MINUTES
REGULAR MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO
FRIDAY, APRIL 1, 1977 - 11:55 A.M.

PRESENT: Myron Graham, T. Keith Gurnee, Jesse Norris, Steven
Petterson, and Mayor Kenneth E. Schwartz
ABSENT: None

1. The City Council considered the adoption of a resolution autho-
rizing the Mayor to sign the agreement with Frank Anthony Brown on behalf
of the.City, purchasingoa 60' % 80` parcel of land at the southeast corner
of Broad.and Monterey Street for $48,000.•
Councilman Gurnee.stated he was opposed to the purchase of the property at
the stated price as it was his understanding that no master plan for Mission
Plaza extension to date included this parcel of land. Without some sort of
plan, he was opposed to the expenditure of public funds.
Councilman Norris stated he would support the purchase of this parcel if it
was used for parking until a need was shown for the Mission Plaza.
Councilman Petterson felt that this parcel was needed for Mission Plaza
expansion as well as possible future civic center development in this area
of downtown.
Robert Leitcher was opposed to the expansion of the Mission Plaza in this
block without an approved master plan. He felt it was poor use of public
funds. He stated that if the City had so much surplus tax money, why did
they not spend some on flood control or downtown parking.
Mel Hahn wwcopposed to the outgoing council voting on this land purchase,
just minutes before a new City Council took office. He questioned the
urgency of this last minute expenditure of public funds.
On motion of Councilman Norris, seconded by Councilman Petterson, the
following resolution was introduced: Resolution No. 3274 (1977 Series),
a resolution of the Council of the City of San Lnis Obispo approving an
agreement between the City and Frank Anthony Brown for City acquisition
of.real property adjacent to Mission Plaza.
Passed and adopted on the following roll call vote:
AYES: Councilmen Norris, Petterson, Graham and Mayor Schwartz
NOES: Councilman Gurnee

On motion of Councilman Norris, seconded by Councilman,Petterson,
the following resolution was introduced: Resolution No. 3275 (1977
Series), a resolution of the.Council.of the:City of San Luis Obispo
increasing capital improvement appropriation for the 1976/1977 fiscal
year and authorizing a transfer of funds:
Passed and adopted on the following roll call vote:
AYES: Councilmen Norris, Petterson, Graham and Mayor
Schwartz
NOES: Councilman Gurnee
ABSENT: None
2.. Councilman Graham then made a brief statement on his retire-
ment from the City Council.
Councilman.Norris also made a short address on his retirement from the
Council.
Mayor Schwartz thanked each of the retiring Council members for their
service to the community and presented them each a gift on behalf of the
City.
Councilman Graham stated that he wished to contribute $500.fona.ftbafl for
a sculpture in Mission Plaza to be prepared by John Augsburger, with the
City to match funds for the installation etc. He stated that he was doing
this to show his appreciation to the City of San Luis Obispo.
On motion of Councilman Graham, seconded by Councilman Petterson, the
following resolution was introduced: Resolution No. 3276 (1977 Series),
a resolution of the Council of the City of San Luis Obispo accepting a
grant from retiring Myron J.. Graham for a sculpture in Mission Plaza.
Passed and adopted on the following roll call vote:
AYES: Councilmen Graham, Petterson, Gurnee, Norris and
Mayor Schwartz
NOES: None
ABSENT: .None
Mayor Schwartz again thanked Councilman Graham for his most generous gift.
Mayor Schwartz called a recess.
City Clerk. J.H. Fitzpatrick administered the Oath of Office to reelected
Mayor.Kenneth E. Schwartz and to newly elected Councilmen Ronald Dunin and
Jeff Jorgensen.
City Council meeting reconvened with Mayor Schwartz presiding.

ABSENT: None
1. Councilman Dunin made a brief statement thanking the people of
San Luis Obispo for electing him to office and pledging to work for the
best interests of San Luis Obispo.

Councilman.Jeff Jorgensen also made..a brief statement thanking the people
of San Luis Obispo.for electing-him to office and pledgingrtoivwork for the
citizens of San Luis Obispo to the.best of his ability.
Mayor Schwartz also thanked the people of San Luis Obispo for reelecting
him to office as Mayor and pledging to continue to work for the good of
the citizens of San.-Luis Obispo.
2. Mayor .Schwartz.nomiaated.Councilman Petterson.to be'Vice- Mayor,
Councilman Gurnee seconded the nomination and.the City Clerk was directed
to cast a unanimous vote for Steve Petterson for Vide- Mayor.
3. On motion of Councilman Gurnee, seconded by Councilman Petterson,
the meeting adjourned to 12:10 p.m., Monday, April 4, 1977. Motion carried.
