HEARING ROOM, CITY HALL CITY OF SAN LUIS OBISPO PRESENT : Councilmen.Gurnee, Graham, Norris; Petterson and Mayor Schwartz ABSENT: None City Staff PRESENT: R.D. Miller, Administrative Officer /City Clerk Pro -Tem; Rob Strong,-Director of Community Development; Lee Schlobohm, Fire Chief; William Flory, Grants and Special Project Manager; Terry Sanville, Planning Associate; Pam Voges, Recording Secretary 1. Council consideration of proposal for the Fire House facilities - James T. Fickes, architect (continued from 9/20/76). R.D. Miller, Administrative Officer, stated that Attorney Grimes and he had gone over the contract which appeared to be a standard agreement with only minor changes having been made. He outlined the major points to the Council and stated that he would recommend it. James T. Fickes, Architect, stated that the soils compaction tests would be required as soon as possible as it had not yet been determined whether or not 6' of soil would have to be replaced. He stated that the fire station now planned.would be approximately 2,900 sq. ft., and had sleeping facilities for six regular beds and a storage area of 2 additional cots if warranted. Mayor Schwartz questioned how much of the fees as listed in Articles 6 and 12 could be included in the giant and if this total would exceed the proposed $150,000 limit. Mr. Fickes felt that these costs would be within the $150,000 proposed grant. Councilman Petterson questioned if this included curb, gutters, street widening and landscaping. Mr. Fickes stated that this was not included at this time but he certainly could do so if this were the Council's wish. Councilman Graham questioned why the landscaping could not be handled by in -house personnel as he felt it would.be less expensive and just as efficiently done by the City. Mr. Fickes stated this could be worked out jointly with staff to do the work and.included in the grant application. There was brief discussion on how the design of curb, gutters, street widen- ing, and landscaping could be included and how this would effect the architect's fees. d PESoivTioN No. 3/35 was d On motion.of Councilman Gurnee, seconded by Councilman Graham, authorizing the Mayor to sign a contract with James T. Fickes for design and supervision of fire station construction with grant application to be submitted for both onsite and offsite work. Further, the City Engineering staff to provide survey and soils tests as soon as possible. Motion carried. All ayes. Council also asked that Mr. Fickes prepare program statement to bring back to the Council at the next Wednesday adjourned meeting. City Council Minutes September 22, 1976 Page 2 2. Council consideration of the General Plan - Residential Densities. Terry Sanville, Planning Associate, submitted a 10 page report evaluating the effects of using unit size as the basis for calculating residential densities within the General Plan and Zoning Ordinance of San Luis Obispo. The report stated that both city plans and ordinances had traditionally controlled the density of on -site residential construction by specifying the number of dwelling units allowed per acre. While this approach had been relatively easy to,administer, it failed to regulate the extent of on -site population levels which had the most direct effect upon the quality and functionality of apartment living. For example, a multi - family development which contained 2- bedroom units exclusively would accommodate approximately thirty to thirty - five percent more people than a domplex containing the same number of 1- bedroom units. Therefore, to control on -site population densities and avoid overcrowding, the residential development standards within the proposed General Plan would be amended to relate unit size (expressed.as the number of bedrooms per unit) to the maximum number of units permitted per acre. Councilman Norris stated that the present plan did not allow for specialized housing such as elderly, student, etc. He felt that they.were in a different classification and needed_ special consideration. Further, he suggested that the Council might formally address the Housing Task Force report as the City was reaching that stage in the General Plan.where it might prove extremely useful. Mayor Schwartz felt that the City should not differentiate.between the elderly and students as far as using the. method _of.bedrooms_for.density.was concerned. Rob Strong stated that if the Council desired student housing and the elderly to be separated this could be-accomplished through a'special housing designa- tion. Councilman Petterson stated that he would like to see Planned Development with no minimum or maximum densities, units, no restrictions as to lot size or density requirements.. He could.go along with staff with their present density standards if Planned Development would remain open and with none of the above stated restrictions. There was a good deal of discussion with regard to Planned Development, using a percentage incentive (10% to 25 %) and how many restrictions should be placed on a developer.going P.D. On motion of Councilman Petterson, seconded by Councilman Norris, that the staff prepare a table similar to Table #4 using the 4 density approaches; adding studio apartments; using the base figures of 24 and 26; to provide recommendations on Planned Development procedures and incentives to be allowed. Material to be presented in suitable form _.for review by Planning Commission and other community groups. Planning Commission and others to be invited to Study Meeting next Wednesday. Motion carried, all ayes.
