He then reviewed in detail the various recommendations made by the consultant.. He read the report prepared by Arthur D. Little giving recommendations on each and every item as determined in their findings. 2. The matter of the Congressional Church on Los Osos Valley Road appeal from the requirement to provide sprinklers in their new sanctuary was again discussed by the City Council. Allen Grimes, City Attorney, stated that before a building permit could be issued without the required sprinklers, the City must have an operational manned 24m-hour fire station available within a':4 minute response time to the area. This is what the regulation was all about, although.he continued that the Fire Code allowed Fire Officers to reduce or modify requirements if it were done with a view of adequate fire safety and /or public safety. The determination was that the Church either must comply with the regulations or some other substitute material or construction could be used if approved by City authorities. After brief discussion by the City Council.of the Congressional Church's building permit problem the matter was returned to Robert Coop, consultant to the Arthur D. Little Company, who continued to review various.sections of his report with the City Council. 3. . On motion of Councilman Graham, seconded by Councilman Petterson, the meeting adjourned at 2:05 p.m. to noon, Wednesday, March 9, 1977.
