Director of Finance, PRESENT: Walt Lambert, Chairman of-Human Relations Commission; Orloff Miller, Social Services Coordinator City Council Minutes June 15, 1976 Page Two 1. City Council continued their consideration of the proposed 1976/77 City Budget, by reviewing.the.request._of the.Human Relations Commission, a total budget request of $71,305 with $44,360 allocated to Grants -in -Aid, as follows: Family Services Grass Roots II Hotline, Inc. Other. Mid - .Year. Grants $ 2,400.00 28,960.00 1,800.00 11,200.00 $ 449360.00 With $ 26,945 used to operate-the Human Relations Commission. Maxine Lewis, Director of Grass Roots II, spoke in. support of the budget recommended.by the Human Relations Commission, although, she hoped the Council would.look. with favor on the original budget..request of Grass Roots II of $37,887 so that the agency:could properly staff -their organization to properly serve the poor and underprivileged of the City and County. Mrs. Caylor, representing Grass Roots II, urged the City Council to fund the original request of Grass.Roots II of $37.;887 so that the agency can continue to serve the poor, indigent of.the community. Orloff Miller, Social Service Coordinator, stated that the City Council must consider.whether, the City taxpayers should.continue:to subsidize an ever growing Grass Roots II operation, which -is -now more into programs; rather than the original concept of h -elping.them get started and then withdrawing except for coordination support. The City Council took-the Human Relations budget request under consideration with the balance of the City Budget. 2. The City Council.then considered..the budget request of the Promotional Coordinating Committee. Based.on.adopted Council formula,.the Promotional Coordinating Committee's'Budget for 1976/77 would be $102,020. The Council considered.the long range plan submitted by the Promotional Coordinating.Committee,,with expenditures as follows: Advertising 27% Promotion 27% Publications 5% Grants 27% Research 1.5% Contingency 2% Committee Expense .5% Facility Reserve 10% 100% $ 24,300 24,300 4,500 24,900 1,350 1,800 450 9,000 $.90,600 Dave Garth, Secretary.of the Chamber of Commerce, spoke in'support of City Council granting funds to the Chamber of Commerce for visitors and promotion expenditures. Sally.Punches; Vice- chairman of the Promotional Coordinating Committee, reviewed with the City Council the long range spending program of the committee and proposed 1976/77 budget of the committee. 1 1
