CITY HALL PRESENT: Myron Graham, T. Keith Gurnee, and.Mayor Kenneth E. Schwartz ABSENT: Jesse Norris and Steven Petterson PRESENT: R.D. Miller, Administrative Officer; J.H. Fitzpatrick,.City Clerk; D.F. Romero, Director of Public Services; R. Strong,.Director of Community Development; R. Muravez, Director of Finance; W. Flory, Director of Parks and Rec- reation; J. Quirk, Utilities Superintendent 1. City Council discussed-with staff, population.projections and estimates as they relate to the.General Pla_n,.sewer plant and water plant expansions, in view of the action taken by the City Council on Monday, June 28,, 1976. 2.' City Council members present, adjourned to Council Chambers to meet with representatives of-Aquatic's SLO, who wished to inform the Council of wide interest-in the.City providing an olympic size swim- ming facility for the City of San Luis Obispo. They presented the Council with a petition, signed by approximately 1700 signers stating: "We want ..more.swimming...in.San:Luis Obispo.. Our City has outgrown Nuss Pool. A new pool-is-needed and wanted by the community and has been planned, designed and budgeted by the City. It would mean recreation for the community, income for businesses and sports stature for our City. Lets make it a ieality! We support construction of the pool now. The Councilmen present accepted the petition, stated that the entire' Council was aware of the desire of Aquatic's SLO for a competitive 50 meter swimming pool, and that as soon as the year end account balances of City finances are known, the Council would review their priority list for reserve funds. 3. The City Council then reviewed existing fees for permits, licenses etc. to see which, if any, should be increased or even reduced. The City Administrative Officer was.asked.to look into how many other cities had increased-the transient occupancy tax (bed tax) to 6% and report back to City Council with recommendations. Councilman Gurnee suggested that the City Council consider imposingga land or deed transfer tax on each.land sale in the City. Based on the dollar amount of transaction in 1976/1977, a 1% transfer tax would raise approximately $ 301,254. The Council asked Councilman Gurnee.to refine his proposal, check on legality and return the proposal for Council consideration. City Council Minutes June -30, 1976 Page Two Council discussed increasing the water.rates in.an attempt to more realistically have the water system pay.for its own maintenance and operation. Also, in view.of the increased cost of-the seismic study at Salinas Dam, the estimated cost is $ 165,000. to be paid $ 120,000. in 1976/77 and balance next fiscal year. Councilman Gurnee suggested that the City Council consider an additional charge for water on unimproved property in the Los Osos Valley and Edna Valley areas, as.these developing areas are what is causing both the fiscal and physical burden on the water system. The suggestion was referred to the City Administrative Officer for staff study on methods to achieve this and to submit recommendations to the City Council of charges by area. The Council discussed an interim water-rate increase of $1.00 per cus- tomer until the water study has been completed. Also, the Council con- sidered increasing sewer-service charges.by $2.00 in order to begin accumulating the City's share of the sewer plant expansion cost. Consideration of utility rate increases was continued for consideration by full Council. 4. Staff reported to City Council that the various green fees at the City golf course have never been formalized by the City Council and asked that Council adopt a resolution establishing green feessetc. Matter continued to Council meeting of July 6, 1976. 5. On.motion of Councilman Gurnee, seconded.by Councilman Graham the following resolution was introduced: Resolution No. 3080 (1976 Series) a resolution of the Council of the City of San Luis Obispo. finding and.determining that Police Chief'Ervin L..Rodgers is disabled. Passed and adopted on the following roll call vote: AYES: Councilmen Gurnee, Graham and Mayor Schwartz NOES: None ABSENT: Councilmen Norris and Petterson 6. Meeting adjourned at 2:15 p.m., on motion of Councilman Gurnee, seconded by Councilman Graham. Motion carried. Councilmen Norris and Petterson absent. APPROVED: August 2, 1976 J.H.
