2. The Cit y Council at the request of the Planning Staff, discussed
the proposed Land Use designation on the General Plan Update of property
located at 553 Chorro Street presently zoned R -n -S.
Rob Strong, Director of Community Development, suggested that if the City
Council dids not wish to purchase the lot for open space or park use, he
would suggest that the General Plan Land Use Designation be modified in the
General.Plan Update to indicate low density residential zone instead of the
open space - recreational zone now shown on'the map.
After discussion with the Council and a search for possible funds to purchase .

reviewed for the Council, the scope of'the work for the City required E.I.R.
and economic analysis of the Proposed Madonna Road Shopping Center Expansion.
The development proposed involved the construction of a 172,000 square foot.,
retail shopping center adjacent to the existing Madonna Road facilities at
Calle Joaquin. The Environmental Review Committee evaluated the project's
design at two separate meetings and determined that an environmental impact
report would have to be prepared to define the significant environmental effects
of the project. The E.R.C: also determined that the evaluation of the project
should include an economic impact analysis to determine potential affects on
existing retail shopping facilities in San Luis Obispo and on regional shopping
patterns.
In accordance with City policy, the Environmental Review Committee had inter-
viewed two consultants to review the preliminary work scope of the project
E.I.R. and Economic Report. As a result of those discussions, the staff further
refined the preliminary E.I.R. work scope which emphasized the study of the
project's effect on the City's circulation and utility systems, potential flood
and seismic /geological problems, as well as other potentially significant issues.
The staff felt that the final contracts should not be executed with the con-
sultants until 1) the applicant had submitted complete application materials;
2) the project was revised or defined.after conceptual consideration from the
ARC and Planning Commission; and 3) the work scopes for both environmental and
economic studies were acceptable to the City Council which must ultimately find
the reports adequate before acting on the project proposal.
Some-of the-areas-:under-the-E.I.R; work -scope are 1) Circulation Impact;'2)
Municipal Utilities; 3) Hydrology; 4) Geology and Soils; 5) Vegetation /Climate;
6) Aesthetics /Land Use; and 7) Alternatives including other than shopping center
configurations. The economic impact analysis work scope to include 1) Site
Commercial Development Program; 2) Shopping Center Employment; 3) Growth Inducing
Impact; 4) Retail Trade Economic Impacts; and 5) Municipal Impacts.

A) Major Department Store;
B) Home Improvement Center; C) Super
Drugstore; D)
Retail Store; E) Small Shops;
F) Bank; G) Restaurant; H) Theatre;
and I) another
small Restaurant.
R.D. Miller, Administrative Officer, reported to the City Council, that the
consultants being considered for these two reports were 1) Larry Smith for
economic services; and 2) Westec for the environmental impact report.

On motion of Councilman Gurnee, seconded by Councilman Petterso , that the
City Council approve the scope of work for shopping center addition subject
to the following: 1) evaluate the need for alternative larger center which
would take care of shopping needs through the year 2000; 2) Expand the scope
of 1 -G under Economic Impact and 3) analyse the extent to which onsite signing
draws customers to such centers.
Motion carried, all ayes, Councilman Norris absent.
3. Ned Rogoway, County Planning Director, submitted for the City Council's
information a status report of studies being prepared by the County Staff on
retaining County facilities in downtown San Luis Obispo or relocating them to
the Johnson Avenue location. He reviewed a lengthy report dated January 27,
entitled "San Luis Obispo County Seat Fa& ities" consisting of schematics,
economic impact, size of buildings, etc.
The City Council, after the presentation, discussed with the County and City
staffs some of the implications of the draft County Seat Facilities Report
submitted by Ned Rogoway.
4. The City Council adjourned to Executive Session for Personnel Discussion.
5. On motion of Councilman Graham, seconded by Councilman Gurnee, the
meeting adjourned to Tuesday, January 25, 1977 at 7:30 p.m.
Motion carried, all ayes, Councilman Norris absent.
