HEARING ROOM, CITY HALL Roll Call PRESENT: Councilmen Gurnee, Graham, Norris, Petterson and ' Mayor Schwartz ABSENT: None City Staff PRESENT: J.H. Fitzpatrick, City Clerk; R.D. Miller, Administrative Officer; Roger Neuman, Police Chief; Lee Schlobohm, Fire Chief; Mike Park, Fire Marshal; Wayne Peterson, City Engineer; Rudy Muravez, Finance Director; Rob Strong, Director of Community Development; D.F. Romero, Director of Public Services The Mayor announced that the reason for this Special Called Meeting was a further discussion of the Capital Improvement Program for the fiscal year 1977/78. 1. The City Council continued their consideration of the Priority List- ing for the 1977/78 Capital Improvement Program as submitted by R.D. Miller, Administrative Officer, dated February 8, 1977 and corrected to this date. A. The City Council discussed at length the need for a fire station at Los Osos Valley Road and Madonna Road in light of the information supplied to the City Council by the consultant Arthur D. Little on the Fire and Police Management and Operation Report. After discussion, on motion of Councilman Petterson, seconded by Councilman Norris, that the City Council provide $200,000 in the C.I.P. for the 1977/78 fiscal budget for construction of Fire Station No. 4 with the staff to work with the architect to modify the plans so that the total construction budget, including the architect's fees, etc. are included in the $200,000 figure. Motion carried, Councilman Gurnee voting no. B. JoAnn Fenton, Chairperson of the Swimming Pool Task Force, appeared ... before the Council and made the following proposal for the Council's consideration: 1. The City Council appropriate $400,000 in the 1977/78 Capital Improve- ment Budget for Phase A of the Sinsheimer Swimming Pool Complex. Said phase would include multi - purpose instructional and wading pools, filtration and-mechanical equipment, lights and adjacent deck. This appropriation would also serve as matching funds for additional grants which might be sought. 2. That a grant application be submitted for funding of another phase of the project under the Roberti - Z'berg Urban Open Space and Recreation Program, a 1975 State Program. ' 3. That the City explore the possibility of employing a person from the CETA program to locate potential grant sources, prepare, submit and monitor grant applications in the absence of regular personnel; and 4. That the Task Force be authorized to explore the possibility of a contribution of funds of pool project construction from the County in the 1977/78 budget process. On motion of Mayor Schwartz, seconded by Councilman Petterson, the following resolution was introduced: Resolution No. 3265,(1977 Series), a resolution of the Council of the City of San Luis Obispo approving the need basis grant application for grant funds under the Urban Open -Space and Recreation Program. Passed and adopted on the following roll call vote: AYES: Councilmen Gurnee, Graham, Petterson and Mayor Schwartz NOES: None ABSENT: None Councilman Gurnee moved that the City Council direct the staff to analyse the request for $400,000 in the 1977/78 budget with the staff to prepare priorities as to what was to be included in this portion of the fund request and the effect on the Capital Improvement Program. Motion lost for lack of a second. The City Council then reverted to their regular discussion of their proposed C.I.P. Priority Listing. Councilman Petterson. moved that the City Council drop Planned Development $15,000 for the Mission Plaza Element. Motion lost for lack of a second. The deliberation on the C.I.P.
