ADJOURNED MEETING OF THE CITY COUNCIL

1. The City Council continued their study of the General Plan
Update recommended for adoption by.the Planning Commission.The Council
decided that the Council's discussions were to be limited to those un-
finished items in the recommended General Plan in preparation for the
public hearing to be held on Tuesday, January 25, 1977.
A. City Council reviewed.the. ".Urban .:Reserve Boundary Line" as shown
on.the Planning Department-map-titled "Draft III A/1 ". The discussion
involved not only actual location of the "Urban Reserve Line ", but also
definition of the line, purpose, effect of the line on properties lying
between the existing City limits and the. "Urban Reserve Line ", and out-
side the City limits.
12:25.p.m. Councilman.Norris arrived ati.the meeting.
The City Council.then reviewed the Urban Reserve Line as proposed by the
Planning Staff. with the City.Council naming various adjustments to the
line for the public hearing on January 25, 1977.
In the course of the discussion of the General Plan Update, the Planning
Department Staff was directed to include a statement in the General Plan
text, recognizing the County Board of Supervisors action adopting the
Bi -Polar approach to County expansion proposals.
The City Clerk was.directed to ask the City Attorney for an answer to the
following questions:.
1) What steps are necessary to De -Annex or Un -Annex a parcel of land now
in the City:
2) Under existing State law, court decisions or rules, what liability,;.
financial or other,.does the City face when showing private property on
Llie General Plan.as Open.Space /Recreational Use?
3) What principle rule or law was involved in the court decision that
went against the City of Palo Alto, involving zoning designation of
private property for Open,Space?
1145 p.m. Councilman Gurnee left the meeting.

After final consideration the City Council adopted the.Urban Reserve Line,
as amended-this date, as the one.to be_consideied at the public hearing
on January 25, 1977 and the Planning Staff was directed to have the
amended map ready for the public hearing.
2:00 p.m. Councilman Norris left the meeting.
The City Council then discussed time and date of future study sessions
toocomplete their review of the General Plan prior to the January . 25,.1977
public hearing.
2. On.motion.of Councilman.Graham, seconded by Councilman Petterson,
the meeting adjourned at 2:10 p.m. to 7:30 p.m. Tuesday, January 11, 1977.
Motion carried.

NOES: None
ABSENT: Councilmen Gurnee and Norris.
