ADJOURNED MEETING OF THE CITY COUNCIL

1. City Council held a public hearing on the recommendation of the
Planning Commission to rezone 169 and 175-High Street from C -H to R -2, E.
Salas, .applicant:
Rob Strong, Community Development.Director, presented the recommendation
of the Planning Commission, urging that the Council approve the recommended
rezoning. He stated that the rezoning now is in compliance with the adopted
General Plan, having just-been amended by-the-City Council.
' Mayor Schvdrtz declared the public hearing open. No one appeared for or
against the rezoning. Mayor Schwartz-closed the public hearing.
On motion of Councilman Norris, seconded..by Councilman Petterson, the
following ordinance was introduced:. Ordinance No. 676, an ordinance of
the City Council of the City of San Luis Obispo amending the official zone
map of the City of San Luis Obispo (to rezone 169 and 175 High Street,
application R- 0496).
Passed to print.on the following roll call vote:
AYES: Councilmen Norris,.Pettersnn, Graham, Gurnee and Mayor
Schwartz
NOES: None
ABSENT: None
2. City Council continued their public hearing on the recommendation
of the Planning Commission to adopt the 1976 General Plan Update.
Terry Sanville, Community Development Department, continued the staff
review, for the Council.'s information of those portions of the General
Plan Update dealing with growth and management objectives, Part 3,
Pages 51 thru 54, Section C, 1, Growth Management Objectives, Sub-
paragraph b.
On motion of.Mayor Schwartz, seconded.by Councilman Graham that the City
Council adopt Section C. Paragraph 1, Subparagraph b, amended as follows:
The City should encourage and assist County and State efforts to monitor
and regulate significanttalterations to local and regional economic base and
seek to balance employment or enrollment distribution changes with commen-
surate residential development distribution. "- -The City should consider
adoption of the general, specific and special plans for Camp San Luis Obispo,

E1 Chorro Regional Park, Cuesta Community College, California Men's
Colony, Cal Poly, and facilities adjoining the City's planning area
boundary. although they are-not an integral part of the San Luis Obispo
Planning Area. Because of their proximity and important influence upon
economic base, land use composition, circulation and related community
concerns, the City should suggest revisions and consider amendments to
these County and other agency plans to insure that they are compatible
with and complimentary to the San Luis Obispo General Plan. When
adopted by the City as well -as the County these revised plans would be
considered as supplementary specific plans composing part of the San
Luis Obispo General Plan."
Motion.lost of the following roll call vote:
AYES: Mayor Schwartz and Councilman Graham
NOES: Councilmen Gurnee, Norris and Petterson
ABSENT: None
Councilman-Norris moved that the City Council adopt Section C, Paragraph
1, Subparagraph b with amending Paragraph 4 as recommended by the Planning
Commission.
Motion lost for lack of second.
On motion.of Councilman Gurnee, seconded by Mayor Schwartz, that the
Council adopt the following General Plan.goals and policies,-growth manage-
ment objectives, Paragraph C -1 -b as amended:
The City should encourage and assist. County and State efforts to monitor

and seek to balance employment or enrollment distribution changes with
commensurate residential development distribution.
The City should consider adoption of the general, specific and special
plans for Camp San Luis Obispo, E1 Chorro Regional Park, Cuesta Community
College, California Mens Colony, and Cal Poly and facilities adjoining the
City's planning area boundary although they aae not an integral part of the
San Luis Obispo planning area. Because of their proximity and important
influence upon economic base, land.use.composition, circulation and re-
lated community.concerns, the City should suggest revisions and consider
amendments to these County and other agency plans to insure that they are

Motion carried on the following vote:

City Council then discussed with staff the Planning Commission recommen-
dation, Section C, Paragraph 1, Subparagraph c, Page 52 of Part 3, General
Plan Update.
Mayor Schwartz called a recess at 9:20 p.m.
Council reconvened with all councilmen present.

3. Memorandum from Councilman Norris-asking the City Council to
direct John Jenks, Consultant for the Sewer Plant Expansion Study, to use
the City's.adopted.growth strategy in planning sewer plant development.
For the Council's.-information, he briefed the letter of D.F. Romero, dated
June 28, 1976, - showing the implication.that the reduced - population figures
would have..on the federal grant and the increased cost this would impose
on the City.. Councilman Norris also reviewed with the Council the report .
of Rob Strong, dated June 30,:1976, submitting reviewed population figures
based on the action of the City.Council,.dated June 28, 1976, establishing
growth management objectives.for.the 1976.General Plan Update, and the
effect these figures..would have on sewer.plant expansion.
The City Council then reviewed a letter from John Jenks, Sewer Plantccon-
sultant, dated July 2, 1976, reviewing for the City Council the effect of
the Council's adoption of the General.Plan Growth Projection. He stated
that he had-reviewed-his calculations and after reconsideration, it ap-
peared to.him that 50,824 population capacity figure was a good one and
that the proposed.project.designed.on that basis will meet the City's overall
wastewater treatment, disposal and reclamation needs to advantage.
After discussion -by Council and staff, the matter was ordered received and
filed.
4. City Council.discussed with staff the strategies the City should
use regarding development of County facilities, including but not limited to:
A. Downtown expansion of County facilities.
B. Development of both downtown facilities and expansion at Johnson
Avenue location.
C. Development.of downtown and - Johnson. Avenue location and facilities
and movement.of. all- Courthouse operations to anew South Street
location.
D. Expand..Courthouse facility in downtown location and develop parking
in cooperation with County and Business Improvement Area (BIA).
On motion_of.Councilman Gurnee, seconded by..Councilman Graham that the City
Council adopt the following policy and authorize Mayor to prepare a letter to
the County.Board of Supervisors on the adopted policy:
1) Juvenile.facilities to be located at the Johnson Avenue site.
2) Balance of the County Court and Administrative functions to remain
in downtown San Luis Obispo.
3) City to cooperate with County and business interest in developing
parking.
Motion carried, all ayes.
5. On.motion..of Councilman Gurnee, seconded-.by Councilman Graham
that the Council - adjourn to 4:00 p.m., July 13, 1976.
Motion carried.
